The park contains office and industrial business space across numerous buildings for a wide range of uses including headquarters buildings, R&D, technical, life sciences and logistics. The park is conveniently located with direct access from the to the north, bounded by the railway to the south. The buildings within the park are well spaced and are predominantly low rise extending typically to two or three floors, with good access via the estate roads and footways. Woodley Exchange provides excellent services including ADSL, ADSL+, 21C and FTTC (to some areas) plus the availability of LLU services from Sky, C&W, Talk Talk and Zen Internet over BT infrastructure, plus fibre based business services. Based on the standard copper services, Woodley Exchange can only offer broadband speeds of around 2-3Mbs at this time, due to distance constraints. However, this exchange has been enabled to provide BT Infinity services with speeds of up to 80Mbs download but is currently unavailable at this location with no dates given for future deployment (Data via the BT website). Wokingham Exchange to the south east affords a similar range of services and could provide a level of diversity and resilience across BT business services if required. Telecommunications carriers with owned infrastructure located throughout the park are listed below for information. In addition to these, there are a number of alternative carriers that can provide service, albeit over a third party network such as BT. It must be noted that the presence of infrastructure within the search area does not constitute availability of service any specific building location. The physical presence of alternative carriers infrastructure to BT including those from Virgin Media, Vodafone, Colt Telecommunications and Level 3 on the park and adjacent to the buildings affords an excellent choice of alternative carrier with varying requirements for civil infrastructure based on their existing presence across the park in the carriageway and footways. Based on this information it is considered to be a location that affords an excellent level of overall coverage across all operators at street level for, and G services throughout the park. Based on the location and serving cells, it is envisaged that a good/variable level of coverage will be present throughout the park and buildings for, and G services (with some isolated G issues for Three). However, we consider they may potentially be some isolated issues on the lower floor areas of the buildings, and a further degradation of service in the warehouse facilities across all operators and technologies subject to building construction. In cases of coverage issues, each of the operators can provide solutions to enhance their service of which we can provide details and assist in their procurement and installation should they be required. Further to the coverage levels, the availability of service is dependant on capacity. This is the volume of data and simultaneous voice calls the macro cell can accommodate at any one time. Capacity issues result in network busy messages or dropped calls. The level of capacity can be addressed by the operators should the building be populated with a high number of users on a single network which will impact on both them and others using the same cell. 5 Winnersh Triangle, Wokingham, Berkshire RG1 5TS Fixed Telecoms Appraisal Summary In addition to the Fixed etwork carrier study completed, a review by survey of the park was undertaken on the 5 th accordingly. The purpose of this survey was to clearly identify the presence of existing fixed telecommunications carrier s infrastructure across the park and its presence in location to the buildings. SITE AERIAL VIEW (Site extent highlighted in red) Local Carriers Winnersh Triangle is accessed either from the from the north, or via the Wharfedale Road from the west. All telecommunications carriers utilise Wharfedale Road to provide services onto the park confirmed by the level of infrastructure located in the carriageway and footways. There were a number of defined clusters of infrastructure across the carriers located along Wharfedale Road towards its junction with Eskdale Road leading onto the park. Please note a number of chambers are historically marked and/or have since been acquired by other carriers as detailed below. BT Virgin Media (CableTel, CATV) Vodafone (Mercury, Cable & Wireless, Energis) Colt Telecommunications Level 3 (Fibernet) Based on the following locations, it is clear that the main route of all carriers is along Eskdale Road and Wharfedale Road forming a ring around the park with chambers and infrastructure located predominantly in the footways and landscaped verges. The level of infrastructure for BT is the most extensive as one would expect, as this would typically have been installed as part of the main infrastructure providing a minimum of copper services to all buildings. This is most evident at the junction of Eskdale Road with Wharfedale Road to the east side of the roundabout at the main entrance. This location has numerous BT chambers, plus cabinets concentrated in one area providing service to the park in all directions. The provision of services from both Virgin Media and Vodafone are also extensive with a number of spurs from the main ring serving various buildings. The level of infrastructure identified for Colt Telecommunications and Level 3 was not as extensive, but did still offer a good level around the park in general. In cases where a single chamber is identified, this can indicate a typical example of duct sharing / agreements between carriers to offer viable service delivery to tenants where required which is more commercially viable than constructing additional infrastructure for a single connection. Woodley Exchange is BT Infinity enabled, and can provide download speeds of up to 80Mbs but is currently unavailable at this location