3 IRO Purpose: To ensure that outages are properly coordinated in the Operations Planning time horizon and Near Term Transmission Planning Horizon. Applicability: o Reliability Coordinator o Transmission Operator o Balancing Authority o Planning Coordinator o Transmission Planner

4 IRO R1. Each Reliability Coordinator shall develop, implement, and maintain an outage coordination process for generation and Transmission outages within its Reliability Coordinator Area. The outage coordination process shall R2. Each Transmission Operator and Balancing Authority shall perform the functions specified in its Reliability Coordinator s outage coordination process. R3 & R4 contain requirements for Planning Coordinators and Transmission Planners 4

11 COS Enhancement Timeline Monthly webinar series began in May 2016 o All recordings and materials on PeakRC.org Enhancements being performed in 3 phases o Due to the timelines associated with development of the IRO-017 OC process Tentative implementation schedule in COS test (all approximate) o Phase 1 and 2 Week of Dec 19 th API for phase 1 and 2 available mid-nov o Phase 3 Design in-progress; Jan/Feb release to test 11

12 COS Enhancement Details Phase 1 Focused on data dictionary expansion 12 o Expanded Operators, NIM, dictionary reporting, etc. Phase 2 Outage states and types, along with outage state transitions Phase 3 Equipment operating library, improved WebUI data viewing/filtering COS Data Dictionary Standardization

14 Peak RC Data Request Revisions occurring due to the upcoming IRO/TOP standards o Section 5 Scheduled and Unscheduled Outage Draft posting of the data request available Nov 1, 2016 o 2 week comment period Targeting Dec release of data request o Effective date of new items are Apr 1,
