About Company STARSCO is a 100% national company and one of the professional and progressive construction companies in Abu Dhabi, has been established in the year 1992 with a view to render contracts of Construction, Refurbishment, Renovations and Maintenance in the arena of Civil, Structural, and Building construction disciplines. The principal objective of the company is to accomplish the projects in a stipulated time and in conformity with specifications, current code of practice and latest standards upholding satisfaction of the client and consultant. The company is being managed, controlled and run by qualified well organized and experienced personnel with incorporation of skilled labor force in order to maintain, sustain and preserve the quality of works. STARSCO, with its long experience in the fields of Building Construction and General Maintenance had executed contracts, ranging from small to a multimillion Dhs. projects, comprised of Multi Stories Buildings, Private Villas, Schools, Mosques, Warehouses, Sheds, etc. The company also executed many water schemes projects such as Water Retaining Structures, Pumping Stations, Steel Structured Buildings, Concrete Rehabilitation, and External Works such as Curbstones, Paving Tiles, Interlocking Tiles, Boundary Walls, Swimming Pools, Tennis Courts, Chain Link Fencing, Steel Fabricated Water Towers and many more. 8 Capabilities Estimation and Costing Estimation & Costing division is the backbone for STARSCO s steady and progressive growth over the last 17 years and has been winning many prestigious jobs amidst stiff competition based on its strategic bidding and calculated risk venture skills. The division comprises Strategic Costing Engineers & experienced Quantity surveyors, headed by Estimations & Proposals Manager. Project Planning STARSCO has set an example for the timely completion of many prestigious & crucial projects through their Strategic Planning Skills. It plays a vital role at various stages of a project right from the incipient stage of bidding to the successful completion of the project. Planning division is fully equipped with Planning Software such as Enterprise 5.0 (P3e/c), Primavera 3.1 running in SQL-2000 DB server for scheduling and analyzing project parameters such as: Client imposed constraints. 9 Project Cost Control To prepare Project Budget (Pre-start / revised). To Monitor the Project performance regularly and advise early warning / caution on Project. To check unit cost Actual Vs Budget. To recommend steps to reduce actual cost. To give feedback of Project performance to the Tendering Department for updating their data bank. Pre-Start Budget for the Project All Material requests from Site shall be checked against the Budgeted Quantities and forward to the Procurement for further action. Cost of Subcontract Items shall be verified with the budgeted amount before finalizing the confirmation Orders to the Sub-Contractors. Actual Expense of the Project is compared with the budgeted amount for the work done at specified cut off dates. Analysis for various cost heads for which the actual cost exceeds the budgeted and thereby advising the Management for further action to cut down the cost. Estimate the Cost of balance work to be executed on monthly basis and thereby assess the overall profitability of the Project. This Estimation shall be done for balance quantity of work to be executed without changing the Productivity norms and rates considered in Pre-start Budget / Revised Estimation. Suggestions to the Management to cut down the cost at various stages of the Project. Revised Budget Whenever the difference between actual cost and Budgeted cost in high Revised Estimation shall be prepared. Revised Estimation shall be prepared considering the actual facts such as Labor Productivity at site, actual cost of materials purchased and other resources actually required at Site. Page 9

10 Procurement Materials Procurement Division plays a major role during tendering & execution stage of project. This division is responsible for sourcing and procuring project materials at competitive price without compromising on quality and delivery period. This division provides following services: o To obtain budgetary price of project's direct / indirect materials during bidding stage. o Maintaining Master Vendor List and also giving feedback about the vendors'. Performance to the project management team to jointly review & certify the classification of Vendor- Category. o Involved in the process of qualifying any new product / vendor which are meeting the specification / requirements of clients. o Material submittal / approval upon award of contract. o Floating enquiries to approved vendors. o Preparing and updating Material Delivery Schedule in line with project's master program of works. o Preparation of comparative statement of prices from various vendors and submit for the final approval by the management. o Preparation of work / supply orders along with negotiated terms and conditions to the successful vendor. o To periodically update materials delivery status. o Preparation of materials budgets / periodical updation. o Co-ordination for the preparation of shop drawings, if necessary from vendors. o Proposing cost-effective solutions by means of identifying alternate materials complying the specifications. 20 Quality Assurance System STARSCO s Quality Management System is line with the requirements of ISO 9001:2008. The responsibility for establishing, implementing, maintaining and monitoring the Quality Management System within the Organization is entrusted to the Administration Manager (AM). The Quality Management System documentation within the Organization is structured at four levels: Level - 1 Quality Manual Level - 2 Quality Management Procedures Level - 3 Work Instructions/ Job Descriptions Level - 4 Standard Forms/ Reports On award of the Contract, the Project Specific HSE Plan is prepared based on our Corporate HSE Management System and Client s HSE guidelines. Risk Assessments are carried out for all major/ significant activities and the control measures are implemented on approval by the Client. HSE Personnel are deployed to monitor the effective implementation of Project HSE Management System. The AM (HSEQ) shall review the effectiveness of the Project HSE Management System every six months with the key personnel of the Project. Page 20

