4 National Strategy for Local e-government PARSOL is funded as part of the Government s national strategy for local e-government published in November The programme aims to ensure that all councils have access to key electronic services and building blocks, without having to build them from scratch The strategy and details of all National Projects can be found on the Local e-government website:

5 Background to the PARSOL Project Project for Planning was initially proposed within Government s draft strategy. Building on Pathfinders, Invest to Save Projects and national e-government initiatives (e.g. Planning Portal). Plus ideas from a range of local authorities in response to the draft strategy (which asked for expressions of interest). Business case drafted (June/August 2002) and approved in March 2003).

15 Aims of the Project - General Work towards fully e-enabled planning and regulatory services Develop systems and standards to support planning and regulatory services processes where they do not currently exist Establish standards for the delivery of e-planning services Deliver a toolkit to enable authorities to implement the systems necessary to meet those standards in a cost efficient manner Help local authorities achieve the goal of e-enabling all services by 2005 (BVPI 157)

The National Project builds on the services and expertise developed by the Planning Portal and LGOL Pathfinder projects Planning Portal has been involved in the development of the project from the initial business case to the project area outlines Full member of the project Project will to lead to the delivery of further services through the Portal

28 Should local authorities wait until the end of the PARSOL Project before developing our e-planning Services? All local authorities responsible for meeting their 2005 target PARSOL will be creating a range of deliverables but there will not be one off the self solution Planning Portal and a number of commercially available products are available now Need to engage in the question of how you are going to meet the 2005 target now

Enquire Whether your authority has completed the baseline survey If your authority is an e-planning leader contribute your expertise/knowledge to the project Review the PARSOL product catalogue - what would benefit your authority build its implementation into your IEG3 Statement Sign up to PARSOL standards Ensure that planning meets the 2005 target Visit for further details
