During that project, it was determined that the systematic retrieval of certain data elements from the PPS and/or the

2 Page: 2 Bencom IVR database could eliminate manual steps in obtaining data for a retiring member, help streamline retirement calculations, verify insurance continuation and enable a timely disbursement of the retirement benefit. Service Request asks that two new data elements, Anticipated Retirement Date (EDB 0765), and Employment Status Change Date (EDB 0766) be developed and maintained on the PPS. It is asked that an existing data element Sick Leave Hours Balance (EDB 5186) be added to the Deduction Record of the IVR History and IVR Extract files. In addition, it is asked that a new field Direct Deposit Indicator be added to the Employee Record of the IVR History and IVR Extract files. The value in field Direct Deposit Indicator should contain Y if the employee s Pay Category Code (EDB 0201) is equal to 8 ; otherwise it should contain N. An addendum, dated June 17, 1998, asks that the Separation Reason Code (EDB 0141) be added to the IVR History and IVR Extract files. In addition, it is asked that a one-time program be developed to set the value of Employment Status Change Date for existing employees at the time the modification is installed. The Employment Status Change Date should be set as follows: If the Employment Status Code (EDB 0144) is S (separated), set the Employment Status Change Date to the Separation Date (EDB 0140). If the Employment Status Code is I (inactive), set the Employment Status Change Date to the current date (run date of the one-time program). If the Employment Status Code is N or P (leave), set the Employment Status Change Date to the Leave of Absence Begin Date (EDB 0137). If the Employment Status Code is A (active), the Employment Status Change Date should be set to the low-date value (initial values). Service Request Service Request asks that five existing EDB data elements be added to the Employee Record of the IVR History and Extract files. Several projects to allow employees to view and/or update their personal information are currently in the planning stage. In anticipation that one of the earlier projects may be to allow employees to view and/or change their own W4 information, it has been requested that several existing EDB data elements related to tax status be added to the IVR daily extract file. This will make the data available centrally for use in such a project. The five data elements are as follows: 1. Federal Tax marital Status Code (EDB 0127) 2. Federal Tax Withholding Allowances (EDB 0128) 3. State Tax Marital Status Code (EDB 0130) 4. State Tax Personal Tax Withholding Allowances (EDB 0131) 5. State Tax Itemized Deductions Withholding Allowances (EDB 0132) Service Request Changes to the Internal Revenue Code (IRC) definition of covered compensation for section 415(c) purposes became effective January 1, Previously, the algorithm which determined the limit of 415(c) compensation utilized the employee s Federal Withholding Taxable Gross. The new legislation specifies that 415(c) compensation can now include DepCare contributions, 403(b) contributions, and medical premium payments.

3 Page: 3 Therefore, UC Benefits has asked that the Payroll/Personnel System provide the Year to Date Total Gross on the UCRS monthly interface file, so that this value can be used in the 415(c) limit testing. It is also requested that the Year to Date Total Gross for the prior year be collected in PPS and added to the monthly interface file. Error Report 1355 Error Report 1355 states that PPIIVR terminated when a DB2 deadlock occurred (slqcode of -911), but the return code was zero. The return code should be set to a value indicating failure whenever the program terminates abnormally. Error Report 1466 Error Report 1466 states that PPP840 terminated with a data exception when the Employee ID of the last record on the PPPPAY Table is less than the Employee ID on the W2 Extract File. When the last record (W2 Trailer Record) on the W2 Extract File had not been reached yet, PPP840 attempted to access the control totals from a W2 Extract record which caused the data exception. The Employee ID on the W2 Trailer Record is identified as ; PPP840 should verify that the W2 Trailer Record contains an Employee ID of Error Report 1503 Error Report 1503 states that the data field in the label Separation Destination on the on-line IGEN inquiry screen is not being cleared when a separated employee is re-hired on-line. The data fields for Separation Date, Last Day on Pay Status, and Separation Reason are properly being cleared. The Separation Destination should also be cleared. Programs PPBENCHG This Fetch Complex module has been changed to set the Data Element Change Indicator to a value of 1 when a change has occurred for EDB PPBENFET This Fetch Complex module has been changed to retrieve the data value in data element 0765 from the PPPBEN Table. PPBENUPD This Fetch Complex module has been changed to retrieve the data value in data element 0765 from the ECF (Employee Change File) record. PPBIVEDB This module has been changed to take the data value from the PPPBIV Table and move it to the employee s Benefit record on the PPPBEN Table. PPBIVUTL This module has been change to take the data value from the BES (Benefits Enrollment System) X1 transaction and move it to the PPPBIV Table. PPEM107 This module has been changed to set the Employment Status Change Date (EDB 0766) to the current date whenever the Employment Status (EDB 0144) has changed in value. PPEMPSTA This module has been changed to set the Employment Status Change Date (EDB 0766) to the current date whenever the Employment Status (EDB 0144) has changed in value.

