6 ecall Concept - Traffic accidents are one of the major causes of deaths and injuries in Europe ==> efficient intervention of emergency services is Crucial to save lives and reduce human suffering - Moreover, there are many situations where there may be no witnesses to have a mobile phone to contact emergency services. - The need for an automated method to alert about accidents ==> ecall - ecall is an in-vehicle emergency call (112) System which automates the notification of a traffic accident
7 ecall Approach: In-band modem Solution IVS (in the car) 1 st level PSAP GPS Car in incident Voice (112) CLI Location information E-112 Minimum set of vehicle data Data call to ecall enables a car (equipped with IVS) involved in a crash to automatically (or manually) dial 112 and call the nearest emergency centre (PSAP) - After the call establishment between IVS & PSAP, ecall allows transfer of data message MSD from IVS over the cellular Network to the PSAP. The MSD (140 bytes) includes: Vehicle Location Information, Time stamp, number of passengers,vehicle Identification Number.. - For ecall data transfer, an in-band modem solution has been selected and described in the Standard document 3GPP TR V8.0.1 ecall Data Transfer, In-band modem solution In- band modem = MSD data is transmitted in-band over the voice channel.

13 ecall Case Study Czech Republic Czech Republic was selected as part of the EU HeERO ( Harmonized ecall European Pilot ) program Telefonica O2, the owner of the 112 ECC System in Czech republic, decides to integrate ecall standard into its 112 System Qualcomm s solution is selected and endorsed by 3GPP( mandated by the EU and ETSI ) as the Standard ecalll in-band modem Qualcomm has developed a chipset to be integrated within the IVS (In-Vehicle System) and a software driver to be implemented in PSAP to insure the data transfer between IVS and PSAP Alcatel-Lucent is in charge to develop ecall PSAP System including: ALU PBX (OXE) with an integrated CCD module: receives 112 ecall calls from PSTN and the distribution of these calls is done by CCD module ALU CCIVR (Interactive Voice Response): to implement the PSAP in-band modem defined in the standard document 3GPP TS V9.3.0 ( ). Genesys T-Server as CTI Server MediumSoft Application Server to manage MediumSoft Appli. Clients which have to Pop-up MSD on the screen of PC ecall Agent and to localize the call on the GIS screen

16 ecall Call Flow 1. ecall reception: PBX receives incoming ecall 112 (with ecall flag ) DNIS = xxxx with 219 = ecall flag and xxxx=suffix (Operator N, BTS N ) 2. The call is routed by CCD into CCIvr, 3. Call is established between IVS and a CCIvr port. CCIvr starts the data exchange procedure (the ecall in-band modem solution described in 3GPP TS document ) to collect MSD ( 140 bytes ), 4. At the end of data collection, CCIvr transfers the call to the Pilot of ecall Agents 5. The call transfer is processed with attached data ( MSD Data 140 Bytes ), 6. The call is routed by CCD to the Group of ecall Call Taker Agents and then distributed to an agent in the group, 7. The call s arriving on the agent : The phone set is ringing, to display MSD data on the PC Screen and to position the IVS on the GIS Screen.

Transfer Call VPRM module manages the audio channel for each CCIvr ports STS module manages 2 modules allowing to read and write on the audio channel: - ASR is used as a PSAP Receiver (RX) - TTS is used as a PSAP Transmitter (TX) In band Modem module supports ecall Protocol & MSD Encoding/Decoding. Applications (CCIVR Scripts) are in charge to transfer calls (with MSD data) to ecall Taker Agents. ASR = Automatic Speech Recognition TTS = Text To Speech RX = PSAP Receiver TX = PSAP Transmitter