23 HSE Management System STARSCO Occupational Health and Safety and Environmental Management Systems are in line with OHSAS and ISO respectively. These are certified by the Third party for compliance. Our HSE Policy is endorsed by the Managing Director. 24 HSE Policy Policy Statement The STARSCO Health, Safety and Environmental Policy Statement clearly and unambiguously reflect the commitment of the company to maintaining health, safety and environmental (HSE) conservation. STARSCO aims to comply with accepted international practice and the requirements of all relevant health, safety and environmental legislation of the United Arab Emirates including Abu Dhabi Municipality and Clients HSE Regulations. In addition, STARSCO will promote constructive measures for the protection of health, safety and the environment for all who may be affected by its activities. 2. Policy Objectives Furthermore, it is STARSCO policy to: a) Encourage the active participation of all employees in the control of health, safety and environmental conservation. This will be done through the provision of planning, leadership, effective communications and training. b) Ensure that potential health, safety and environmental risks associated with all our activities are identified and assessed as early as practicable to minimize the risk. c) Regularly review performance and to continuously improve effective health, safety and environmental management systems and standards to reflect best industry practice. The ultimate aim is to reduce the occurrence of accidents as far as is reasonably practicable. d) Comply with the requirements of appropriate regulations and international codes of practice. e) Take appropriate actions to safeguard people, the environment, and assets. f) Solicit and ensure the active participation of suppliers and sub-contractors as necessary to promote the policy. Objectives: By formally issuing this HSE policy, STARSCO Management wants to achieve: Through understanding by all staff of the importance that the company gives to Safety, Health & Environmental (HSE). Avoid causing harm to the occupational health of, or injury to employees and others, damage to property from operations including those from sub-contractors. 2. Promote safety consciousness to company employees and sub-contractors, the importance of the environment and commitment of company employees and contractor staff in developing and applying this policy, the company employees, sub-contractors and relevant authorities will be kept well informed on what the company is doing to improve the quality and safety of the working environment. 3. Pay appropriate regard to the environment by keeping air, water, soil, plant, and animal life from adverse effects of company operations those of sub-contractors, acting on company behalf, and minimize any damage which may arise from such operations. 4. Take the initiative necessary to promote work and improve codes of practice, apply regulations which relate to the above matters. 5. Encourage, support or conduct studies directed towards the improvement of safety and health at work towards the abatement of pollution. 6. Facilitate the transfer to others of the developed, know how in the mentioned fields, future requirement and expected developments in these areas of the companies long term planning. 7. Liaise and co-operate with organizations that conduct similar operations in order to improve and maintain health, safety and environment protection. 8. 33 Plants Statistics Steel and Aluminum Workshop We have a steel and aluminum work shop at Musafha. This workshop has been built according to Quality and HSE policies of our company. This workshop contains 14 latest machines for steel and aluminum fabrication. We have forty-five dedicated staff for managing the process of steel and aluminum fabrication at this workshop. Carpentry Workshop We have also carpentry workshop at Musafha. This workshop has been also built according to Quality and HSE policies of our company. This workshop contains 12 latest machines for carpentry works. We have seventy dedicated staff for doing carpentry works at this workshop. Page 33

34 Accommodations Statistics Labor camp at Musafha We have a labor camp at Musafha 16. This camp has been built according to fulfill the basic requirements of the labor like rooms, kitchen, washrooms, and dedicated Prayer hall. Each room, washroom, kitchen and Prayer hall is fully furnishes according the labor right in the UAE. This camp has also contains some indoor games like table tennis and badminton to facilitate the labors in the weekend after hard work throughout the week. This camp has the capacity to adjust 300 labors. Labor camp at Silla We also have a labor camp at Silla. This camp has also been built according to fulfill the basic requirements of the labor like rooms, kitchen, washrooms, and dedicated Prayer hall.
