1 SunGuide SM Disseminator Supplement Inside This Issue Following is a compilation of quarterly progress reports provided by FDOT Districts and the Florida Turnpike Enterprise: District One Advanced Traffic Management Systems Sarasota-Manatee Signal Computer System Update ( , ) This project is a two-part study/design that will prepare an Advanced Traffic Management Systems (ATMS) Master Plan, develop a Concept of Operations, and prepare an Implementation Plan for the Sarasota/Manatee Urban Area. The ATMS upgrade will include phased construction of a new Transportation Management Center (TMC), new central hardware and software, new controllers and cabinets, an updated communications plant, and video monitoring at selected locations. The Notice to Proceed (NTP) was issued in June Approx. Completion: January 2004 Contact: Chris Birosak/(863) Manatee County Advanced Transportation Management System, Design- Build Requirements Package Development ( ) This project will develop a Design-Build Requirements Package to be used by FDOT to secure a Design-Build Team, which will complete the design and construct an upgrade to the existing signal system. The ATMS upgrade will include new central hardware and software, new controllers and cabinets, an updated communications plant, and video monitoring at selected locations. This project was advertised in November, Manatee County Traffic Management Control Center Building, ( ,48,58,68 01) This project will be managed by Manatee County through a Joint Project Agreement with FDOT. This project will determine the requirements and construct the traffic control center building. 2 City of Punta Gorda/Charlotte County Advanced Transportation Management System, Design Group I, Construction ( ) This project is the construction of a hybrid traffic control system utilizing fiber optic cable for communications to 53 intersections. This is the first of two projects that are scheduled to construct the ATMS. This project will build the control center for the county and communicate with 53 intersections. A variety of software and hardware issues have delayed the completion of this project. Approx. Completion: March 2004 Contact: Chris Birosak/(863) City of Naples/Collier County Advanced Transportation Management System, Design Group II, Design ( ) This project will expand the computerized signal system to an additional 77 intersections and install closed-circuit television (CCTV) cameras at 50 locations for monitoring traffic. This is the second of two projects that were scheduled to construct the ATMS. Final Plans are complete. Through a Joint Project Agreement with FDOT, Collier County is planning to let this project to construction. Approx. This is the second of two projects that were scheduled to construct the ATMS. Phase IV (100%) Plans are complete. This project is scheduled for a June 2004 letting. Approx. Completion: February 2004 Contact: Chris Birosak/(863) Lakeland Signal Computer System Update ( ) This project will prepare an ATMS Master Plan for the Lakeland Urban Area and develop a Design-Build Requirements Package to be used by FDOT to secure a Design-Build Team, which will complete the design and construct an upgrade to the existing signal system. Completion: November 2003 Contact: Chris Birosak/(863) Incident Management Road Rangers Service Contact, Alligator Alley (Unknown, part of asset management contract) This is the service contract for I-75 along Alligator Alley that provides service from the US 27 tollbooth in Broward County through Collier County to Exit 116 in Lee County. Approx. Completion: Will remain in effect for the 7-year term of the asset management contract. 3 Design-Build Requirements Package Development For An Incident Management System (IMS) For The Edison, Caloosahatchee, Midpoint, and Cape Coral Bridges in Lee County ( ) This project will develop a Design-Build Requirements Package to be used by the FDOT to secure a Design-Build Team, which will complete the design and construct the project. The Lee County IMS will consist of an integrated deployment of ITS devices for incident detection and verification, weather monitoring, route diversion, and motorist information dissemination for four bridges: the Edison Bridge (Business US 41), the Caloosahatchee Bridge (US 41), the Midpoint Memorial Bridge, and the Cape Coral Bridge crossing the Caloosahatchee River between Fort Myers and Cape Coral/North Fort Myers, in Lee County. The NTP was issued in June, Currently, the construction is funded in fiscal year 2007/2008. The county may provide advanced funding to construct the system earlier. Approx. Completion: July 2004 Contact: Chris Birosak/(863) ITS Planning and Project Development I-75 ITS Project Deployment ( ) This task work order facilitates the deployment of the initial elements of the FDOT District 1 ITS for the I-75 Corridor in Collier and Lee Counties, including a Regional Transportation Management Center (RTMC). It also addresses, a satellite TMC and related traffic signal system(s) in the Sarasota-Manatee Region. The project builds upon the Master Plan, providing the basis for programming the ITS projects in the work program, developing design criteria packages and/or