1 6 IT Facilities & Programmes C SIRNISCAIR s scientific information dissemination and science communication activities are actively supported by a robust and modern IT infrastructure. With science communication and outreach activities relying heavily on modern ICT, services like Online Access of NISCAIR s Primary Journals (NOPR) & Popular Science Magazines, Online Publishing Software (OJS), Website and Blog, and a stateoftheart Data Centre have gained paramount importance. A) CSIR HQRs & CSIRNPL: HOSTING OF WEBSITE IN NISCAIR DATA CENTRE The volume of data being managed at CSIRNISCAIR is showing exponential growth. The IT Division has updated its capabilities for management of information resources and services including hosting and sharing by adopting new ICT tools. The focus is on providing uninterrupted, authorised and secure access to NISCAIR and CSIR Resources to the scientific community and researchers all over the world and a platform for CSIR Labs for colocation of their critical services and databases. CSIR Hqrs constituted an inhouse team to work on full time basis for upgradation of Accounting Software for CSIR Hqrs and its Laboratories. NISCAIR Data Centre is to be utilised for Central Repository of Data for the Software. This included Server Preparation, Security Policy Deployment and Authentication with remote access to CSIR Finance Team. During the period many new activities were initiated and ongoing activities strengthened. Some of the major activities are: To promote safety in both locations of NISCAIR, security surveillance systems using IP enabled CCTV cameras were installed at both the locations of NISCAIR. 23 IP CSIR Hqrs & CSIRNPL had requested to host their website in NISCAIR Data Centre. Along with the provisioning of server and logical security infrastructure, support services were provided to CSIR Hqrs. B) CSIR HQRs: HOSTING OF DEVELOPMENTAL VERSION OF CSIR ACCOUNTING SOFTWARE IN NISCAIR DATA CENTRE C) SECURITY SURVEILLANCE THROUGH CCTV IN BOTH CAMPUSES OF NISCAIR 53

2 Cameras were installed at NISCAIR, Vigyan Sanchar Bhawan, and 11 Cameras at the NISCAIR, Vigyan Soochna Bhawan. with 1+5 Multiparty HD Group Video facility. F) MANAGEMENT AND UPKEEPING OF DIGITAL INFORMATION RESOURCE FACILITY (MAUKDIRF) D) INSTALLATION OF DIGITAL DISPLAY AT RECEPTION FOR HINDI SOFTWARE Provisioning of Server for digital display at reception. This included installation of Software on Server for communication with Set Top Box connected to the Digital Display. E) UPGRADATION OF CONFERENCING FACILITY The Digital Information Resource Facility has been created to provide uninterrupted, authorised and secure access of NISCAIR and CSIR Resources to the scientific community and researchers all over the world. The DIRF also houses ISO 27001:20013 certified Tier II Level Data Centre (DC). It is successfully hosting CSIR and NISCAIR contents. VIDEO For multiparty VC the VC Facility at NISCAIR was upgraded with the installation of Polycom Realpresence Group 500 VC Unit, CSIRNISCAIR Data Centre 54

3 CSIRNISCAIR employees (permanent as well as temporary), pensioners and vendors. The system also has repository for details of all bills reimbursed by the Finance & Accounts department. The system automatically generates cheque amounts combining similar bills and sends s to stakeholders after sending the list of cheques for ECS to the bank. G) FTP SERVER CREATION For the convenience of the users in NISCAIR s two locations, an FPT Server has been created to share the files between users of the two locations. H) CSIR IPU PATENT PORTAL IN DIRF DATA CENTRE CSIRIPU Patent Portal is hosted in Data Centre. This facility is exclusively for Patent Attorneys and CSIR IP Coordinators, to record research output, maintain a database and documentation for online filing of CSIR s Intellectual Property. It is a gateway for measuring novelty index and IP utilisation. I) NISCAIR E PAYMENT SYSTEM (NIePTS) J) NISCAIR ONLINE RECRUITMENT SYSTEM (NORS) FOR GROUP II, III AND IV NORS is an online application designed and developed by IT Division, for online application submission for recruitment of staff in CSIRNISCAIR as per the CSIR recruitment guidelines. Applications are invited from Indian citizens for filling the positions at CSIRNISCAIR. TRACKING NIePTS is an online Intranet based solution designed and developed by the IT Division on special request from Finance & Accounts department. The system provides a mechanism to host central repository for bank and personal details of all The IT Division updates the base version to incorporate features as per the recruitment process from time to time. The software has been hosted in the Data Centre. 55

