2 About Office Depot Global company with operations in over 42 countries 52,000 associates world-wide $15 billion in sales (2006) Almost 1,200 retail operations in North America 350 retail stores in Europe, Japan, Israel and South Korea, Mexico, Central America Other means of commerce include contract, catalog, internet, etc Scope/Disclaimer There are many Public-Private Partnerships (PPP) established with varied objectives and between varying groups This presentation focuses on PPP created between business and Palm Beach County, Florida Presentation is given from the point of view of business Since the businesses manage the program, it is flexible and can be changed depending on needs The Who, What, When, Why and How What is a PPP? Relationship between the public sector and private entities, to the benefit of both sides Who should be included in a PPP? Consortium of local businesses and government agencies (i.e. local, city, county, state) Why should we have a PPP? To share information and resources, improve planning and recovery, and garner leverage through partnerships When should a PPP be set up? Before the need arises, and since you don t know when the need will arise, do it now How can this be established? Approaches will vary, but need to reach out and make the connections w/public agencies and other businesses Office DEPOT 2

3 What Relationship and Coordination Relationship between public sector and private businesses Many times, initiated by the private entities Don t want government running the program Public sector signs on as a willing partner, with just as much stake in the game as the private businesses Ensure all understands each other s capabilities and plans Who Consortium of Businesses Garner support for program by including other businesses Disasters affect all of us; same concerns, same issues Consortium essentially becomes one voice Identify best public agencies to partner with The Palm Beach (FL) PPP has a Steering Committee consisting of: Office Depot NCCI IBM Blue Green Others being folded in Government agency is: Palm Beach County Division of Emergency Management Includes the PBC Emergency Operations Center (EOC) Has established Emergency Support Functions Why Share Resources Sharing of information across businesses and to/from public sectors Sharing of resources Improvement on disaster planning and crisis management Build leverage with business partners Establish a single-point-of-contact to the EOC Office DEPOT 3

4 When - ASAP Before the need arises Cannot establish at time of disaster Need time for relationship to mature How Establish Partnership Reach out to the public sector Show need to partnership Focus on benefits to both sides Keep simple to start Essentially little to no cost to establish Process in Establishing our PPP Made contact with county to see what s in place No PPP, although the wanted one but had no resources to support Full ESF program in EOC but no ESF-18 Argument was that businesses should know ASAP decisions the county is making Both agreed that an ESF-18 position would be beneficial County justified position and now have an ESF-18 position ESF Emergency Support Function Developed by FEMA, the ESF functions represent specific response activities that are common to all disasters Office DEPOT 4

To garner business support, knocked on a few doors of local businesses Initial discussion revealed we all had same concerns during disasters Realized that partnering would allow for us to share information, lessons learned, resources, even establish mutual aid agreements between companies Business partnership will then create single point of contact to ESF-18 position (cannot have multiple businesses calling in) With concerns over how to handle management of information during an event, IBM brought solution to table Information Management in PPP IBM has been working with FIU ( Florida International University) on projects FIU created an information portal that could be use to share critical information before, during and after a disaster BCIN Business Continuity Information Network Businesses can enter pertinent info about available resources, (i.e. where to get gas, buy tarps, list of open groceries, distribution sites) County can monitor and offer info (i.e. road closings, power outages, curfews) Business report damage assessments to county to help get emergency funding Assess damage to determine when work force can return Office DEPOT 5

7 Business Continuity Information Network IBM CH2M Hill Palm Beach County Emergency Operations Center ESF-18 Office Depot FIU Information Portal BCIN Other county businesses All businesses in network share information, resources and needs via Portal PBC EOC has direct link to Portal NCCI BlueGreen PBC EOC Business & Industry Program Palm Beach County Emergency Operations Center ESF-18 NGO Partner Working Group Business Partner Working Group Office Depot/ BCIN PBC supporting three Working Groups Working Groups assist with disaster prep, resilience, and recovery Utilize local business resources to support communities Government Partner Working Group Bottom Line First line of defense in a disaster event is the local level of government, not the Fed s /FEMA, etc Partner with local agencies for improved preparedness and better recovery Information and resources are, many times, right under your nose. A PPP gives a vehicle to know what you have available. Break down silos between resourceful parties. This is a win-win partnership Office DEPOT 7
