Conceptual Design of Second Portal INTRODUCTION This report provides an update on the status of the Metro Purple Line Subway Extension - Section 2 (La Cienega Boulevard to Century City) and forwards a request from Councilmember Brien to evaluate a second portal at the planned WilshireRodeo Station. DISCUSSION In 212, the Los Angeles County Metropolitan Transportation Authority certified the Final Environmental Impact StatementFinal Environmental Impact Report (FEISFEIR) for the Purple Line Subway Extension project from the existing terminus at WilshireWestern to the Westwood Veteran s Administration Hospital. The project is divided into three sections for implementation (Attachment 1). Construction of Section 1 - WilshireWestern to WilshireLa Cienega is underway. In Beverly Hills, advanced utility relocations in the La Cienega Station area are progressing and final design of the La Cienega Station has begun. Section 1 is currently scheduled to open for service to the public (revenue operation) in 223. Metro is also proceeding with advanced preliminary engineering for Section 2 - WilshireLa Cienega to Century City. The proposed Section 2 route is to a Constellation Boulevard station in Century City (FEIRFEIS recommended alternative). Metro has Page 1 of

2 Meeting Date: August 4, 215 provided draft Project Definition Documents for Section 2. These preliminary documents include WilshireRodeo Station Plans and Sections, Street Work, Traffic Control, Utility Relocations, and Construction Staging Areas. When finalized, these documents will be used by Metro for procurement of the Design-Build Contractor for this section. Metro anticipates the Design-Build procurement period for Section 2 to commence in late 215. The President s budget includes a recommendation for the Federal Transit Administration (FTA) in Fall 216 to enter into a Full Funding Grant Agreement with Metro for Section 2 which would allow Metro to proceed with construction of this section. Metro s current schedule for Section 2 is to begin utility relocations in 217 and to begin revenue operations in 225. City and school district litigation with Metro over Metro s approved alignment, which involves tunneling under the high school, is on-going. Metro has submitted permit applications to use the public right-of-way along the route in Beverly Hills to conduct geotechnical investigationborings and field exploration to locate underground utilities. Staff is in the process of reviewing the permit applications. This preliminary engineering work is not anticipated to have a significant impact on adjacent residents and businesses. Ultimately it is anticipated that we will develop a third Memorandum of Agreement (MOA) for this segment. However, similar to the pre construction investigations permitted prior to the first MDA, it is anticipated that this exploratory work will happen prior to negotiation of a full MOA for this phase of work. Unless directed otherwise, staff will return to City Council at a future meeting to present the permit requests for City Council s review and consideration. Councilmember Brien s Request to Evaluate a Second Portal Councilmember Brien has requested an evaluation of a second portal for the WilshireRodeo station. Metro s approved project budget includes one portal per each Beverly Hills section. Prior practice is for a second portal to be paid with local and private funds. The cost of a second portal is likely to exceed $25 million depending on the complexity and private property acquisition costs. In Beverly Hills, Metro has identified the Ace Gallery site at 943 Wilshire Boulevard (southwest corner of Wilshire Boulevard and Reeves Drive) as the future WilshireRodeo station entrance (Attachment 2). This site and the three parcels on the northeast corner of Wilshire Boulevard and N. Canon Drive (9383, 9393 and 9399 Wilshire Boulevard) are to be used for construction staging areas (Attachment 3). While this portal provides convenient access to South Beverly, there may be significant pedestrian traffic crossing Wilshire Boulevard to get into the Business Triangle. In 211, Metro s consultants developed a conceptual design of a second portal on the north side of Wilshire Boulevard, adjacent to the 9461 Wilshire Boulevard Office building (currently occupied by Chase). The conceptual design showed that a half portal could be built at this location with elevators on Beverly Drive (Attachment 4). This would require removal of the southbound right turn lane from Beverly Drive to Wilshire Blvd., 4-5 on-street, metered parking spaces, and up to 14 parking spaces on each parking level within the building. The development agreement for this property, adopted on August 18, 27, includes a provision that the developer provide an easement for the purpose of providing a portal for a subway station under Wilshire Boulevard. The development agreement also includes that the portion on the Developer s property at ground level shall be no more than 3 feet. Page 2 of

3 Meeting Date: August 4, 215 If the City is interested in pursuing a second portal, Metro has suggested establishing a staff working group to evaluate the feasibility, impact, and cost of adding a second portal. Given the costs involved City Council direction is requested. FISCAL IMPACT Unknown RECOMMENDATION Unless otherwise directed, staff will present Metro s request for permits to use the public right-of-way for preliminary engineering investigations for Section 2 at a future Council meeting.