incorporating elements in other projects.. Work includes an ITS Workshop, Concept of Operations, Project Development, Cost Analysis and Implementation Strategy Approx. Completion: June 2004 Contact: Michael Tako-Nicolaisen/(863) District-wide Intelligent Transportation Systems Planning ( ) This ITS General Planning Consultant Project provides a broad range of support to the District ITS Program. The developing program requires general management and technical support and a broad range of specific services and products. These services are intended to support ITS planning, ITS architecture, ITS mainstreaming, incident management support, preparation of conceptual designs for ITS projects, and other tasks ultimately providing public benefits from ITS. Current Tasks include: ITS Regional Architecture Update, I-75 Median Crossover Study, Traffic Incident Management Team Support, ITS and Long Range Transportation Plan Support for ITS. Approx. Completion: May 2008 Contact: Michael Tako-Nicolaisen/(863) District Two Advanced Traffic Management Systems Road Rangers Service Patrol ( ) Beginning August 1, 2003, the Road Rangers Service Patrol is patrolling parts of I-10, I-95, I- 295, and J. Turner Butler Boulevard in Duval County from 5:30 AM to 11:00 AM and 2:00 PM to 7:30 PM, Monday through Friday. Reduced coverage will also be provided on the Interstate System from 11:00 AM to 2:00 PM. Road Rangers provides free service to stranded motorists, roadway debris removal, and assistance to the Florida Highway Patrol (FHP). Each Road Ranger vehicle is equipped with a trained operator, first-aid kits, cellular phone, auto fluids, and tire repair kits to assist in preventing traffic delays, while providing a safer highway for the traveling motorists. The contract is with Logistical Transportation Company, Inc. Currently, data from existing routes has been collected and steps are being taken to improve the efficiency of the service. A review of the Road Rangers is being performed to analyze the expansion of hours and roadway coverage. This analysis will be used during the next contract to be bid in the spring of The change in schedule has occurred and the benefits are already being observed. A request for additional funding has been made to extend this to a 24/7 operation. Approx. Completion: August 2003 Contact: Donna Shannahan/(904)

4 ITS Maintenance (Jacksonville Interstate Surveillance and Control System, Ph 2) ( & ) A maintenance contract for operational maintenance, repair, utility relocation, maintenance of traffic, and software function has been operational since April 1, Currently, the contract is being reviewed for economies of scale, and methods of administrative cost reductions are being analyzed. The contract is for three years, with two renewal options, and provides maintenance 24 hours a day, seven days a week. The maintenance contract is with Traffic Control Devices. A review of the contract clearly shows the need for a task work order - type of arrangement in the next contract. Economies of scale are not being met in the existing contract and contractor administrative costs are leading to undesirable overhead costs. Approx. Completion: April This analysis is continuing Contact: Randy Warden/(904) Emergency Management Systems Traffic and Travel Management Jacksonville Interstate Surveillance and Control System, Phase 3 ( ) This design-build project, on I-95 south from I-10 to I-295 south, involves construction/installation of a master communication hub, fiber optic cable, communication equipment, CCTV cameras, traffic detection units, dynamic message signs (DMS), connection to the Jacksonville Fiber Optic Network, and software integration/enhancements. Currently, MasTec is analyzing FDOT s request to deploy an IP addressable Ethernet system instead of the initially proposed point-to-point design contained in the RFP. This request will allow District 2 ITS to be consistent with the ongoing changes in other ITS offices throughout the state and will provide the opportunity to keep up with the latest technological changes in the information technology industry. Currently, the anticipated completion date for this project has been extended due to a switch to IP addressable devices with Ethernet communication. MasTec has committed additional resources to this project to assist them in catching up with the deployment schedule. Approx. Completion: April 2004 Contact: Peter Vega (904) FDOT Pursuit of "Infostructure" Model Deployment District 2 is currently applying for funds through the Surface Transportation Security and Reliability Information System Model Deployment grant in conjunction with District 5. The goal of this effort is to integrate real time information within the ITS infrastructure that will improve bridge monitoring/security, assist during emergency evacuations, and provide data sharing capabilities with law enforcement and local agencies. Projected features include conduit, fiber optic cable (72 strand), CCTV cameras and DMS. Development of this application will focus heavily on monitoring critical security points like the Jacksonville Port, NAS Jacksonville, Talleyrand Depot, St. Johns River bridges, and interstate systems and