Title of presentation Ethiopia-Kenya and Kenya-Tanzania Power Interconnection Projects Eng. David M. Mwangi, Chief Manager, Planning, Research& Performance Monitoring, KPLC, Kenya 12 th August, 2009
Title of presentation Ethiopia-Kenya Power Interconnection Project
Ethiopia-Kenya Interconnection Project Background - 1 The Ministry of Mines and Energy of Ethiopia and the Ministry of Energy of Kenya signed a Memorandum of Understanding (MOU) in May 2006 Under the MOU, the 2 Govts have been implementing Technical and Environmental Studies for Ethiopia- Kenya Power Interconnection Project with financial support from AfDB, DBSA, AFD and KFW
Ethiopia-Kenya Interconnection Project Background - 2 The interconnector is intended to enable Kenya have access to relatively low cost hydropower from Ethiopia Ethiopia has potential hydro capacity of over 35,000 MW in 6 river basins Fichtner of Germany were appointed to carry out the feasibility study for the interconnection project and commenced work in Sept. 2008
Ethiopia-Kenya Interconnection Project Current Status - 1 The feasibility study had initially recommended a 1200 km 500kV HVDC interconnector from Wolayta/Sodo in Ethiopia to Longonot in Kenya The capacity of the line to be 2,000 MW but the diverter/inverter stations to be 1,000 MW in Phase 1, by 2012, and to be upgraded to 2,000 MW in Phase 2 by 2020

Ethiopia-Kenya Interconnection Project Current Status - 2 Following stakeholder consultations in late 2008, modification of the line route is to be explored and may shorten the line to 1,066km This will be firmed up in the next stage of studies - detailed design and preparation of tender documents In addition, it is necessary to carry out additional ESIA and RAP study for the new route if firmed up
Ethiopia-Kenya Interconnection Project Current Status - 3 To this end, terms of reference were prepared in July 2009 for: Design, preparation of tender documents and supervision of project implementation, and Additional ESIA and RAP study for possible route modification First phase of 1 st study review of feasibility study thro preparation of tender docs to contract negotiation and award will take 12 months
Ethiopia-Kenya Interconnection Project Current Status - 4 2nd phase of 1 st study starting after contract awards and involving project management and supervision during construction will take 30 months The ESIA and RAP study will take 12 months The next step is to obtain approval of the TORs from financiers and then engage consultants to carry out the two assignments
Title of presentation Kenya - Tanzania Power Interconnection Project
Kenya Tanzania Interconnection Project Background - 1 Feasibility study of Kenya- Tanzanian power interconnection (Arusha-Nairobi) first completed in 1987 However, the project was not implemented and the study was updated in study recommended a 330 KV single circuit line
Kenya Tanzania Interconnection Project Background - 2 The interconnection was also expected to link the region with the Southern African Power Pool through another 330 kv transmission line linking the Tanzanian grid with Zambia However, due to power deficits in both Kenya and Tanzania, financiers were reluctant to fund the line without proof of firm power flows between the two countries
Kenya Tanzania Interconnection Project Background - 3 The following new developments make the Kenya Tanzania interconnection critical: Proposed Ethiopia-Kenya interconnection with power imports from Ethiopia of up to 1,000 MW by the year 2013 and 2,000 MW by 2018 Tanzania s plan to develop new gas and coal fired plants which would make a good hydrothermal mix with the Ethiopian import
Kenya Tanzania Interconnection Project Background - 4 The Kenya-Tanzania Interconnection will be linked to the future interconnections between Kenya, Uganda, Rwanda, Burundi and Eastern DR Congo expected to be constructed in 2014 under NELSAP, thereby creating a power pool composed of Burundi, DR Congo, Rwanda, Uganda, Kenya and Tanzania.
Kenya Tanzania Interconnection Project Background -5 The Project was recommended by the East Africa Power Master Plan 2005 and by the NELSAP Strategic/Sectoral, Social and Environmental Assessment of Power Development Options in the Nile Equatorial Lakes Region (SSEA) 2007 Kenya and Tanzania have taken steps to upgrade their grids to 400 kv level
Kenya Tanzania Interconnection Project Background -6 In view of this, the future interconnection Nairobi Arusha- Singida is planned to be a 400 kv The 2002 study is to be updated under the auspices of NELSAP with funds from the Norwegian Government through Norad, taking into account the new developments and the change in voltage level from 330kV to 400kV

TANESCO GRID
Kenya Tanzania Interconnection Project Current Status -1 The Terms of Reference for the study have been prepared and await Norad s approval Meanwhile, NELSAP invited Expressions of Interest (EOIs) The study will be in 3 phases, namely: preliminary design, full feasibility and Detailed design and tender documents
Kenya Tanzania Interconnection Project Current Status - 2 Administrative issues being pursued by NELSAP include: Agreement between Kenya, Tanzania and NBI/NELSAP, Nomination of Project Management Committee Members The study is expected to take 15 months to complete, after the consultant to be selected commences work
