2 Fixed etwork Connectivity - Carrier Study, 7 London Road, Redhill, Surrey STRUCTURE is a proposed office development located on London Road (A) to the north of Redhill town centre. The building will be over four floors plus a basement car park, affording approximately 7,910 sq ft (,1 sqm) of Grade A office accommodation over open floor plates. The building will be of frame construction with a mixture of full height glazed and stone facades to all elevations with a glazed staircase with screening to the front elevation. The site is located within a mixed environment of similar height commercial buildings and residential premises with good separation between buildings. Redhill Exchange provides excellent services including ADSL, ADSL+, SDSL, 1C WBC, and FTTC plus the availability of good LLU services from C&W, Sky and Talk Talk all over BT infrastructure. Based on the existing standard services, Redhill Exchange can offer broadband speeds of around 17Mbs. In addition, this exchange has been enabled to provide BT Infinity services over fibre with speeds of up to 7Mb and is currently accepting orders (Data via the BT website). Merstham Exchange to the north east affords a lesser range of services to that of Redhill Exchange, but could provide a good level of diversity and resilience across BT business services should it be required. Telecommunications carriers with owned infrastructure located adjacent the building are listed below for information. In addition to these, there are a number of alternative carriers that can provide service, albeit over a third party network such as BT. It must be noted that the presence of infrastructure within the search area does not constitute availability of service any specific unit location. British Telecom Tel: Virgin Media Tel: Vodafone Tel: The BT services available at Redhill Exchange, and added resilience of a second exchange afford an excellent level of services to meet today's business needs. The availability of BT Infinity services will add significant financial benefits to smaller business s requiring a premium product over other fibre services. The actual presence of alternative carriers infrastructure to BT including that from Virgin Media and Vodafone adjacent to the site is one that affords the building with a good choice of carriers with minimal requirements for civil infrastructure. The ability to provide diverse duct entries into the proposed development from London Road for the use of existing and future service providers is one that will increase the buildings level of diversity and resilience for any prospective tenant. FTTC (Fibre to the Cabinet) Provides fibre to the cabinet, shortening copper cable length requirements to enhance speed FTTP (Fibre to the Premises) Provides fibre direct to the premises at a lower cost than that of standard lease line products LLU (Local Loop Unbundling) Is the process by which third party network operators are able to install equipment into BT exchanges in order to deliver their own services without having to utilise BT s network. BT Infinity (British Telecom ) Fibre to the cabinet/premises delivered services from enabled exchanges providing broadband speeds of up to 80Mbs download (subject to conditions) at a lower cost to that of traditional leased fibre services. The closest serving cells are detailed in respect of, G and G services and can be seen vary in location and distance, providing general coverage to the building. Any high concentration of users within the units may impact on the capacity available especially if this is confined to any one single network operator. Based on this information it is considered to be a location that affords an excellent/good level of overall coverage across all operators at street level for, G and G services. Based on the location and serving cells, it is envisaged that a good/variable level of coverage will be present throughout the building for, G and G services, with potentially some isolated issues on the lower floor across G services for both O and Vodafone at this time. In cases of coverage issues, each of the operators can provide solutions to enhance their service of which we can provide details and assist in their procurement and installation should they be required. Further to the coverage levels, the availability of service is dependant on capacity. This is the volume of data and simultaneous voice calls the macro cell can accommodate at any one time. Capacity issues result in network busy messages or dropped calls. The level of capacity can be addressed by the operators should the building be populated with a high number of users on a single network which will impact on both them and others using the same cell. The purpose of this survey was to clearly identify the presence of existing fixed telecommunications carrier s infrastructure in the building, adjacent or within the local environs. LOOKIG SOUTH ALOG LODO ROAD SITE AERIAL VIEW (Site extent highlighted in red Existing building to be demolished) LOOKIG ORTH ALOG LODO ROAD Local Carriers s location is one that has public highway access from the east side fronting the A London Road, and the north via ash Gardens. The level of civil infrastructure at this time extends to BT, Virgin Media and Vodafone which is present within London Road from the town centre towards the site and beyond (See Photographs 1, and ). PHOTOGRAPH 1 EXISTIG BT CHAMBER OUTSIDE SITE ETRACE O LODO ROAD PHOTOGRAPH EXISTIG BT AD VODAFOE CHAMBERS I FOOTWAY OPPOSITE SITE ETRACE O LODO ROAD PHOTOGRAPH EXISTIG VIRGI MEDIA IFRASTRUCTURE I LYWOOD ROAD OPPOSITE SITE ETRACE Existing BT chambers exist within the footway and carriageway at multiple locations along London Road, with a number located adjacent to the site entrance and along its frontage onto the highway. In addition to BT, chambers where located for both Virgin Media and Vodafone along the length of London Road. In respect of Vodafone, a chamber was identified opposite the main entrance to the side on the other side of the carriageway. Further chambers were located along the east side of London Road back into the town centre. Connection from this service would require only the introduction of a carriageway crossing to access the site which represents minimal works. Virgin Media chambers are numerous on both sides of the carriageway in the footway, indicating owned infrastructure passing by the site. In addition to this, a recent connection from this network was clearly visible by chamber and associated scarring into the adjacent building to the south. This provides confirmation of the availability of business services being provided with minimal levels of infrastructure extension being required. Page of

5 Fixed Telecoms Appraisal Summary, 7 London Road, Redhill, Surrey The level of infrastructure within the local environs affords an excellent level of diversity for all carriers as service could potentially if required be provided from two directions. This coupled with the ability to provide alternative duct routes from the site boundary into the building as part of the development affords increased levels of resilience and diversity of service provision. In addition to this, services from other carriers could be provided either with the introduction of additional infrastructure or over a third party such as BT. This is common practice in similar cases for some providers to meet specific requirements both in respect of timescales to delivery and commercial constraints. Service Availability The standard services afforded by BT over its existing copper networks provides a level of broadband services with speeds expected in the region of 17Mbs. Redhill Exchange is BT Infinity enabled, and is accepting orders, potentially providing speeds of up to 7Mbs download providing an alternative to other business tariff services. (Data obtained via the BT website). However, the current level of business tariff services available from BT will provide an excellent level of service at this time. In addition, there are a host of companies that can provide enhanced products over the existing infrastructure providing smaller businesses a more affordable level of service. The presence of Virgin Media and Vodafone affords an excellent alternative to BT, and will be able to offer a host of business services to suit any requirements. Summary Based on the local carrier infrastructure and the availability of services from BT s local exchange, we consider has an excellent level of connectivity with the ability to provide fibre services in minimal timescales from order. The presence of the alternative carriers in the local environs and their existing building presence affords an excellent level of service and diversity at this time with limited requirements for connection.
