2 GPP-C Page During the period of - July 00, GPP TSG-C meetings were held at the Hyatt Regency Hotel in La Jolla, CA. This document is intended to summarize those proceedings. 0 OPENING PLENARY. CALL TO ORDER AND OPENING REMARKS: The meeting was called to order at :00 AM local time on July 00 by the TSG-C Chair, Jean Alphonse (Lucent). The Chair noted that the Secretary, Clif Barber (Tantivy Communications), was unable to attend the meeting and that Phil Brown (Ericsson) would serve as Secretary for this meeting.. ATTENDANCE REGISTRATION AND ROLL CALL: A roll call of companies indicated that companies included on the list of active members were present. Thus, quorum was established (% participation). The (acting) Secretary noted that the following proxies had been received: COMPANY Alltel Hyundai PROXY ASSIGNEE Sprint PCS LG Electronics 0 0. INTRODUCTION AND NUMBERING OF CONTRIBUTIONS: Contributions were loaded onto the TSG-C network server and were listed in the document register (C ).. AGENDA APPROVAL: The proposed agenda (C R) was presented. It was noted that the status of the documents associated with agenda items 0d, 0e and 0f was actually SDO Review (not Baseline Text/V&V ), and the Chair agreed to accept the proposed modifications. DECISION: The modified agenda (C R) was approved without objection.. ASSIGNMENT OF CONTRIBUTIONS TO AGENDA ITEMS: Contributions were assigned to agenda items as noted on the agenda.. APPROVAL OF PREVIOUS MEETING SUMMARY: The meeting summary of the June, 00 meeting in Shenzhen, China (C ) was presented. Because this meeting summary had been circulated late via the TSG-C exploder and because of the July th holiday, Lucent requested that approval be deferred until the Closing Plenary to allow for adequate review. ACTION: C was carried forward for action at the next Plenary meeting.

3 GPP-C Page The Chair then addressed contributions that had been carried over from the June, 00 meeting in Shenzhen (because quorum was never achieved at that meeting), as follows: The draft agenda for the June, 00 meeting (C ) was presented. DECISION: C was approved without objection. The draft meeting summary of the May, 00 meeting in Newport Beach, CA (C ) was presented. DECISION: C was approved without objection. The draft meeting summary of the May 00 Interim Plenary teleconference (C ) was presented. DECISION: C was approved without objection. Draft baseline text for C.P00-B (C ), Over-The-Air Service Provisioning, was presented. DECISION: C was approved without objection as baseline text for C.P00-B. Draft SDO Review text for C.P00-B (C ) was then presented. The WG Chair (Phil Brown, Ericsson) pointed out that he had instructed SWG. to proceed with V&V of the baseline document (C ) during the June meeting in spite of the fact that it had not received Plenary approval at that time; this action was taken due to the unusual circumstance of quorum not being established and was not meant to undermine the important procedural step of baseline text approval. DECISION: C was approved without objection as SDO Review text for C.P00-B. Correspondence from the SC Chair regarding SC Action 00/0-0 (C ), Sync Channel issue, was presented. The Chair determined during discussion that this contribution had been addressed during the June meeting and should not have been added to the agenda for the July meeting. ACTION: C was considered to be FYI for the TSG. A contribution from QUALCOMM requesting a work item for a new point release of C.S00-0 (C ), to address bug fixes and additional Band Classes consistent with cdma000 Rev. C in the High Rate Packet Data specification, was presented. DECISION: C was approved without objection, authorizing C.P00-0 v.0. Correspondence addressed to the SC in response to their query on SC Action Item 00/0-0 (C R), Sync Channel issue, was presented. DECISION: C R was approved without objection for transmission to the SC Chair.

The correspondence described modifications made to the Stage development process in response to the comments received, and invited feedback once the changes are in place. ACTION: C was considered to be FYI for the TSG. Correspondence from requesting clarification on the Broadcast SMS on BCCH feature (C ) was presented. There was some concern expressed about the authorship of the correspondence owing to its highly technical nature, but no immediate insight was available. ACTION: C was remanded to WG, WG and WG for review and action by the Closing Plenary.

