In the past three years, Kolhapur has also started experiencing the security challenges associated with rapid urbanisation - increased crime, mass gatherings, rise in vehicular traffic leading to traffic indiscipline. The security of the temple is also a key task, as it is constantly under the radar of terrorists. MIPL advised the police and city administrations to implement a Safe City program in Kolhapur. The first phase of the project was initiated in June 2015 and completed in March 2016, and consisted of the installation of 165 high resolution cameras in 65 strategic locations in the city, connected to the common centre in the police HQ through a dedicated optical fibre network. At a cost of around Rs. 67 million (1 million USD) the project has one of the most favourable cost benefit ratios in the country. MIPL worked with the Ganjam management and the architects to design an integrated security management system that addressed all the security challenges - life safety, theft, emergency management and also maintaining the balance between aesthetics and security. 3 City Surveillance Project Aurangabad City, India Aurangabad is one of the largest cities in Maharashtra, and contains one of the largest manufacturing industrial belts in the country. It is also one of the attractive tourist destinations, courtesy the popular Ajanta and Ellora caves, both heritage destinations. It is also one of the 54 million-plus population cities in India. The city has been transformed in the past few years as an urban hub of innovation, education and industrial growth and hence the government is concerned about the urban challenges of traffic growth, increasing rate of petty crime as well as crime against women. MIPL advised the police and city administrations to implement a City Surveillance project in Aurangabad. The first phase of the project was initiated in September 2015 and completed in November 2016, and consisted of the installation of 50 high resolution cameras in 20 strategic locations in the city, connected to the common centre in the police HQ through a dedicated optical fibre network. The biggest concern security challenge for the security establishment at MRPL is the nearly 18 km long perimeter, which snakes through difficult inhospitable terrain. The MRPL refinery itself is also located almost in a forest. Petty thefts are a regular occurrence with thieves breaching the perimeter for stealing valuable items. Of course, it is also a property of national and strategic importance and hence always under the radar of terrorists. The security of the entire premises is handled by the CISF (Central Industrial Security Force). Their reliance is mainly on manual intervention and they have only basic technology at their disposal such as metal detectors. MIPL has been the security consultant for the Mangalore refinery since After undertaking a detailed risk profiling of the entire geography surrounding the Mangalore refinery, MIPL designed a technological solution that involves: - Perimeter intrusion detection technology (electric fence cant be used due to proximity to village population) supplemented by PTZ cameras which pan to an intrusion location in case of an intrusion attempt - A network of nearly 250 high resolution fixed and panoramic day & night cameras. - A GPON-based communication network to minimise points of failure at the field level. - Redundancy at multiple levels - control room, network, field elements & electricity. - Biometric Access Control - Vehicle Tracking System for emergency vehicles - Two control rooms - Monitoring of remote MRPL locations For the first time since its inception more than four decades ago, the Mangalore Refinery will have an integrated electronic security system. Since the perimeter security & security of internal vital assets is managed by the CISF (Central Industrial Security Force), they will have a tool at their disposal to be aware and proactive. The system is going to be of great help in investigations and in controlling the hitherto virtually-unfettered ingress across the perimeter. The system is currently under implementation and will be installed by December 2016.

With a population of more than 1.5 million, and an area of close to 150 sq kms. Thane s urban challenges have been on the rise. Security is a key issue for the governing agencies. The traffic congestion is only increasing and crime rates are worrying. At the same time, the police have limited resources at their disposal. Thane is one of the 100 cities nominated by the Government of India to initiate the Smart City program. The police have the ability to monitor the city without having to spend money on cameras. This is the first step to give the police the complete flexibility to view video feed on demand, from anywhere in the city The solution enables the police to view control room feeds on their smartphones, and use their smartphone as cameras MIPL designed a unique collaborative monitoring project for the Thane Police. The project involved designing a control room at the Police Headquarters, with the ability to secure the feed from virtually any camera in the city - old or new, analog or IP, megapixel or not. This required an indepth understanding of the city s infrastructure, legacy surveillance and available connectivity options. The control room had to be also designed keeping mind future requirements of the city. The core of the idea is the two-way integrability of the solution. The idea takes the concept of community policing forward - and enables the overall society to pitch in to make the city safer. Shops and establishments who have street side cameras now have the ability to provide the same feed to the police on a real time basis. Many times, these same users do not have the luxury of monitoring the camera feeds on a continuous basis which work they can now outsource to the police. The project uses command & control solution made in India. The theme of collaborative monitoring has has now been adopted by larger cities, but Thane is the first city in India to implement it.
