2 Registering for FERC e-filing Step 1: Go to Step 2: Under Documents & Filings on top bar, click eregister Step 3: Click the orange box that says eregister Step 4: Fill out your Name, address, and choose a password Step 5: Type the characters you see in the black box (Ex. 3TYN9) 2

3 Step 6: Important* Make sure you click Next to be able to use efiling on website Step 7: Fill out address and phone number Step 8: Click Next Step 9: No need to fill out any information on this page because you are a private citizen Step 10: Click Next Step 11: At this point a verification has been sent to the address you previously provided. Go to that to verify your account Step 12: Click on the second link in the verification to confirm your address and complete your registration 3

4 Filing an ecomment with FERC *Important: Make sure you write your comment in a word document before proceeding with the FERC ecomment process to avoid time-out limits. You will be able to copy and paste your comment from Word into the comment box. The application will time-out after 35 minutes of inactivity. **Your ecomment has a 6,000 character limit Step 1: Go to Step 2: Under Documents & Filings on top bar, click ecomment Step 3: Click the orange box that says ecomment 4

5 Step 4: Fill out Name, Address, address, and phone number Step 5: Enter the docket number for the case you would like to make a comment and click search Step 6: Click the blue + on the right side, under Select *After you click the blue + the docket should show up like this under Selected Dockets Step 7: Copy and paste the 6,000 character max comment you have previously written in a Word Document Step 8: Click Send Comment 5

6 Filing a Document-less Intervention with FERC *Important: Must register to gain access to FERC applications such as filing an intervention * *Make sure you write your intervention description in a word document before proceeding with the FERC Document-less intervention process to avoid time-out limits. You will be able to copy and paste your intervention from Word into the text box. **Your intervention has a 6,000 character limit (Recommended content listed in Step 11) Step 1: Go to Step 2: Under Documents & Filings on top bar, click efiling Step 3: Click the orange box that says Login FERC Online Account 6

7 Step 4: Enter address and password used earlier to register on FERC website Step 5: Click efiling under FERC Online Applications Step 6: Click General under How is your filing to be directed? Step 7: Click Intervention under What kind of filing are you making? Step 8: Click (doc-less) Motion to Intervene under Filing Type (Fee) Step 9: Enter the Docket number for the case you would like to intervene and click Search Step 10: Click the blue + on the right side, under Select 7

8 *After you click the blue + the docket should show up like this under Selected Dockets Step 11: Copy and paste the 6, 000 character max Intervention Description you have previously written Should include: 1) Name and contact info 2) How the pipeline impacts you 3) Name your concerns 4) Whether you oppose, support, or are neutral Step 12: Click Next Step 13: Click As an Individual Step 14: Click Next Step 15: Enter and click Add as Signer Step 16: Click Next Step 17: Either modify description to describe your submission or keep the description as is Step 18: Click Next 8

9 Step 19: Ensure that the Docket number, description and your are correct Step 20: Click Submit to officially submit filing to FERC 9

10 Searching the FERC Docket Searching the FERC e-library using a Text Search Step 1: Go to Step 2: Under Documents & Filings on top bar, click elibrary Step 3: Click General Search under Search Options 10

11 *This is the screen you should see Step 4: Pick the dates you want to search between or choose a previous time period to search Step 5: Choose to search Submittals, Issuances or both (If you are unsure what you are searching for check both) Step 6: Type key words or a phrase in the Text Search box (phrases in parenthesis achieve the best result) Step 7: Click Submit 11

12 Step 8: Scroll until you find the document you are searching for Step 9: Once you select a document, click FERC Generated PDF on the right side of the screen *Example document found using that search 12

13 **If you know the Docket number for the case you are searching you can simplify the search by entering that here on the general search page: *All other steps remain the same as a search using a text search 13
