2 Current service Airwave: Was the first national public safety (PS) network based on the TETRA technology standard Is used by all Emergency Services and agencies Is a private network with spectrum loaned to ASL, and uses c3,800 sites to provide full national coverage Includes underground and air-to-ground coverage Provides PS functionality, coverage, availability & security National shut down is now 31 December 2019 Is expensive compared with similar services Cannot provide broadband data services EU procurement legislation requires a re-competition 2

3 Programme objectives Replace Airwave critical voice services by enhancing a commercial mobile network: Improved to integrate broadband data services; PS functionality; national coverage; high availability and end-to-end security Flexible to better match/be proportionate to demand Less expensive to address budget pressures Available in late 2017 to start transition Complete by December 2019 (national shut down) Meet all user, system and commercial requirements but not necessarily in the same way as Airwave Open up to all mobile network operators (MNOs) post

4 Programme approach Vision: to deliver the most capable and flexible communication system for the Emergency Services Mission: to replace Airwave but not necessarily in the same way Objectives: improved capability; flexible; and less expensive Strategies: disaggregate procurement; build core capabilities; enable transition; enhance a commercial network; and re-compete contracts more frequently Tactics: act as a prime contractor and system integrator; build user functionality; enable connectivity; establish device frameworks; establish vehicle frameworks; provide training; extend into London Underground; and build air-to-ground sites, extended area sites, and additional EE sites Outcomes: build interoperability, public safety functionality, network availability, end to end security, and coverage; buy devices; upgrade control rooms; train users; convert vehicles; and support business applications 4

14 London underground services (LUS) Solution required for start of London transition, Dec 2017 Current solution: Airwave available throughout transition with dual-mode (LTE/TETRA) ESN in stations use 4G access points connected WiFi infrastructure ESN in tunnels using base stations connected to existing leaky feeder EE provide access equipment and connect to their core TfL install and maintain equipment Future solution: TfL implement 4G 14

17 Control room upgrade Control rooms need upgrading to access ESN functionality Upgrading is a user responsibility, with assistance Motorola providing the software upgrade and test Interoperability now being delivered by Wave7000 Upgrades required for the start of regional transition Control Room will be connected using a DNSP from PSN 17