expressways. District 2 is awaiting word on participation in this deployment. Florida has been given the grant under the iflorida moniker. Due to budget limitations, a security system will only be deployed at the Fuller Warren Bridge on I-95 in downtown Jacksonville, and will involve motion sensors, cameras, and center-to-center communication capabilities. Anne Brewer, District 5 Traffic Operations, is coordinating this project through PBS&J and Boeing Autometric. The field review and vulnerability assessment has been completed. Communication between the District Five TMC and District Two TMC will be performed using the FHP Microwave towers. Twelve T1 lines were made available to transfer 18 Megabytes of bandwidth. This project may be beneficial in an analysis of a wireless center-tocenter communications system over long distances. Contact: Peter Vega/(904) ITS Partnership Agreement - Florida Department of Transportation and Putnam County ( ) This Partnership Agreement is provided through a grant from the Federal Highway Administration (FHWA) for the installation of a closed-loop traffic signal system within the City of Palatka in Putnam County. The FHWA and FDOT will provide matching funds on this project and Putnam County has agreed to operate and maintain the system. Earth Tech Global Transportation is developing the package for a closed-loop signal system that requires conduit, 4

5 fiber optic cable, cabinetry, and software integration. Initiation of the project is dependent upon FHWA approval. This project was advertised as of September Written questions were due on October 31, A mandatory pre-proposal meeting was held on November 14, Bid opening was on March 19, This project was re-advertised and bids were received on July 23, At printing, the selection has not been determined. Execution letter has been given to the selected firm, MasTec, and work will commence in December. Contact: Kamal Munawar/(904) Traffic and Travel Management Jacksonville Interstate Surveillance and Control System, Phase 4 ( & ) This design-build project, on I-95 north from I-10 to I-295, involves construction/installation of a master communication hub, fiber optic cable, communication equipment, CCTV cameras, traffic detection units, DMSs, connection to the Jacksonville Fiber Optic Network, and software integration/enhancements. Preliminary design has begun on the project and a consultant will be sought to complete the criteria package for the design-build contract. Advertisement is scheduled for July/August of The project will be let around January Development of a Design/Build package with EarthTech, PBS&J, and Central Office contacts is currently underway. This Design/Build package was developed by EarthTech and the District 2 ITS Office. Currently, the package is being reviewed by FHWA, with an anticipated advertising date in late July This project will involve heavy communication with the I-10/I-95 construction contractor set to begin work in July Three firms have been short-listed for this project and analysis of their submittals will be completed in mid-november. Approx. Completion: June 2003 (The Design/Build Functional Specifications complete.) January 2004 (The Design/Build Project will be let.) Contact: Peter Vega/(904) District Three Advanced Traffic Management Systems Okaloosa County Computerized Traffic Control System - Phase 2 ( ) This project is Phase 2 of a 3-phase project expanding Phase 1, Fort Walton Beach, system boundaries to include signals in the Destin and North Shalimar areas. The project includes installation of approximately 11 additional miles of conduit and fiber optic cable. Approved in the Governor's Economic Stimulus Package: Original letting: July 2005, Project let in June 2002 to Advance Construction: $3,593,003. (Phase 3 is not currently funded.) Approx. Completion: Contact: Cliff Johnson/(850) ext. 694 or SunCom Okaloosa County Computerized Traffic Control System - Enhancement ( ) This enhancement project includes expansion of traffic management system monitoring capabilities. It consists of the addition of approximately 40 CCTV cameras. Approx. Completion: June 2004 Contact: Cliff Johnson/(850) ext. 694 or SunCom Bay County ITS Integration Project / Congressional Earmark (408412) This project includes: ATMS implementation/panama City Area; real-time monitoring of signal equipment; provision for flexibility to respond to emergency evacuations, traffic incidents, and special events; integration of the Hathaway Bridge incident management system (IMS) with ATMS; and integration of various Emergency Management Systems (EMS) and other agencies within the county. (This includes integration of the Bay District Schools with emergency services for improved emergency management communication during emergency shelter operation. The Bay District Schools will also be utilizing the fiber optic backbone for their Distance Learning Program). The current proposed schedule shows the 30% Design Build plans and specifications package for conduit and fiber being ready for FDOT s advertising and bidding process by March, Approx. 