3 The Need for Action is Clear By 2020, government interactions will require "perpetual collaboration" across trans-national agencies, societies, governments and constituencies. In the U.S., as population grew nearly 20% between 1982 and 2001, traffic jumped 236%. In Stockholm, a new smart toll system has reduced traffic congestion and carbon emissions by impressive percentages In 1900 only 13% of the world's population lived in cities.