5 Page: 5 PPIIVR This module has been changed to write the Direct Deposit Indicator to the employee record of the IVR History File and IVR Extract File. In addition, the Sick Leave Hours Balance (EDB 5186) is written to the deduction of the IVR History and IVR Extract File. If a separated employee has separated more than 180 days past the Separation Date (EDB 0140), the employee is deleted form the IVR. When a complete replacement of the IVR History File and IVR Extract File is requested, if the Employment Status is equal to S and the Employment Status Change Date is less than 180 days prior to the current date, or the Employment Status is equal to I and the Employment Status Change Date is less than 30 days prior to the current date, the employee record is included. PPNTSEPR This module has been changed to include the data value and associated field text for Anticipated Retirement Date on the UCIARV0 screen. The field text and data value are displayed only when the Anticipated Retirement Date contains a non-initial value. In addition, the Vacation, Sick Leave, Paid Time Off, and Comp Time Paid Balances have been removed from the UCIARV0 screen. PPPAYUTL This Fetch Complex module has been changed to retrieve the data value in data element 0766 from the PPPPAY Table, and moved to the appropriate PAY-ROW record structure. PPPAYUTW This Fetch Complex module has been changed to include the data value in Prior Year to Date Total Gross (EDB 0767) for an INSERT to the PPPPAY Table. PPPERUTL This Fetch Complex module has been changed to retrieve the data value in data element 0766 from the PPPPER Table, and moved to the appropriate PER-ROW record structure. PPPERUTW This Fetch Complex module has been changed to include the data value in Employment Status Change Date (EDB 0766) for an INSERT to the PPPPER Table. PPP130 This program has been modified to include the X1 Anticipated Retirement Date in the SELECT statement of the DECLARE cursor. PPP747 This program has been written to report employees on the EDB with a non-initial Anticipated Retirement Date.

PPI730 This program has been modified to remove the logic which create the two dummy Contribution Segments. The Fixed Segment of the UCRS Interface record has been expanded to accommodate data elements 5502, 0481, 5501, and In addition, all date fields have been expanded to include the century value. PPOT1194 This program has been written to properly set the Employment Status Change Date (EDB 0766) for existing employees at the time the release is installed. CICS Programs PPWECEN This detail screen processor program has been changed to include the Anticipated Retirement Date on the ECEN screen. PPWESEP This detail screen processor program has been changed to include the Anticipated Retirement Date (display-only) on the ESEP screen. PPWIGEN This detail screen processor program has been changed to include the Anticipated Retirement Date (display-only) on the IGEN screen. Copymembers CPFDUCRS The File Description defined in this copymember has been modified to increase the fixed segment length from 75 to 146. CPPDIPER This copymember has been changed to include to initialization of the Employment Status Change Date. CPWSIRVE This copymember has been changed to include the two data elements requested from Service Request 14903, and five data elements requested from Service Request CPWSRBEN This copymember containing the working storage for the PPPBEN Table has been modified to include the Anticipated Retirement Date (EDB 0765).

Installation Instructions Installation instructions are provided in a separate document. Timing of Installation This release is Date-Mandated. Program PPI730, and copymembers CPFDUCRS, and CPWSUCRS must be installed after the August, 1998 Interface Files reflecting July earnings have already been created, but before the creation of the September, 1998 Interface Files reflecting August earnings which are due in early September. Due to the changes in file format, the changed file format must be reflected on the creation of files beginning with the September, 1998 Interface File reflecting August earnings and on later scheduled interface files. Program PPIIVR and copymember CPWSIVRE with the expanded file format must not be installed August 15, 1998 or earlier. Jerry Wilcox will be announcing a schedule for a orderly shutdown of the current nightly process, provision of a replacement file, and restart of the nightly process in the expanded file format.