4 N) PROCUREMENT OF VIRTUALIZATION SOFTWARE & DEPLOYMENT OF VIRTUALIZATION IN DIRF DATA CENTER K) HOSTING OF NATIONAL KNOWLEDGE RESOURCE CONSORTIUM (NKRC) PORTAL IN DIRF DATA CENTRE The National Knowledge Resource Consortium (NKRC), established in year 2009, is a network of libraries and information centers of 39 CSIR and 24 DST institutes. NKRC facilitates access to 5,000+ ejournals of all major publishers, patents, standards, citation and bibliographic databases. Apart from licensed resources, NKRC is also a single point entity that provides its users with access to a multitude of open access resources. Server Virtualisation enables the utilisation of existing servers to the fullest of their efficiency. Server virtualisation utilises the physical host machine hardware & partitions the host machine into multiple logical instances called Virtual Machines. Each of these virtual servers can run an independent operating system and applications. Many physical servers in DIRF Data Centre have been virtualised and virtual servers were also provisioned to CSIR Labs for hosting of their contents. L) HOSTING OF SOFTWARE FOR ONLINE RECEIPT OF APPLICATION FOR RECRUITMENTS IN CSIRCDRI, CSIRCRRI & CSIRNPL O) NISCAIR INTRANET SITE: ACCESS THROUGH SECURED LOGIN NISCAIR Intranet site ( intranet.niscair.res.in) has been made publicly available on the Internet through username and password. The employee can access official circulars, OMs, and forms while away from office. The site is running from DIRF Data Centre. NISCAIR provided the following services: Hosting of software in Data Centre for online receipt of applications for recruitment Backup of Database Remote Login Provisioning Monitoring and Maintenance of Process P) IT INFRASTRUCTURE DEVELOPMENT AND MAINTENANCE M) AADHAAR ENABLED BIOMETRIC ATTENDANCE SYSTEM (AEBAS) IMPLEMENTATION AT NISCAIR NISCAIR has LAN infrastructure of 300 nodes at Pusa location and 360 nodes at SV Marg with 1 Gbps (1:1) Leased Line Internet Connectivity. NISCAIR scientists are making use of the IT Infrastructure for data transfer, communication, exchange of manuscripts and data with authors and referees. As per the Govt. of India Initiative, the implementation of AEBAS in NISCAIR has been completed. The process included: Registration of Organisation Registration of Employees Supply, Installation, Commissioning and As part of the IT Infrastructure development following purchases were made during : Testing of the Desktop and Wall mount devices Two High End Servers Dell R 530 Trial Runs SAN Expansion Enclosure for IBM Implementation Storwize V5000 with capacity of 24 TB 56

5 R) IT HUMAN RESOURCE DEVELOPMENT HP Scanner Enterprise NFlow and HP Enterprise Color Printer M552 CSIRNISCAIR provides sixmonth training (from January to June and July to December) to MCA students and to other students pursuing Computer Science/IT course leading to M.Sc., B.E., B.Tech., M.E., and M.Tech. Degrees to work on projects in the area of application of IT as partial fulfilment of their degree course requirements. Renewal of Trend Micro Worry Free Business Security Edition Q) DEVELOPMENT/MANAGEMENT OF FACILITY MANAGEMENT SOFTWARE Many Facility Management Software have been developed inhouse for automation of various functionalities in the organisation. In the year a batch of 3 students attended the training programme. (i) DIRF Reception Management System: The Reception Management System captures all relevant information of visitors in a secure database file, including visitor s photo, name, reason for visit, and entry and exit times. The process takes 1520 seconds. This application typically consists of three fundamental components: a) Visitor Registration, b) Visitor Gate Pass Printing, and c) Reporting Functionality. S) ONLINE ACCESS OF NISCAIR S PRIMARY JOURNALS & POPULAR SCIENCE MAGAZINES (NOPR) NISCAIR Online Periodicals Repository (NOPR) hosts online its research journals, Popular Science Magazines & Natural Products Repository at nopr.niscair.res.in. All the 18 research journals have been added under Open Access mode for accessing full text. Research communities including students not only in India but also all over the world are being benefited by open access of NISCAIR journals. This has enhanced accessibility and visibility of NISCAIR journals at the National and International level. Current issues of all the research journals are published online in NOPR for open access well before the publication of print version for the immediate benefit of researchers. (ii) DMIS Software: Document Management Information System (DMIS) is a webenabled application, with functionalities including online entry for receipt and dispatch, action taken, reply receipt and dispatch, file creation, file transfer to different officials and maintenance of letter and file movement data. (iii) Guest House Management and Maintenance: The software provides facility of online booking of guest house. Digitisation of following 11 journals has been completed from Volume 1 Issue 1 and these are available for online & open access: (iv) Registration & Billing Software for Marketing Division: The registration and billing software for different services like Translation, Bibliography, Bibliometrics, ISA, CAPS, etc. in marketing division is used for registering the customers, invoice generation, bill preparation, etc. The complete software is upgraded for new financial year processing. 1. After 100% digitisation of all NISCAIR journals, NOPR will have more than 1 lakh research articles in public domain. At present, the repository has about articles. 7. 7 To increase the visibility of NISCAIR journals, all the 17 journals have been registered with the Directory of Open Access Journals (DOAJ), Registry of Open Access Repositories (ROAR), Directory of Open Access Repositories (DOAR), Google Scholar and other prominent search engines. Natural Products and Resources entitled Natural Products and Resources Repository (NPARR). The following three Popular Science Magazines published by NISCAIR are also hosted on NOPR for online access: Online NISCAIR (OP) has been implemented for automation of editorial process for NISCAIR research journals. It is based on open source publishing software Open Journal Systems (OJS), which has been customized as per NISCAIR requirement. This system is available at op.niscair.res.in. NISCAIR website ( is being maintained and regularly updated in English and Hindi. Information about NISCAIR s 18 research journals, two abstracting journals, three popular science magazines and popular science books and newsletters is available on the website. The news & events, Hindi website has been developed using Unicode fonts for proper display of Hindi fonts. Bilingual office forms, internal orders/ circulars/notifications are regularly hosted on intranet website (intranet.niscair.res.in). 60