with no forecast dates for future deployment (Data obtained via the BT website). However, the current level of business tariff services available from BT will provide an excellent level of service at this time. Furthermore, there are a host of companies that can provide enhanced products over the existing infrastructure providing smaller businesses a more affordable level of service if so required. The presence of Virgin Media, Vodafone, Colt Telecommunications and Level 3 on the park and adjacent to the buildings affords any incoming tenant a choice of carrier albeit with varying level of external works required to provide services, subject to any wayleaves and/or third party agreements. Summary Based on the local carrier infrastructure and the availability of services from BT s local exchange, we consider Winnersh Triangle has an excellent level of connectivity with the ability to enhance this by means of additional fibre services where required in minimal timescales from order. The presence of the additional carriers affords an excellent alternative provision of service and diversity at this time albeit subject to rights of access requirements. Page 7 of 12

The purpose of this survey was to clearly identify the presence of existing fixed telecommunications carrier s infrastructure in the building, adjacent or within the local environs. LOOKIG EAST ALOG WHARFEDALE ROAD SITE AERIAL VIEW (Building extent highlighted in red) LOOKIG EAST TOWARDS BUILDIG VIA ACCESS Carrier Infrastructure Further to the general park report, a number of chambers were highlighted adjacent to Building 220 in the car park entrance and surrounding landscaped areas. A BT chamber is present adjacent to the building entrance at the east end of the building (See Photograph 1) and a further chamber owned by Vodafone in the car parking area (See Photograph 2). Based on the level of infrastructure identified, with the confirmation of services in the adjacent building, we consider these to be able to provide similar services into the building to suit. In addition, a cluster of chambers in the footway and verges were identified for BT, Vodafone and Virgin Media on the north side north side of Wharfedale Road opposite the building (See Photograph 3). This level of infrastructure extends along Wharfedale Road past the front of the building providing a good level of diversity of service across all highlighted carriers, plus Level 3 and Colt Telecommunications that were identified at alternative locations. 12 Building 220, Winnersh Triangle, Wokingham, Berkshire RG1 5TP Building Presence As this building is currently undergoing full refurbishment, all existing telecommunications services were found to have been stripped out as part of the enabling works. Two locations were identified where ducts enter the building and are therefore assumed to be retained for future use. The main location comprising of a total of four mm diameter ducts is adjacent to the lift wells and proposed location of the building core in the north west corner of the building (see Photograph ). Based on inspection and the appearance of the ducts we consider two to be owned and operated by BT, with the other two potentially being landlord controlled. All ducts were suitably retained and sealed for future use, and coincide with the carrier infrastructure locations to the front of the building. A second point of intake was located at the rear of the building (south west corner) in the electrical plant room. This consists of two mm ducts adjacent to the wall. These are both empty and have been sealed with foam at this time (See Photograph 5). On external inspection, a single fibre optic cable is present in the building surround gravel entering at this location (See Photograph 6). This is fed from an existing duct which can be seen from the scar in the car park surface run in a north south direction across the car park. Based on the type and colour of the cable (orange) this is considered to be owned and operated by Virgin Media, typically providing service for a previous tenant. Service Availability The standard services afforded by BT over its existing copper networks provides a level of broadband services with speeds expected in the region of 2-3Mbs. Woodley Exchange is BT Infinity enabled, and can provide download speeds of up to 80Mbs but is currently unavailable at this location with no forecast dates for future deployment (Data obtained via the BT website). However, the current level of business tariff services available from BT will provide an excellent level of service at this time. Furthermore, there are a host of companies that can provide enhanced products over the existing infrastructure providing smaller businesses a more affordable level of service if so required. Considering all services have been stripped out we do not see any issues in these being provided by BT in short timescales based on their previous routes at this time. The presence of Vodafone and Virgin Media outside, and already in the adjacent building, with Colt Telecommunications and Level 3 on the site affords any incoming tenant a choice of carrier albeit with varying level of external works required to provide services, subject to any wayleaves and/or third party agreements in respect of Colt Telecommunications and Level 3. However, the potential presence of the existing landlord owned ducts into the building will greatly reduce lead times should service be required. Summary Based on the local carrier infrastructure and the availability of services from BT s local exchange, we consider Building 220 has an excellent level of connectivity with the ability to provide copper and fibre services where required in minimal timescales from order. The presence of the additional carriers affords an excellent alternative provision of service and diversity at this time albeit subject to rights of access requirements. Page 12 of 12
