1 Summary Severe Disability Premium Severe Disability Premium (SDP) is paid at two rates: lower rate higher rate SDP can be awarded in addition to other premiums. For full details on the qualifying conditions for SDP see DMG Chapter 23, Paragraph 23200, severe disability premium. How Severe Disability Premium is shown in the assessment You must visit the exceptional conditions screen to consider the award of SDP when the following are recorded on ISCS in dialogue IS090: New and Repeat claims/is091: Change of Circumstances /IS095: Conversion / Evidence : Attendance Allowance (AA) Disability living Allowance (DLA) middle or higher rate care component daily living component of Personal Independence Payment (PIP) If you do not visit the exceptional conditions screen the following error message displays in dialogue IS200: Award and Decision, E6772 error: potential entitlement to SDP exists, check details. Awarding lower rate Severe Disability Premium to single claimants Single claimants and lone parents living alone, may qualify for the lower rate SDP if either Carers Allowance (CA) or the Carer Element (CE) of Universal Credit (UC) is not in payment to anyone for caring for them and they receive: Attendance Allowance (AA) the middle or higher rate of the care component of Disability Living Allowance (DLA), or the standard or enhanced rate of the daily living component of Personal Independence Payment (PIP), or Armed Forces Independence Payment (AFIP). Awarding lower rate Severe Disability Premium to claimants who are part of a couple A claimant who is a member of a couple living alone may qualify for the lower rate SDP if either CA or the CE of UC is not in payment to anyone for caring for them and they receive: both of them receive AA

2 both of them receive the middle or higher care component of DLA, or both of them receive the standard or enhanced rate of the daily living component of PIP, or both of them receive AFIP, or the partner does not receive the benefits listed above but is blind or is treated as blind, and Awarding higher rate Severe Disability Premium to claimants who are part of a couple A claimant who is a member of a couple living alone may qualify for the higher rate SDP if: they both receive AA they both receive middle or highest rate of DLA care component they both receive the daily living component of PIP they both receive AFIP they must live alone CA is not in payment to a carer in respect of providing care for either member of the couple Action to take when deciding whether to award Severe Disability Premium Note: Also see Appendix A and Appendix B when deciding whether an SDP is payable. 1. If you have enough information to make a decision to award SDP: input exceptional condition code o (03) for lower rate SDP input (V) for verified in the verification field Income Support Computer System (ISCS) will automatically include the payment in the assessment when (V) is entered in Exc Cond screen 1. If you do not have enough evidence to make a decision on entitlement to SDP: input (RV) request verification in the Verification field o an IS10 is automatically issued when (RV) is input o an IS530 case control is automatically set when (RV) is input if the IS10 is not returned within this 2 weeks period a further clerical IS10 must be issued and a case control in IS530 must be set for a further 2 weeks a visit must be completed if no contact is made with the claimant by telephone or by issuing an IS10

3 2. If you have enough evidence that the claimant is not entitled to SDP: input exceptional condition code: input (NE) for not entitled in the verification field ISCS will not award SDP 3. Action to take when the IS10 is returned: access the exceptional conditions screen in IS091: Change of Circumstances input the date of change as the date the qualifying benefit was recorded in ISCS input exceptional condition code: input (NE) for not entitled in the verification field if the claimant is not entitled to SDP, or input (V) for verified in the verification field if the claimant is entitled to SDP 4. To assess and award SDP: access dialogue IS200: Award and Decision and the evidence summary screen if the evidence displayed on all pages of the evidence summary screen is complete and accurate, press enter access dialogue IS105: Compute Payment o check that all the details are correct and issue payment When SDP is in payment and a change of address is reported ISCS automatically ends the following exceptional condition codes: (03) SDP lower rate (04) SDP higher rate Action to take on a change of address when Severe Disability Premium is in payment: Always take action to confirm details of the address and any continued eligibility to SDP before entering and accepting the changes on ISCS. Ensure that the date of change is correct because once the start date of the new address is entered ISCS will populate an end date for SDP in the exceptional conditions screen.

4 Information Capture Tool (ICT) should ask enough questions for you to determine continued entitlement to SDP. You only need to issue an IS10 if you do not have all the information you need to make a decision. If a change of address is reported by any other means, such as by letter or if another benefit team enters a new address on CIS: 1. Contact the claimant by telephone 2. Confirm the change of address is correct 1. Confirm they are still living alone 2. Advise the claimant that you will send them the following forms which they must complete and return: NHB1A IS10 3. If the claimant cannot be contacted by telephone send the NHB1A and the IS10 to the claimant s new address. 4. Action the change of address 5. If the claimant is entitled to SDP input exceptional condition code: (03) for single/lower rate SDP (04) for higher rate SDP 6. Input (V) for verified in the verification field Note: ISCS will automatically include the payment in the assessment when (V) is entered in Exc Cond screen 7. If you do not have enough evidence to make a decision on continued entitlement to SDP you must contact the claimant by telephone to confirm: the change of address is correct they still live alone 8. If the claimant cannot be contacted by telephone: access exceptional conditions screen enter (RV) request verification in the verification field o an IS10 is automatically issued when (RV) is input o an IS530 Case Control is automatically set when (RV) is input if the IS10 is not returned within this 2 weeks period a further clerical IS10 should be issued and a case control in IS530 should be set for a further 2 weeks a visit must be completed if no contact is made with the claimant by telephone or by issuing an IS10 9. Complete the following action when IS10 form is returned:

If you have enough evidence that the claimant is not entitled to SDP: input exceptional condition code: ensure the end date for SDP is the day prior to the date of the change of address. input (NE) for not entitled in the Verification field ISCS will not award SDP 11. To assess and award SDP: access dialogue IS200: Award and Decision and the evidence summary screen if the evidence displayed on all pages of the evidence summary screen is complete and accurate, press enter access dialogue IS105: Compute Payment check that all the details are correct and issue payment
