Presentations/Deputations 3.1 Stacey Kursikowski, Planner II, Heritage and Downtowns Re: 1-5 Cassels Road West - Site Plan and Zoning By-law Amendment Stacey Kursikowski, Planner II, Heritage and Downtowns, appeared before the Committee to present information regarding details of the site plan for the proposed development on 1-5 Cassels Road West, including: Heritage Whitby Advisory Committee's comments to the developer during their meeting on November 14, 2017; the alterations to the site plan following the developer's previous proposal in April 2017; and, details of the Public Meeting regarding the proposed development scheduled for the Planning and Development Committee meeting on November 27, Discussion ensued regarding: the removal/replacement of the trees along Baldwin Street North and the relocation of the Little Orchard Daycare's play area to accommodate the new development; and, the architectural design of the proposed development. Recommendation: Moved By Ryan Doble Further to the review of the proposed development on 1-5 Cassels Road West, the Brooklin Downtown Development Steering Committee recommends the following be included Page 4 of 14
5 as their comments to the mix-use development: The Brooklin Downtown Development Steering Committee supports the proposed development on 1-5 Cassels Road West and recognizes the increase of activity and population in Downtown Brooklin that the development contributes to. Carried 4. General Business and Reports 4.1 Durham Broadband Strategy Stakeholder Meeting Recap Maria McDonnell provided an update regarding the Region of Durham's Broadband Strategy and summarized a stakeholder consultation session on October 26, Discussion ensued regarding: the need for businesses to access broadband network infrastructure and the required participation and contribution from all levels of government to provide it; the historical parallels between the present necessity for broadband network infrastructure and the need for electricity infrastructure in the past; the consultant hired by the Region of Durham to conduct the Broadband Strategy and their previous work with York Region; the other utility deficiencies in rural areas of Brooklin that require the Region of Durham's investment and support; and, the timeline for providing the staff report summarizing the Broadband Strategy to Council. Dan Acre advised that he would draft a letter to the Region of Durham expressing the Committee's comments and interests regarding the Region's Broadband Strategy, and provide it to the Committee via for review and comment. 4.2 Brooklin Community Centre Designation (45 Cassels Road East) Update Stacey Kursikowski provided an update regarding the designation of the Brooklin Community Centre and noted the issue with the property's parcel fabric that delayed the process. 6 Discussion ensued regarding the adjacent structures to the Brooklin Community Centre and the Town's review of the subject land. 4.3 Parking Master Plan - Public Consultation Dhaval Pandya advised that public consultations for the Town's Parking Master Plan would be conducted during the Christmas in the Village event at Grass Park scheduled for November 24, 2017, and the Annual Christmas Tree Lighting event at Celebration Square scheduled for December 1, Review of Committee's Mandate and Strategic Plan Maria McDonnell provided information regarding updates to the Committee's Terms of Reference following the Office of the Town Clerk's Boards and Committees Review, and the Committee's meeting schedule for Annual Report Dan Acre advised that he would organize an informal meeting to discuss and draft the Committee's 2017 Annual Report. 4.6 Public Works Department Update Dhaval Pandya provided an update regarding: the Transportation and Pedestrian Safety Action Plan public consultation session at the Annual Christmas Tree Lighting event scheduled for December 1, 2017; and, the status of the removal of the emerald ash trees in the Town. 4.7 Community and Marketing Services Department Update Peter LeBel provided an update regarding: the status of the leisure trail between Winchester Page 6 of 14
7 Road West at Ashburn Road and Cullen Central Park; the potential development in the Thickson Road and Conlin Road area; the staff report detailing the development of the sports complex in North Whitby to be submitted to the Operations Committee meeting scheduled for December 4, 2017; the status of the log cabin renovations, and the bocce ball and pickelball courts at Cullen Central Park; the development of a Cullen Central Park Master Plan and public engagement sessions in 2018; and, the status of the Innovation Hub in Downtown Whitby. 4.8 Downtown Brooklin Business Association Update There was no Downtown Brooklin Business Association update. 4.9 Whitby Chamber of Commerce Update There was no Whitby Chamber of Commerce update Heritage Whitby Advisory Committee / Doors Open Whitby Update Rick McDonnell provided an update regarding the status of the Doors Open Whitby event scheduled for May 5, 2018, noting the current number of sites planned for the event Group 74 Update Cathi Westrop provided a summary of the Halloween BooFest on October 28, She further advised that Group 74 was reviewing the list of local charities to fundraise during their events and was open to suggestions from the Committee Brooklin Horticultural Society Update Donald Wick provided an update regarding: the Brooklin Horticultural Society's Annual General Page 7 of 14
8 Meeting on November 22, 2017; and, the planting of flowers at the Pool of Reflection at Cullen Central Park and the garden on Montgomery Avenue Whitby Public Library Update Jaclyn Derlatka provided an update regarding: the Comic Book Festival on November 18 and 19, 2017 and the Library's intent to organize another Festival in 2018; the scheduled date for the How to in 10 Festival, being May 12, 2018; and, the Storm Chasing in Ontario program scheduled for December 6, 2017 at the Brooklin Community Centre and Library Brooklin Spring Fair Board Update Marilyn Hill provided information regarding the 2018 Brooklin Spring Fair and the intended theme for the event. 5. Correspondence 5.1 There was no correspondence. 6. Council Update 6.1 Councillor Mulcahy provided an update regarding: the Active Transportation Plan Study presentation at the Operations Committee meeting on November 13, 2017; the future of the wooden bear bench at Grass Park; and, the relocation of the cenotaph at Luther Vipond Memorial Arena to Brooklin Community Centre and Library and the funding required for the project. 7. Other Business 7.1 Marissa Graham provided information regarding the creation Page 8 of 14
9 of the Brooklin Heritage Society, noting their presence on social media and advising that their website was in development. 7.2 Discussion ensued regarding the Town's potential ownership of Baldwin Street North, including Town Staff's plan to conduct an environmental assessment in the area to determine the route of a bypass in order for the Ministry of Transportation to consider an ownership transfer or lease of the road to the Town. 7.3 Maria McDonnell provided information regarding the development of a Special Events Policy by the Corporate Communications Division and Office of the Town Clerk, and provided details regarding the purpose of the new policy. 7.4 Discussion ensued regarding the possible identification of significant trees in Brooklin, including a potential collaboration between Town Staff, the Whitby Community Beautification Committee, and the Heritage Whitby Advisory Committee to survey trees in Whitby to develop a list.