A contribution from the GPP Secretariat concerning the Secretariat s recent audit of the GPP e-library (C ) was presented. The document identified both actions taken to correct existing deficiencies in the e-library and an outline of remaining editorial work requiring member input. ACTION: C was held open for review at the Tuesday morning Chair s Meeting. Correspondence from the TIA UIM ID Adminstrator addressed to requesting revisions to S.R00, UIM ID Manufacturer s Code Assignment Guidelines and Procedures, based on the outcome of a June 00 UIM Experts teleconference (C ) was presented. ACTION: C was remanded to WG FYI. correspondence from the GPP Secretariat concerning curtailed beverage service at future meetings (C ) was presented. A surprisingly lively discussion ensued about possible negative side effects of the new policy. ACTION: C was considered to be FYI for the TSG, but an Ad Hoc Group was chartered to draft a response by the Closing Plenary outlining the group s concerns.

7 GPP-C Page correspondence from the GPP Secretariat concerning Steering Committee review and approval of C.S000-C v.0 through C.S000-C v.0 (C ) was presented. ACTION: C was considered to be FYI for the TSG. Correspondence from ITU-T SG addressed to the Steering Committee Chair requesting that GPP consider interoperability with ITU-T Recommendation J. in its development of a multimedia file format specification (C ) was presented. ACTION: C was remanded to WG for review and action as appropriate. correspondence from the GPP Secretariat concerning the unavailability of LAN/network access at the San Diego meetings (C ) was presented. The group was unanimous in its concern that not having access to the network server from the breakout meeting rooms would be a tremendous burden and a drain on overall productivity (since valuable meeting time would be occupied by manually distributing contributions through less efficient means). ACTION: C was considered to be FYI for the TSG, but an Ad Hoc Group was chartered to draft a response by the Closing Plenary outlining the group s concerns.. LIAISON REPORTS: There were no liaison reports at this time.. WORKING GROUP REPORTS: There were no WG reports at this time. 0. OLD BUSINESS: a) Release A Addendum (carried forward from May 00 Closing Plenary) The Chair received no response when he asked the group if there was any change in status with respect to the Sync Channel issue or any interest in considering the existing documents for baseline text. There was no further discussion of this agenda item. b) Contribution C (Lucent/Verizon): In Response to Motorola Technical Ballot Comments Lucent withdrew C , which had to do with splitting the MOB_P_REV value used in the cdma000 Rev. C specifications, because the Rev. C documents have already been approved for publication. Lucent then made a statement reserving the right to bring this issue up at a later date if necessary. c) ITU Process/Approval The Chair reported that there had been no activity since the last meeting.

8 GPP-C Page 0 0 d) C.P000-B Base Station Minimum Performance Specification SDO Review There was no discussion of this agenda item. e) C.P00-B Mobile Station Minimum Performance Specification SDO Review There was no discussion of this agenda item. f) C.P00-0 Enhanced Subscriber Privacy for cdma000 HRPD SDO Review There was no discussion of this agenda item. g) C.P0 LLA ROHC Service Option for Voice Over IP Operation V&V The Chair of SWG., Bob Marks (Samsung), reported that the document was still in the V&V process, and that it was unlikely to be finished at this meeting.. NEW BUSINESS: A contribution from Nokia proposing a development schedule for Rev. D of the cdma000 core air interface specifications (C ) was presented. There was considerable discussion about whether a schedule-based approach should be used for the next revision (as proposed by Nokia in suggesting an effectively arbitrary deadline) or whether a content-based approach (in which the main objective is to complete the work items approved by the TSG with little or no consideration of the time involved) would be more appropriate. Given that SWG. (Work Plan) had already scheduled a meeting in San Diego to discuss Rev. D planning and that the interest level seemed high, the Plenary agreed to cancel all Working Group and Sub-Working Group meetings on Wednesday, 0 July 00 from :0 to :0 PM except for the SWG. session; this would give members from all areas of the TSG the opportunity to attend SWG.. ACTION: C was held open for action following the scheduled work planning meetings. The Plenary meeting was recessed on July 00 at :0 PM local time. 0 CLOSING PLENARY The Plenary meeting was reconvened on July 00 at : AM local time. Quorum had been established at the Opening Plenary and was not challenged. Two () additional member companies were noted in attendance.. WORKING GROUP REPORTS (continued): WG REPORT: The WG report (C ) was presented by the WG Vice-Chair, David Whipple (Agilent Technologies), as FYI. Draft baseline text for C.P00-0 v. (C ), Test Data Service Option Addendum, was presented. DECISION: C was approved without objection as baseline text for C.P00-0 v. (i.e., next point release) and was remanded back to WG for V&V.