6 Contact: Cliff Johnson/(850) ext. 694 or SunCom Pensacola Urban Area ITS Master Plan ( ) This project will develop an ITS Master Plan for the Pensacola Urban Area including portions of Escambia and Santa Rosa Counties. It will consist of an ITS Conceptual Plan, ITS Implementation Plan, and an ITS Maintenance and Operations Plan. The signal system shortrange improvement recommendations presented to the metropolitan planning organization (MPO) identified the need for immediate signal retiming and cable and system repair. Funding sources for these efforts are currently being investigated. Approx. Completion: Contact: Elizabeth McCrary/(850) ext. 210 or SunCom Incident Management System Hathaway Bridge IMS / Panama City ( ) This project consists of the installation of two new DMSs; replacement of the two existing DMSs on their existing structures; installation of four cameras on the bridge; installation of cameras at Thomas Drive, Solomon Drive, and 23rd Street; and the installation of fiber optic cable in what will be existing conduit from the bridge to the DMS east of the 23rd Street intersection; installation of a weather monitoring station on the bridge; and installation of necessary control system equipment. Completion: June 2004 Contact: Cliff Johnson/(850) ext. 694 or SunCom District Four Advanced Traffic Management Systems Interim Traffic Management System (ITMS) ( ) This project provides for development of a temporary ITMS for Palm Beach County including 8 years of operations and maintenance for the system. The facility officially opened on July 8, 2003, and operates five days a week from 5:30 AM to 7:30 PM. The final Operations & Maintenance costs are currently being negotiated. Approx. The Final Report for the Feasibility Study was received February A determination was made based on the Final Report not to take the project through design and construction. A final task to conduct a telephone survey to determine the level of 6

7 potential HAR usage by drivers has been completed and a Final Report detailing results, conclusions, and recommendations is due by the end of November Approx. Completion: November 2003 Contact: Gaetano Francese/(954) or SunCom Palm Beach County Dynamic Message Sign System ( ) This project is a continuation of the I-95 DMS project in Broward County extending the sign system into Palm Beach County. Sixteen DMSs will be constructed at 8 interchanges that connect to the Turnpike including the future interchange at Southern Boulevard. This project will also include 19 video cameras along I-95 to monitor traffic conditions. This project will be constructed in two phases, following the Palm Beach County I-95 High Occupancy Vehicle (HOV) expansion projects. The suspended contract was reactivated and the contractor is now reviewing the communications inventory list for the project. The Technical Special Provisions are in the process of being modified according to the changes in communications and traffic detection technologies. Approx. Contact: Evelin Legcevic/(954) or SunCom I-95/595 Broward County Dynamic Message Sign System Operations ( ) This project is the operation of the DMSs constructed under the I-95/595 Broward County Dynamic Message Sign System Projects ( , ). The project includes operation of the sign system on a 14- hour/5-day a week (6:00 AM to 8:00 PM Monday through Friday) schedule, the dispatching of the Broward Road Rangers during these hours, and coordination on operational issues with District 6, the Turnpike, the ITMS project, and Smart Traveler. Operations began on January 27, 2003 and will continue until October This project is a supplemental under the Broward County ITS Operations Design Contract. Approx. Completion: October 2004 Contact: Evelin Legcevic/(954) or SunCom I-75 ITS Corridor Plan ( / ) This project seeks ITS solutions for the following corridor segments: I-75 from the Sawgrass Expressway, south to SR 826 in Miami-Dade County; I-75 from I-595, west to the Collier County line; I-595 at Flamingo Road (SR 823), south to Miramar Parkway; and US 27 from I-75, south to the Palmetto Expressway in Miami-Dade County. The ultimate system is to be minimally invasive, affordable, and deployable in the early twentyfirst century. Project emphasis shall be agency coordination and regional integration strategies. TEI was selected as the consultant. The NTP was issued in June 2002, and the kick-off meeting was conducted July 11, The project is for 12 months. Data collection and analyses were completed in January Preliminary ITS projects were identified by the second week in February; detailed ITS project concepts, along with cost estimates, were developed by second week in March These projects will be prioritized and included in FDOT s Work Program. The Final Report documenting all analyses, along with potential ITS project concepts, estimated costs, and implementation has been delayed until November A presentation of the final report is expected to be held for all stakeholders after January 1, Approx. Completion: January 2004 Contact: Tahira Faquir/(954) or SunCom Advanced Public Transportation Systems Advanced Public Transportation System Master Plan ( & ) The project is for the Master Plan for ITS in Public Transportation. It includes a demo project (NextBus), which is being evaluated from a user standpoint and is expected to be operational by 7

