8 DoD COMSATCOM Price Trends An objective of FCSA was to introduce greater competition to constrain DoD COMSATCOM cost growth in the face of tightening market supply Through October 2011, increased competition helped constrain cost growth S70 weighted average TPE price = $2.3M ~14% increase over FY10; ~8% decrease from FY09 Regional mix is an important driver of average TPE prices # TO Awards Avg Fill Rate Est* % 76.9% 81.7% 83.6% 81.3% 80.2% *Fill rates represent annual global averages of top 3 satellite operators weighted by operational transponders. 18 EMSS Products 9505/9505A Handset satellite phone with Iridium Secure Module (ISM) Rugged and reliable, the Iridium 9505A satellite phone is small enough hto carry in a backpack kand very simple to use. Motorola Pagers standalone and follow-me paging, limited text messaging capability. Pager has to registered in the region you are using it. Short Burst Data (SBD) modems simless data transmission modem; can be used with 9505/9505A; speeds of up to 2.4k/sec DTCS Radio Only (RO) secure tactical hand-held held satellite push to talk radio providing over the horizon beyond line of sight data communications. 19 FCSA Impact on Warfighter Current DISA provisioning process retained Customers continue receiving today s COMSATCOM services and gain access to expanded subscription services and end-to-end solutions DoD customers can access emerging service providers and technologies due to Federal Supply Schedules ongoing opportunities to add new services and suppliers There will be no disruption to current service as there will be an appropriate ate transition t period to transfer requirements e e to the successor contract mechanisms at natural breaking points (e.g., as task orders expire or reach option periods) 19
