Sotiris Georgiopoulos Head of Smart Grid Transition to Distribution System Operator 18
The pace and scale of change is increasing TSOs will increasingly rely on Distribution resources to manage the energy system Efforts to decarbonise the power sector could see 40-60% of total generation capacity connected at distribution level by 2035 (TSO) Transmission System Operator 19
The pace and scale of change is increasing DSOs will be critical in delivering the cost-effective decarbonisation of the energy system Electric Vehicle Market Active We see acceleration in London s commercial sector fleet with Transport for London aiming to have 300 electric buses in the street by 2020 Storage Market Growing We have 660MW of accepted storage offers across our three networks including 25% of the EFR capacity (50MW 2 projects) Further Growth in Solar The DG sector is continuously looking for new business models emergence of the first Solar / Storage schemes with no subsidy support 20
The call for action for DNOs to transition to a DSO Evolving roles for distribution network operators DSO role What does it mean? Keeping the lights on Fair and cost-effective grid access Secure and reliable supplies, taking into account two way flows and commercial services at distribution level and optimising DER output Use of innovative technologies such as active network management to provide cost-effective connections Efficient and economic network development Support the wider system and enable markets Network planning and investment to deliver an efficient network using innovative and market solutions such as Demand Side Response New role - Coordination with the SO/TO at planning and operational stages, joint procurement of services, market facilitation for DER, local energy market operation 21
The call for action for DNOs to transition to a DSO New capabilities are required in Distribution Networks to deliver benefits Integrated System Planning Commercial Operations Active Network Operations Information Communications Technology New Customer Strategies Transmission & Distribution systems coordinated investment planning framework Ability to contract with DER and market participants for network services Network Visibility Automation Aggregators Charging point operators Offer services to the System Operator Communication systems Active DER customers Planning framework that accounts for the local and system DER benefits Operate local energy markets DER Active Control and Dispatch Software platforms Community energy project operators Smart domestic customers 22
The call for action for DNOs to transition to a DSO Our DSO development strategy pragmatic, transparent and customer-led Identify, prioritise & deliver the DSO capabilities Define new operating model - First DNO to have dedicated DSO development team Identify no regret investments - Invest in skills and systems and technology Embed the successful innovation and continue innovating Our innovation portfolio has been developing DSO functionality since 2010 Most operational network under ANM - Flexible connections across all EPN and SPN by 2020 Procure flexibility as an alternative to network capacity (Tender in 2017) Prepare for EV and Storage New Technical Standards (Electric Vehicle (EV), Grid Scale and Domestic Storage, System Monitoring) New Processes (fast track G59 for domestic storage) EV Charging (time connection for London s first fully electric bus depot) Unlock storage connections and benefits Working closely with the TSO on the TSO / DSO interface Regional Development Programme SPN Working closely with the industry Energy Networks Association Transmission and Distribution Interface Workstream (ANM) Active Network Management 23
Our innovation strategy continues to be pivotal We have been developing DSO capabilities since 2010 Technical Commercial Services DNO TSO Power electronics 2016 TDI 2.0 Understanding smart grids ANM Flexible DG Connections Grid scale Storage Interface with National Grid (TSO) Fuel Poverty Powerful-CB Low Carbon London Flexible Plug and Play Smarter Network Storage Kent Active System Management FUN LV / Energywise Transmission Distribution Interface 2.0 / Powerful - CB
Transmission & Distribution Interface 2.0 Towards a Distribution System Operator A world-first trial the Transmission and Distribution Interface (TDI 2.0) project will help connect more renewable energy and storage technology in the South East. Customer Benefits: Additional capacity to Connect at Bolney, Ninfield, Sellindge and Canterbury Grid Supply Points. Opportunity to participate in a trial of a reactive regional power market to provide services to National Grid via UK Power Networks DSO. Project Duration: January 2017 to 2019 Enhanced capabilities Increasing visibility and control of distributed generation and storage on the network New capabilities Provide reactive and active power services to National Grid using connected and new distributed energy resources to manage the transmission and distribution constraints
To summarise DSOs will be critical in delivering the cost-effective decarbonisation of the energy system Our DSO transition is well underway: Our innovation portfolio has been developing DSO functionality since 2010 We are focusing heavily on developing the DSO capabilities (dedicated resources, investment in new skills and systems) in a pragmatic, customer led way We will be looking to work with customers in 2017: To co-design and trial new DSO commercial products To procure active and reactive power services UK Power Networks Flexibility Tender TDI 2.0 Reactive Power Tender and Trial 26
Design of the DSO for the benefit of customers we want to listen to your needs and successfully respond Help us to prioritise our focus: What should be our priorities? What would you like us to do around the topic of DSO? How would you want to be kept informed of our DSO activities? 27