8 mid This will be real-time information at major destinations (Downtown Broward Terminal, Tri-rail Station on Broward Boulevard, and Palm Beach connection stop) and will be for three routes. Broward County Transit will be responsible for implementation; however Gray Calhoun is doing the project design under the Master Plan effort. The needs assessment phase has been completed and the Master Plan is developing the communication system requirements for Palm Beach and Broward Counties with regard to transit ITS. A number of project concepts were developed in January 2003 and will be bundled/combined together into eight projects (bundles) with cost estimates. These projects will be prioritized and included in FDOT s Work Program. The final report by the Consultant has been delayed and will be presented to FDOT and other stakeholders in. Approx. Completion: January 2004 Contact: Tahira Faquir/(954) or SunCom Traffic Management Centers Broward County ITS Operations Facility ( ) The Operations Facility is a TMC that will serve as the nerve center for ITS projects deployed in Broward County. This will be a showcase facility which will house monitoring and control capabilities for the I-95/595 Dynamic Message Sign System Project, the Freeway Video Monitoring System, the Advanced Traveler Information System, the Broward County Advanced Traffic Management Signal System, and the Advanced Incident Information System. The contract is ahead of schedule with TCO (current ITS system being moved to new center) expected by April A bonus has been established for this project. Approx. Completion: July 2004 Contact: Tahira Faquir/(954) Palm Beach County ITS Operations Facility Master Plan ( ) The Master Plan will guide facility site acquisition and design and operation of the Palm Beach County ITS Operations Facility. The Operations Facility is a TMC that will serve as the nerve center for ITS projects deployed in Palm Beach County. It will house monitoring and control capabilities for the I-95 Dynamic Message Sign System Project, the Freeway Video Monitoring System, the Palm Beach County signal system, and the Advanced Traveler Information System. The facility will house the ITS Operations Center and will be built by Palm Beach County with federal funds. All Palm Beach County ITS devices will be controlled from this facility. Actual construction of the facility will be done by Palm Beach County incorporating the facility into the new building complex being built at Vista Center on Okeechobee Blvd. near the Turnpike. The funding transfer is being accomplished via a Joint Participation Agreement. The JPA for the construction has been executed. The Master Plan is 82% complete in terms of budget. Approx. Completion: May 2005 Contact: Dong Chen/(954) or SunCom District Five Advanced Traffic Management Systems Orange County Computerized Signal System ( ) This is a Local Agency Program Agreement with Orange County to upgrade the signal system. Approx. Completion: Presently under Design ITS Fiber Optic Orlando Maintenance This project provides fiber connection from I-4 to maintenance facility. Approx. Completion: 1 st Quarter 2004 ITS Fiber Optic Cocoa Maintenance This project provides fiber connection from I-95 to maintenance facility. Approx. 9 iflorida This is a statewide project awarded by the FHWA. The following are the bundled project descriptions and status: Central Florida Field Components This project will provide most of the field elements to be implemented in the Central Florida area as part of iflorida. Several other projects that are also part of iflorida are dependent upon the completion and timely execution of this project. This project is broken into six subprojects, as follows: Travel Time Data Collection; Arterial CCTV Cameras; Telecommunication Network Enhancements; Variable Speed Limit Trial; SR 528 Corridor Monitoring System; and Brevard County Agency Integration. This project has been awarded as a Design Bid Build Project and is currently under design. Conditions System This project, a key component of the iflorida model deployment program, will be designed and implemented at the FDOT District 5 s RTMC. The Conditions System is an Internetbased information system designed to collect, fuse, and disseminate transportation system conditions on the Florida Intrastate Highway System (FIHS) throughout the state as well as more detailed and multi-modal conditions in the Central Florida region. The Conditions System shall initially incorporate automated data from the FHP s Computer Aided Dispatch (CAD) system, FDOT s Surveillance Systems, the Orlando-Orange County Expressway Authority s Travel Time Data Server, and segment weather conditions, alerts, and forecasts to be provided as part of the iflorida model deployment program. The Conditions System shall include an operator interface to enable appropriate personnel from FDOT, its partner agencies, and approved private contractors and consultants, to enter incident and event reports directly into the information system, both from the RTMC and remotely via a password protected, standard Internet browser. The Conditions System shall also serve as the main statewide