2 Introduction ETSON members operated/supported national nuclear crisis centers providing technical and radiological information and giving advice to national regulators and governments Technical work of crisis centers, included e.g. preliminary safety assessment of actual situation prediction of accident progression in the reactors radiological source term assessments and radiation dispersion calculations first estimates of environmental and health effects ETSON workshop in Cologne on 6 July 2011 exchange knowledge and experience in the context of the Fukushima nuclear accident draw conclusions for improved emergency preparedness and crisis management 2
3 Problems encountered (1) Difficult to obtain sufficient safety relevant design information on the Fukushima Daiichi reactors open information from CNS and other sources was inadequate to fully understand the design basis of plants, the general operating regime and the pre-planned accident management measures! Missing information on design against natural hazards! 3
4 Problems encountered (2) Difficult to obtain reliable and consistent information on accident progression: actual status of the reactors and the spent fuel pools, damages occurred, radiological situation, on-site accident managements measures taken and whether they were effective or not Problems: vast of information -which is valid and topical? access to information impeded by language (Japanese)! 4
5 Problems encountered (3) Efforts in communication with the public underestimated: not sufficiently prepared to serve to the huge request of press and TV technical infrastructure partly insufficient more staff needed for continuously publishing updated information over a long period of time 5
6 Very first successes in networking of technical crisis centers ETSON members partly compensated the initial deficiencies improved communication with the public: GRS served to: several hundred press requests, 30 TV and Radio interviews 4.5 million visitors on Fukushima website ETSON partners mutually exchanged situation reports: improved access to radiological data and BWR specific know-how Reasons for the observed deficiencies such kind of collaboration between crises centers never been exercised contact person for information exchange not identified language problems additionally impeded the exchange of information 6
7 Keys to enhanced networking (1) Foreign TSOs could assist the local crisis management by making available additional analytical resources to evaluate and predict the course of the accident to assess the source term to predict radiological consequences by delivery of additional radiation measurement equipment and by radiological advice 7
8 Keys to enhanced networking (2) Improved boundary conditions (1) Fukushima accident experience has shown some room for more international collaboration in crisis management Limitations by integration of crisis centers into national emergency response systems Resolution of the issue: international collaboration of crisis centers has to become integral part of their duties possibly by extension of Early Notification Convention certainly including the IAEA Incident and Emergency Center 8
9 Keys to enhanced networking (3) Improved boundary conditions (2) Crises centers operated by the ETSON partners are of different capacity have partly different tasks to fulfill some are activated only in case of emergency or for training difficult to develop an effective international networking GRS aims at installing a permanently operating Information and Emergency Center building up and maintaining a knowledge base on information about nuclear facilities worldwide and events occurred creating tools for radiological consequence analysis acting as a permanent platform to communicate with the public assuming emergency related tasks 9
10 ETSON proposal for future collaboration (1) Short term (2 5 years) 1. nomination of persons to be contacted 2. definition and implementation of transmission lines for data exchange 3. definition of contents that shall mutually be made available through commonly accessible data libraries 4. defining in advance the data to be exchanged on the plant status, the radiological and meteorological situation, the emergency measures 5. agreement on contents, language, and format of situation reports 6. fixing of data format and standard for their transmission 10
11 ETSON proposal for future collaboration (2) Medium term (5 10 years) 7.creation and updating of universal tools for source term assessment and radiological consequence analysis 8.benchmarking of assessment methods and simulation tools 9.common regular crisis center exercises Long Term (> 10 years) 10.common use of safety assessment methods and analysis tools, incl. plant and radiological situation 11
12 ETSON proposal for future collaboration (3) Benefit from the European ASTRID project: proposed tools for sharing technical information approaches to harmonization of diagnostic and predictive methods for crisis management after an accident at LWRs. 12
13 ETSON next steps towards improved emergency preparedness ETSON Program proposed to promote and enhance the collaboration in radiation protection and emergency preparedness Initiative on harmonization and sharing of tools and methods in plant simulation and radiation protection Working group to arrange the exchange of information for and from post-fukushima analysis and research programs to prepare a dedicated post-fukushima website to develop a common ETSON position on options for improving on-site accident management programs Task force to draft a detailed proposal for the creation of a network of the technical emergency centers operated by ETSON members 13
14 Outlook The 2010 IAEA TSO conference recommended to establish a worldwide TSO Forum (TSOF) as part of the IAEA Global Nuclear Safety and Security Network (GNSSN) to further promote the international cooperation and networking among the TSOs complementing the network of the regulators The founding of the TSOF will be announced at this IAEA GC ETSON members commit themselves to become an active part of the TSOF through sharing knowledge and experience by international networking. It is our particular intention to extend the ETSON initiative on improved emergency preparedness to this worldwide TSOF. 14
