3 Digital Agenda for Europe Every European Digital On 19 May 2010 the Commission launched the Digital Agenda for Europe (DAE) One of the EU2020 Flagships: Europe's strategy for a flourishing digital economy by Maximise economic and social benefits from ICT Reinforce ICT Research and Innovation In Mobility and Transport: Support partnerships between ICT and major emitting sectors like transport and logistics to improve energy efficiency Increase the speed of ITS take-up, in particular for road and urban transport

7 The Transport White Paper 2020 Sustainability is a European priority Roadmap to a Single European Transport Area - Towards a competitive and resource efficient transport system The European Commission adopted a roadmap of 40 concrete initiatives for the next decade to build a competitive transport system that will increase mobility, decrease fuel dependency and support employment. ICT will have to play a key role.

8 About Cooperative Mobility Contribution Cooperative Mobility means the interconnection of vehicles and infrastructure, to create and share new kinds of information, leading to a better cooperation amongst drivers, vehicles and roadside systems. An attractive solution contributing to the European goal of safer, cleaner, and more efficient and sustainable traffic solutions.

20 Why ITS policy and strategies are so crucial for successful deployment? deployment means parallel actions by many different stakeholders from different sectors (automotive, telecom, services, road operators), private and public partners the responsibilities are not clearly defined: International, EU level, national level, regional level, local level actors the benefits and return on investments is highly depending on the scale of deployment many actors have different interests and objectives (policy, commercial) ITS services and systems need to be interoperable, which would need co-operation between the stakeholders the co-existence of commercial and public services is not solved (e.g. Real-Time Traffic Information) It exits a patchwork of national, regional and local solutions

21 Who will drive the demand for cooperative systems? Market driven applications with positive business case and big users demand will be a key driver complemented with supporting actions from public authorities (answer to social demand, social challenges ) and also from corporate demand -fleet owners, taxi sector, etc. Examples: Regulator measures. Public procurement. Public incentives -financial advantages, but access control tools, parking reservation dedicated systems, installation of ecall in all taxis for security reasons, etc.

Time for cooperative systems June 2011 Electronics & ITS Division The European Union has already allocated a frequency spectrum from 5,875 GHz to 5,905 GHz for cooperative applications European initiatives like ComESafety, Car2Car Communication Consortium and EU Projects like Pre-Drive C2X, CVIS, SAFESPOT or Coopers have developed and established a common framework to implement C2X solutions. 80 PROJECT BACKGROUND Many EC-funded research efforts have approached cooperative systems from a vehicle perspective Some current projects related to cooperative systems have influence in the infrastructure There are almost not private Infrastructure Operators involved in ICT for Transport projects Spanish OASIS initiative for developing the Highway of the Future, starting point for Infrastructures participation in European projects: FOTsis FOTsis is one of the two Integrated Projects approved in the Call ICT for Mobility of the Future (FP7-ICT ) 3 8 th ITS European Congress Lyon. 6 th 9 th June