traveler information Internet Web site portal. This project is currently under an Invitation to Negotiate with three shortlisted firms. RTMC Vulnerability and Speedway Evacuation Assessment The primary goal of this assessment is to increase Florida s pool of knowledge for homeland security preparedness. Lessons learned from this assessment will have immediate transferability to FDOT s RTMCs (existing and planned), and use for other special events and major attractions nationwide. It is recognized that planning for, and any response to, terrorist attacks requires a high degree of coordination among (and within) many agencies, including the FDOT. These coordination activities will address many of the broader issues and protocols that are necessary for effective emergency management associated with terrorist attacks, such as continuity of government and operations, collocation, and interoperability of systems. This assessment will identify any associated coordination activities needed to enhance preparedness and response. Within this primary goal are some specific objectives that relate to the two elements of the assessment: - To better understand the vulnerabilities of an FDOT RTMC, and identify measures that will prevent an RTMC from being shut down through either physical plant disruption (e.g., fire, bomb, etc.) or electronic means (e.g., computer viruses, erroneous data, reprogrammed software, etc.), and mitigate the consequences of any such event. The findings of the vulnerability assessment will be structured such that they can be transferred as security guidelines to other existing and planned RTMCs; and - To enhance coordination between the Daytona International Speedway, transportation, law enforcement, fire, rescue, and emergency management agencies to support an emergency evacuation during a security threat, and to facilitate response logistics, while minimizing the impact on the surrounding transportation system. This project s scope of services is currently under development. 9

10 Statewide Telemetered Traffic Monitoring System Upgrade The purpose of this project was originally to expand FDOT s ability to provide traffic and video images at 54 key locations throughout the state (specifically at TTMS sites). The project s goal was to improve communications with each of the sites in order to support real-time data collection and CCTV image collection. This project has now been formally split into two projects: (1) TTMS Video Upgrades and (2) Statewide Corridor Monitoring. TTMS Video Upgrades Trans Stats is researching technologies. Statewide Corridor Monitoring status is currently determining the locations of the microwave tower network and power sources; conducting site reviews; and determining hardwire needed. Also, monitoring technologies are being researched. National Evaluation The iflorida Program Management Support task was developed to assist the FDOT in completing Phase I of iflorida. Test plans for each of the elements as per the original Request For Authorization (RFA) are under development. A Draft Evaluation Plan with Test Plans that relate back to the original RFA is under review. Data Warehouse Expansion This project will expand the existing Central Florida Data Warehouse in several areas. New data sources will be accommodated, including Meteorlogix weather data, FHP CAD Data, operator-entered incident and event reports, statewide and Orlando area segment reports from the Conditions System, and LYNX static and CAD/Automatic Vehicle Location (AVL) data, such as routes, stops, schedules, fares, schedule adherence, and automatic passenger count data. With advertisement of the Conditions System Invitation To Negotiate, FDOT and PBS&J are moving forward with revisions to the CFDW ConOps documentation in order to more accurately define the scope of this project. Security This project is for deployment of security application on Fuller Warren and Bennett Causeway bridges with connection to FHP Troop G, Districts 2 and 5 RTMCs, and Brevard County Emergency Operations Center. Vulnerability and Threat Assessments have been performed. This information will be used to determine camera placements. The contract is being finalized for this project. Network Reliability / Traffic Modeling This project will use traffic modeling to assess and develop contingency plans should damage to a major bridge make it unusable. This project will also apply either the Florida Reliability Method or a nationally accepted alternative (should one exist) to all road segments in the Central Florida area for which travel time data will be available through iflorida. There is no activity on this project scheduled until 2004 at the earliest. The Network Reliability portion of this project will not be initiated until near the beginning of the operational evaluation period and will be conducted when a full year of segment travel time data is available. Broadband Wireless The Broadband Wireless project will provide wireless fidelity- (WiFi) like broadband connectivity on strategic/limited access highways in the Orlando area. This project will have private-public partnerships and allow for an in-depth technology assessment of various interested wireless providers/vendors. This project will establish a test bed and provide the proof of concept through the field trial testing. In conjunction the broadband capabilities will support the LYNX wireless video trail as well possibly supporting the FHP Internet access on some of the on-board laptop computers The Broadband Wireless project is in the early stages of meeting coordination with key players. 10