(i.e., next point release) and was remanded back to WG for V&V. WG REPORT: The WG report (C ) was presented by the WG Chair, Orlett Pearson (Lucent Technologies), as FYI. Reviewed Stage documents for Enhanced Call Recovery, IP Multimedia Domain, Presence, and Multimedia File Formats. Comments were provided to the Requirements AHG on ECR; WG had no comments on the other documents. WG also requests additional time to complete its review of the IP-Based Location Service Stage. Developed a list of candidate work items for cdma000 Rev. D and provided that list to SWG.. Draft baseline text for C.P00-0 v. (C ), cdma000 High Rate Packet Data Air Interface Specification (Addendum ), was presented. DECISION: C was approved without objection as baseline text for C.P00-0 v. (i.e., next point release) and was remanded back to WG for V&V. Proposed correspondence to regarding S.P00 (C ), Protocol Alignment Reference Document, was presented (in response to C ). DECISION: C was approved without objection for transmission to. Proposed correspondence to regarding Broadcast SMS (C ) was presented (in response to C ). DECISION: C was approved without objection for transmission to. WG REPORT: The WG report (C ) was presented by the WG Chair, Ed Tiedemann (QUALCOMM), as FYI. Reviewed Stage documents for Multimedia Messaging Service (MMS) [S.P00], Quality of Service (QoS) [S.P00], Accounting and Auditing [S.P00], LMSD Evolution [S.P00] and Multimedia Streaming [C.P00]. WG believes that none of these Stage documents impact the Physical Layer, and a statement to that effect was provided to the Requirements AHG. Developed a list of candidate work items for cdma000 Rev. D and provided that list to SWG.. Reviewed output of the GPP and GPP Harmonization Meeting that was held in Korpilampi, Finland on June 00. Spent considerable time discussing updates to the (xev-dv) evaluation strawman. WG requests that all inputs for update to the strawman be submitted by the August meeting.

10 GPP-C Page Discussed the process by which (xev-dv) reverse link enhancements will be studied and approached. No consensus was reached, and discussions will continue at the August meeting. Reviewed proposed text for broadcast services for inclusion in both C.S000 and C.S00. Approved inclusion of Band Class 0 and Band Class in the point release of C.S00 (developed by WG). The draft report of the GPP/GPP Harmonization Meeting held June 00 in Korpilampi, Finland (C ) was presented. A brief discussion followed about the ultimate obective of these meetings, and the WG Chair indicated that he expected the creation of a consensus Spatial Channel Model as the major milestone. ACTION: C was considered to be FYI for the TSG. WG REPORT: The WG report (C ) was presented by the WG Chair, Phil Brown (Ericsson), as FYI. Received two contributions regarding Multimedia Messaging Service, and began discussion on how to proceed with standardizing MMS specifications. These discussions will continue at the August meeting. Proposed correspondence to regarding recent Stage review activity (C ) was presented. A lengthy, contentious discussion followed with respect to an apparent conflict between WG and WG comments on the Enhanced Call Recovery Stage that had been incorporated into the correspondence by the Requirements AHG Chair. After several attempts to edit the correspondence during the meeting to address the concerns failed to achieve consensus, the TSG Chair called for a two-hour joint session between the Requirements AHG, WG and WG at the August meeting (scheduled for Wednesday, August 00 from :0 to :0 PM). The draft correspondence was then revised to indicate that TSG-C will continue its review of the Enhanced Call Recovery Stage and will provide comments after the August meeting. DECISION: C R was approved without objection for transmission to.. CORRESPONDENCE (continued): Proposed correspondence to the GPP Secretariat regarding TSG-C s concerns about curtailed beverage service at future meetings (C ) was presented (in response to C ). DECISION: C was approved without objection for transmission to the GPP Secretariat. Proposed correspondence to the GPP Secretariat regarding TSG-C s concerns about LAN access at GPP meeting sites (C ) was presented (in response to C ). The correspondence went through several revisions to address minor editorial concerns. DECISION: C R was approved without objection for transmission to the GPP Secretariat.

11 GPP-C Page 0. NEW BUSINESS (continued): A contribution from QUALCOMM thanking the participants in the TSG-C meeting in La Jolla for being part of the xev-do friendly user trial (C ) was presented. NOTE: Because network server and Internet access were not available at the beginning of the meeting (per C from the GPP Secretariat), QUALCOMM volunteered to provide a xev-do link from the meeting hotel to their headquarters facility (from which Internet access was made available to meeting participants). ACTION: C was considered to be FYI for the TSG..
