Addressing these, often requires public sector transformations. R&D required to de-risk technology, still competing solution approaches to compare before committing to large scale deployment (PCP) Public procurement/demand driven innovation can open markets for industry/researchers creating growth & jobs in Europe However, potential is underutilised in EU due to fragmentation of demand, lack of incentives -> transnational PCPs

3 PCP - Pre-Commercial Procurement When Challenge requires R&D to get new solutions developed. Problem clear, but pros / cons of several potential competing solutions not compared / validated yet. No commitment to deploy (public procurement of innovative solutions - PPI) yet. What How Public sector buys R&D to steer development of solutions to its needs, gather info about pros / cons of alternative solutions to be better informed to make specs for a follow-up PPI possibly later, to avoid supplier lock-in (create competitive supply base) Public sector buys R&D from several suppliers in parallel (comparing alternative solution approaches), in form of competition evaluating progress after critical milestones (design, prototyping, test phase), risks & benefits of R&D (e.g. IPRs) shared with suppliers to maximise incentives for wide commercialisation

9 Participation requirements: beneficiaries and linked third parties Minimum of 3 independent participants from 3 different MS or AC, of which minimum 2 public procurers (buyers group) from 2 different MS or AC In addition, there can be beneficiaries Other type of procurers that are providing services of public interest and share the same procurement need (e.g. private procurers, NGOs) Other entities that add clear value to the action (e.g. end-users, certification bodies that assist the procurers in the preparation, implementation and follow-up of the PCP/PPI or in additional coordination/networking activities) But that are not potential suppliers or solutions sought for by the PCP/PPI and have no other type of conflict of interest with the PCP/PPI undertaken during the action In addition, there can be third parties linked to beneficiaries E.g. Third parties (e.g. end-users such as fire brigade) putting resources (e.g. test sites, testers) at the disposal of the beneficiaries (e.g. the ministry of internal affairs that is the procurer for the fire brigades) to carry out the action Subcontractors Successful tenderers, selected by the buyers group & lead procurer as result of the PCP or PPI call for tender, to provide the R&D services (PCP) or innovative solutions (PPI): They do 'NOT' become beneficiaries in the grant agreement with the EC, they are subcontractors from the point of view of the EC grant agreement.

10 Eligible activities and EU contribution Preparation stage Preparation of one joint PCP procurement per action Based on needs analysis of buyers group and prior art analysis Open market consultation, verifying market readiness to meet procurement need Execution stage Joint procurement of the R&D services (PCP) For PCP: Validation/comparison of the performance of the competing PCP solutions against jointly defined criteria in real-life operational conditions Dissemination/exploitation of results If relevant to the action, also other coordination or networking activities e.g. to remove barriers for market introduction of innovative solutions (e.g. contribution to standardisation, regulation, certification, building cooperation with other stakeholders, training, awareness raising, experience sharing, preparing the ground for future PCPs) Reimbursement rate direct costs: Max 70% of eligible costs for PCP cofund actions Requested reimbursement for coordination and networking activities can comprise max 30% (for PCP) of total requested grant Plus 25% for indirect costs. But, no indirect costs on the price of the PCP procurement or on 3 rd party resources not used at the premises of the beneficiaries

13 Examples EU funded cross-border PCPs Smart personal protective systems is a cooperation between procurers of equipment for fire fighters and first reponders: Federal Home Affairs Ministry (BE), SDIS Fire Department Bouches-du-Rhone (FR), Fire Department city Dortmund (DE), Greater Manchester Fire and Rescue Authority (UK), National Disaster Response Agency (NL) SMART@FIRE contracting authorities' depth needs assessment showed that the R&D focus for the PCP should be on localization systems, data transfer, visualization and sensors. SMAR@FIRE is currently conducting a market consultation to consult industry on these aspects. 14 Examples EU funded cross-border PCPs Traffic Management CHARM iness_opportunities/charm_p cp/index.aspx CHARM is a cooperation between 3 road authority procurers: Rijkswaterstaat (NL), Highways Agency (UK), Department Mobility and Public Works - MOW (BE) CHARM contracting authorities jointly procure R&D services via the PCP to move towards an open modular traffic management architecture by getting modules developed that will optimise network performance, increase road safety and reduce CO2 emissions by improving network management, incident prediction and prevention and cooperative ITS. CHARM call for tender closed on 23 October 2013 The PCP will be executed in 3 PCP phases, expecting up to 12 tenderers competing in PCP phase 1, 9 in PCP phase 2, and 6 in PCP phase 3

15 Examples EU funded cross-border PCPs Energy efficient supercomputing PRACE 3IP Implementation-Phase PRACE 3IP is a cooperation between 4 European procurers of supercomputing equipment: CINECA (IT), Juelich Supercomputing Center (DE), Genci (FR), EPCC (UK) The PRACE 3IP contracting authorities pilot joint procurement and joint ownership of innovative HPC prototypes, focusing on high energy efficiency. PRACE 3IP's market consultation with industry in preparation of the PCP is finished, and the PCP call for tender is under preparation. PRACE 3IP call for tender is published

16 Examples EU funded cross-border PCPs Personalised healthcare DECIPHER procurers are public health providers: TICSALUT (ES), ESTAVC (IT), Central Manchester University Hospital NHS Foundation Trust (UK) DECIPHER aims to generate interoperable applications, developed on a pan-european platform to improve existing healthcare services, building on secure mobile devices for access to prescription data, emergency data, examination results and other health information. 17 Examples EU funded cross-border PCPs Virtual Road Construction V-CON iness_opportunities/charm_p cp/index.aspx V-CON is a cooperation between procurers in the domain of road administation: Rijkswaterstaat (NL), Centre Scientifique et Technique du batiment (FR), Trafficverket (SE), TNO (NL) The PCP undertaken by the V-CON contracting authorities focuses on R&D for virtual modelling of road infrastructure.