11 Metropolitan Data Mining This project will enable the region s MPO, METROPLAN, to identify, experiment with, and evaluate how comprehensive multimodal data can be used to improve regional planning and decision-making. There will be no activity associated with this project until late 2004 or the beginning of Probe Vehicle Test This project will serve as a test bed for the application of innovative private sector probe vehicle technologies based upon active cooperation with automobile original equipment manufacturers, should FHWA cultivate such a test. This project contains funding originally allocated for Expanded Arterial Data Collection and would provide initial support needed to develop and execute a probe vehicle test. At the request of FHWA, this project has been put on hold. However, periodic communications will occur with FHWA to maintain an understanding of progress to develop a probe vehicle test within iflorida. Weather The iflorida Weather component will consist of two projects: 1) the installation of a significant number of road weather information stations (RWIS) in the Central Florida area and 2) the incorporation of this specific location data into forecast models produced by both the National Weather Service (NWS) and private sector forecasters. With the additional weather data points from these RWIS, the NWS and private sector forecasters will be able to improve spatial precision and accuracy of forecasts. This project will demonstrate the integration of weather-related data into both transportation and meteorological databases; and incorporate a locally defined weather response component for specific highway road segments. Using available NWS observational data sets from approved NWS reporting locations as well as local Florida RWIS, Meteorlogix will utilize a high resolution numerical weather prediction model to develop very specific current conditions and forecasts for each FIHS segment defined in the Conditions System. The University of North Florida (UNF) will design, procure, and install the additional RWIS to be implemented in the Central Florida area. UNF will design and provide the network interface for users to acquire the raw RWIS data for ingestion as needed by the various models. This project is currently going through contract development. Completion: All iflorida Deployments May 2005; Operations and Maintenance through May 2007 Contact: Anne Brewer (386) Freeway Management Systems I-4 SMIS (22 Miles) Phase 3 - St. Johns River Bridge Replacement/Reconstruction ( ) The ITS Work Zone Management Project provides for the extension of existing I-4 SMIS from Lake Mary Blvd. to SR 472 in Volusia County. This project includes: 72SM Fiber Optic Communication Network, 19 CCTV, 6 DMS, 30 detector stations, and fiber link to the District Office to create a remote emergency operations center (EOC) in DeLand. Approx. Completion: Under Construction I-4 SMIS (7 Miles) Phase 4 / I-4 6-Lane Reconstruction Project ( ) This project provides for the extension of existing I-4 SMIS from World Drive to US 27 in Polk County. It includes: 72 SM Fiber Optic Network, 8 CCTV, 5 DMS, and 16 detector stations. Approx. Completion: Under construction I-4 Auxiliary Lanes from SR 528 to SR 482 ( ) This project provides for relocating and/or replacing the existing I-4 SMIS ITS infrastructure. It includes 72 SM Fiber Optic Communication Network. This creates redundancy in the system. 11

I-95 Phase 3 ( ) This project is for the expansion of DASH in Volusia County north to SR 40, south to tie into existing DASH and I-4 SMIS. Project also expands onto arterial network. Approx. Completion: Under Construction. I-95 Phase 4 ( ) This project is for the expansion of DASH in north to US 1 in Volusia County. Approx. Completion: Design/Build funded Fiscal Year I-95 Phase 5 ( ) This project is for the expansion of DASH south to SR 44 in Volusia County. Approx. Completion: Design/Build funded Fiscal Year 2006 I-95 Phase 6 ( ) This project builds out the ITS system on I-95 in Brevard and Volusia Counties. The project limits are from SR 514 north to SR 44, tying into the existing system. Approx. Completion: Design/Build funded Fiscal Year 2006 I-95 Phase 7 This project completes the ITS system expansion in District 5 by constructing the remaining devices in Flagler County. Approx. Completion: Unfunded I-4 Road Rangers Motorist Assistance Program ( ) (Replaces Project ) This is a Public Private Partnership between FDOT District 5 and LYNX (Contract No. BD 403). It provides the following expanded hours of service: Sunday Thursday: 24 Hours Friday: 12 Mid to 10 PM Saturday: 10 AM to 10 PM. Contact: Jennifer Heller (386) District Six Advanced Traffic Management Systems ATMS - Signal System Upgrade [ thru (Phase A); (Phase B)] This is a Miami-Dade countywide project. It involves upgrading the Traffic Control System (TCS) to an ATMS capable of handling 4,096 controllers, implementing national ITS standards, transitioning the county from leased phone lines, and replacing aging systems. Phase A is a Design - Alpha Test of 16 site locations. Phase B is Implementation. Phase A started October 1996 and Phase B will start pending the Alpha Test. 12

