7 STORM DRAIN SYSTEM Population: Serve 203,000 Property owners in Baltimore City Storm drain system is separate from the sanitary sewer system. 1,200 miles of storm drain pipes 27,000 manholes and five pump stations. 54,000 storm drain inlets. 1,709 outfalls located along the streams and in the harbor. Current system replacement/ rehabilitation is estimated at over $2 billion Schematic of Stormwater Conveyance System 7

11 ASSET MANAGEMENT DEFINED Application of operational, financial, and engineering best practices with the objective of providing a desired level of service at acceptable levels of risk at optimal cost. The basic principle of infrastructure asset management is to intervene at strategic points in an asset s normal life cycle to extend the expected service life. 11

29 CHALLENGES/SOLUTIONS Financial challenge to pay up front for dividends in the future Extend implementation over a longer time frame Implement programs early on that provide the greatest rewards biggest bang for the buck Personnel skills required for new preventative maintenance programs Rely on outside help (consultants) for setting up programs while developing employee skills through training
30 CHALLENGES/SOLUTIONS IT infrastructure with asset management capabilities that include asset GIS database registry development, condition and criticality, assessment, CMMS, level of service/performance indicators, and financial accounting components Identify IT needs early on, procure what is needed for full integration of the asset data and function Changing attitudes Get buy-in from management, staff and other stakeholders to embrace change
