I WILL TALK ABOUT OUR JOURNEY CREATING A GEOGRAPHIC INFORMATION SYSTEM (GIS): WHAT WORKED WHAT DIDN T WHERE WE ARE NOW WHERE WE ARE GOING 10 5
ESTABLISHED IN SACRAMENTO COUNTY IN 1916 (100 YEARS!) 25 EMPLOYEES 8.5 SQUARE MILES OF SERVICE AREA 40,000 CUSTOMERS 11,300 CONNECTIONS 333 MILES OF MAINLINE 1 PLANT, 9 WELLS, 2 ELEVATED TANKS, 3 PRESSURE ZONES 11 WHY USE GIS FOR ASSET MANAGEMENT? INSTITUTIONAL KNOWLEDGE IS RETIRING CANNOT EASILY FIND ASSETS DURING EMERGENCIES AGING INFRASTRUCTURE REQUIRES INTELLIGENT CAPITOL IMPROVEMENT PLANNING (CIPS) NEED TO IMPLEMENT A STRUCTURE FOR INSPECTIONS (MANDATED OR NOT) 12 6
WHY USE GIS FOR ASSET MANAGEMENT? NEED TO BE COMPATIBLE WITH REGIONAL AGENCIES AND FUTURE BUSINESS SOFTWARE NEED SELF SUFFICIENCY DO A LOT WITH A LITTLE! GIS TIES ALL YOUR SEPARATE SYSTEMS TOGETHER BY LOCATION. 13 TRANSITION TO DIGITAL DISTRICT WAS ON PAPER UNTIL COMPLETELY BUILT-OUT AT THE END OF LAST CENTURY 14 7
TRANSITION TO DIGITAL SHIFTED EFFORTS TOWARD REVENUE SECURITY (METERS, TREATMENT PLANT, INTERTIES) 15 TRANSITION TO DIGITAL MANY RECORDS BEGAN BEING KEPT AS SPREADSHEET TABLES 16 8
TRANSITION TO DIGITAL A CUSTOM BILLING/SERVICE ORDER DATABASE WAS CREATED (COGSDALE) 17 TRANSITION TO DIGITAL EXTERNAL GIS MODEL CREATED BY ENGINEERING CONTRACTORS (FOR ANALYSIS) SCANNED BASEMAPS, CREATED ASSETS WITH IDS BY HAND (LOTS OF ERRORS) 18 9
TRANSITION TO DIGITAL 19 SCAN BASE ENGINEERING DRAWINGS GEOREFERENCED USED TO CREATE INITIAL ASSETS (LINES AND VALVES) RECONCILED WITH THE ACCOUNTING AND CUSTOMER RECORDS LOCATIONS WERE BASED ON ADDRESS, NOT COORDINATES 20 10
INITIAL GIS MAINTAINED OFFSITE BY CONTRACTORS CUSTOM DATA MODEL PARCELS JOINED TO CUSTOMER RECORDS VIA APN BASICALLY A DIGITAL MAP BOOK 21 SERVICE LOCATION REPORT 22 11
ROADBLOCKS TO ADOPTION STAFF (KNOWLEDGE WORKERS) COULD NOT EDIT/UPDATE THEMSELVES ENGINEERING CONTRACTORS CHANGED: GIS DATABASE BROKE DOWN MANY ASSETS WHERE NEVER ADDED/LOCATED ASSETS IN GIS WERE FOUND TO BE INACCURATE (COULD NOT BE RELIED ON) 23 ROADBLOCKS TO ADOPTION CUSTOM HODGE-PODGE SCHEMA WAS CUMBERSOME/INCOMPATIBLE GPS COLLECTION EQUIPMENT REQUIRED LOTS OF TRAINING TO OPERATE CORRECTLY SERVER (PORTAL) WAS TOO SECURE FOR MOBILE; REQUIRED LOTS OF I.T.