Completion: Phase A in July 2004 and Phase B in December 2009 Contact: Angel Reanos/(305) Advanced Traveler Information System Traveler Information ( ) This project provides uniform, multi-modal, realtime traveler and traffic information in South Florida (Palm Beach, Broward, Miami-Dade, and Monroe Counties) under the SunGuide SM Program. There is a Traveler Information Center located in the Golden Glades Interchange Area, Interactive Voice Response telephone system, and Web site ( that provides snapshots of real-time traffic conditions. The Web site is currently receiving more than 100,000 hits per month. and fax services are also provided. 511 service was launched on July 16, 2002 at a news conference. Public outreach campaigns include meetings with agencies and community groups, radio spots, outdoor advertising, printed press releases, media kits, tollbooth cards, videos, mail inserts, and deployment of 511 signs. In addition, SmartRoute Systems is committed to providing long-term marketing opportunities. The 511 service received over 132,000 calls in September and in July 2003 reached the 1 millionth call, establishing new records for the months of July, August, and September. All carriers with the exception of Verizon provide the service in South Florida. However, the FDOT is working with Verizon to include them as part of the 511 services with the other cellular companies in South Florida. Traveler Information Services commenced on November Consumer Information Network (CIN) to begin in the Summer of CIN software will provide seamless trip planning information in the four counties. Approx. Completion: November 2005 Contact: Rene dehuelbes, PE/(305) Transportation Management System I-95 Intelligent Corridor System Package B ( ) This project consists of the installation of 7 freeway DMSs, 8 arterial DMSs, 54 detector stations (42 remote traffic microwave sensors and 12 loops), 22 dynamic and 5 blank out trailblazers, 14 emergency stopping sites (ESS), and 22 ramp signaling sites along I-95 (SR 9A). The first day under contract was October 14, 2002, with a construction time of 1354 calendar days. A no excuse bonus of $1.5 million will be awarded to the Contractor if the project is finished in 1,200 days (January 25, 2006). Major construction activities include communication and electrical wiring of detector stations, ramp signals, DMSs, and trailblazers. Lightning and grounding protection installation is ongoing for trailblazers and detector stations. Work continues on the emergency stopping sites (paving). The estimated construction dollar amount is $9.8 million. Approx. Completion: July 13, 2005 Contact: Jason Chang, PE/(305) Package C - ITS Video Wall & Consoles ( ) This project encompasses the installation of a specialized state-of-the-art video projection system and the communication equipment needed to support the operations in the SunGuide SM RTMC. Existing communication circuits will be migrated from the SunGuide SM Interim Operations Center to this new RTMC. Furniture to support both SunGuide SM and law enforcement staff operations will also be furnished. The project has already begun construction at a cost of approximately $2.75 million. It involves the installation of 50 detector stations, 9 CCTV cameras, 4 freeway DMSs, and 3 field communications nodes from NW 122 Street to Golden Glades Interchange (GGI). The project includes installation of 4 freeway DMSs, 7 CCTV cameras, and 2 remote traffic microwave sensor detector stations from Florida City to Abaco Road in Key Largo. The construction cost is included in the SR 826 (Palmetto Expressway) East/West ITS Deployment Project. Start date: June 2003 Approx. Completion: February 2006 Contact: Omar Meitin/(305) District Seven Advanced Traffic Management Systems US 19 Advance Traffic Management System for Pasco County, Stage I ( ) This project is the most southerly of three construction projects to be built on the full length of US 19 in Pasco County to install an ATMS. It runs from the Pinellas/Pasco county line to Main Street. The adaptive signal system SCATS will be installed to control traffic. On an area basis, SCATS selects combinations of cycle time, splits and offsets from predetermined sets of parameters and on-line calculations. SCATS then, directly optimizes traffic parameters for each subsystem based on measured activity, and then applies offsets to achieve coordination as appropriate across the network in the corridor to optimize traffic flow. The components of the project include 2070N signal controllers, additional vehicle detectors, video monitoring, DMSs, fiber optic trunk line, and a new Pasco County TMC. The project leverages the system manager/system integrator contracting strategy. FDOT, with the aid of the system manager, has acquired the ITS field devices and the SCATS software.
