NO , 86615, AND (FIRST DISTRICT - 3 VOTES) JOINT RECOMMENDATION WITH THE CHIEF ADMINISTRATIVE OFFICER THAT YOUR BOARD: 1. Approve Capital Project No for the reconfiguration of approximately 5,527 square feet in the Hall of Records to relocate the Auditor-Controller Systems Division. 2. Approve Capital Project No for the reconfiguration of 5,733 square feet in the Kenneth Hahn Hall of Administration to relocate and centralize the Auditor-Controller Administrative Services Division. 3. Approve Capital Project No for the reconfiguration of 3,500 square feet at 1000 S. Freemont in Alhambra to relocate the Audit Division Special Investigation Unit and the Children s Services Inspector General. 4. Approve the attached appropriation adjustment transferring $654,000 from the Auditor- Controller s Operating Budget (Services and Supplies) to the Capital Projects budget for the current fiscal year. 5. Authorize the Auditor-Controller to take such steps as necessary to document and implement the project.

2 Page 2 of 5 PURPOSE OF RECOMMENDED ACTION Approval of these actions will allow a transfer of funds from the Auditor-Controller s operating budget to establish three capital projects. Two of these capital projects will reconfigure existing office space to accommodate the Systems and Administrative Services Divisions and one capital project will support the relocation of the Audit Division Special Investigation Unit and Children s Services Inspector General. JUSTIFICATION These projects are a continuation of the Department s multi-year program to reconfigure, consolidate, and upgrade existing space to be technology compatible and ergonomically appropriate. The Auditor-Controller has also added 40 budgeted positions in the last two years without an increase in available space. Additionally, the existing configuration does not accommodate the combination of a computer and work area. Industrial injuries such as repetitive motion injuries, eyestrains, shoulder and back stress, and tripping hazards because of the exposed wiring would be minimized with the reconfiguration of the space and installation of ergonomic modular furniture. The work will include demolition, construction, carpet, paint, rewiring of electrical, voice, data and telephone lines, acquisition and installation of ergonomic modular furniture. Auditor-Controller Systems Division will be moving to existing office space on the third floor of the Hall of Records vacated when the Audit Division was moved to 1000 S. Freemont, Alhambra, CA. Administrative Services Division will then move to the office space on the fourth floor of the Kenneth Hahn Hall of Administration vacated by the Systems Division. Audit Division Special Investigation Unit and Children s Services Inspector General will relocate to 1000 S. Freemont, Alhambra, CA. Internal Services Department staff will manage these projects including contracting and construction services through job order contracts. The modular office furniture will be purchased from a County agreement vendor. Implementation of Strategic Plan Goals Completion of these projects contributes to the Department of Auditor-Controller s Strategic Plan goal to Attract, select, develop and retain high quality staff. Providing employees with ergonomic workstations helps to promote a safe and healthy work environment, and enhances each employee s well-being. Further, the reconfiguration of these offices will increase the functionality of staff, and consequently their productivity, which supports the County s goal of Workforce Excellence.

3 Page 3 of 5 FISCAL IMPACT/FINANCING The total estimated cost for the Systems and Administrative Services Divisions Projects is $542,000 which includes painting, electrical, voice, data and telephone wiring, ergonomic modular furniture design, project management, reconfiguration and acquisition. The total estimated cost for the Audit Division Special Investigation Unit and Children s Services Inspector General relocation project is $112,000. Sufficient funding is already provided in the Auditor-Controller s adopted budget for fiscal year to complete these projects. FACTS AND PROVISIONS Not applicable. IMPACT ON CURRENT SERVICES Needed work will be scheduled during regular working hours. There will be no impact on other County Departments. CONCLUSION Please instruct the Executive Officer-Clerk of the Board to return copies of the approved Board letter and Budget Adjustment to the Chief Administrative Office - Capital Projects and Department of Auditor-Controller Administrative Services Division.
