2 Procedure No.: PA Page: 2 of 9 1. PURPOSE The purpose of this procedure is to ensure site personnel understand the processes related to available on site. This procedure will cover how to locate SDS and the proper steps involved for adding/removing chemicals on site. 2. DEFINITIONS 2.1. SDS provide the following information for on-site chemicals: Chemical Product and Company Identification, Composition/Information on Ingredients, Hazards Identification, First Aid Measures, and Fire Fighting Measures Wildcard Wildcards are symbols that can be used to replace unknown text in a database search field E Company The 3E Company is the BASF vendor chosen to coordinate Non-BASF Product SDS collection and organization for the entire BASF Corporation SuccessFactors (Learning Management System) SuccessFactors is the Learning Management System (LMS) used by the Port Arthur site to implement and track assigned training. 3. 3 Procedure No.: PA Page: 3 of 9 4. PROCEDURE 4.1. Locating SDS on Site SDS for the Port Arthur site, as well as other BASF sites can be located by accessing the SDS Corporate Webpage. To navigate to this webpage, go to the Port Arthur Homepage and select SDS Search from the Site Quick Links box BASF Products SDS BASF produces many products throughout the Corporation. These product and by-product SDS can be found in the SAP SDS database. Click the 1. SDS in SAP link on the Corporate SDS webpage and enter the chemical information to search for SDS in this database. A. Enter Sales Org. Information Enter US01 to search for chemicals in the entire Corporation or US10 to search for chemicals in the BASF TOTAL Petrochemicals LLC. Note: C4 Complex chemicals are searchable under the US10 Sales Org. B. Enter Material Name (Chemical Name) Enter the material/chemical name in the field provided, if only partial text in the material/chemical name is known, use the wildcard search method. Wildcards are symbols that can be used to replace unknown text. For example, to search for all chemicals that have the word sulfuric in the material/chemical name, type %sulfuric% in the Material Name field and click Search. The search will display every chemical name with the word sulfuric in the title. Click the Product Number to view the SDS document needed.

4 Procedure No.: PA Page: 4 of Locating SDS on Site cont d Non-BASF Products SDS Many chemicals located on site are manufactured by outside companies; these chemicals are considered Non-BASF Products. SDS for these chemicals can be found in the 3E Portal On-Line database. Click the 2. 3E Portal On-Line link to search for SDS in this system. 3E Online (Non-BASF Products) Database Training Mandatory training course NA_US_CORP-EHS0104MSDS, 3E Online General User Training, is assigned to all BASF and Contingent Staff employees. This training can be accessed in Section 6. Related Documents for all other employees. BASF can use MSDS On Demand, a 24/7/365 live support for SDS requests. The service provides access to 3E's database of millions of SDS which can then be faxed or ed based on instructions from the caller SDS Backup System A backup system is in place to ensure SDS are accessible during power or system outages. SDS CDs for Non-BASF Products A backup copy of all SDS in CD format is available, when needed, in the following location: Control Room Located near the electronic backup computer system (UPS System). The EHS Administrative Associate will upload the backup in the control room backup computer desktop once per quarter and update the SDS Reference Guide binder.

5 Procedure No.: PA Page: 5 of SDS Backup System cont d Searching for SDS on CDs To search for SDS on the backup computer desktop in the control room, please follow the steps below. Backup computer desktop contains all non-basf product SDS for the Port Arthur site and the SDS for BASF Products. The non-basf product backup computer desktop contains a.zip file for each of the following areas: BD C4 Complex Maintenance C4 Complex Other Cold Section Cracker Maintenance Cracker Other Hot Section InAlk Selop OCU OSBL Pygas Utilities Select the area in which the chemical is located. Open the excel sheet entitled Index.xls. The chemicals are listed in alphabetical order in column B. The coordinating SDS is found in column A. Double click on the desired SDS and it will open in pdf format. The non-basf product CD contains pdf versions of the SDSs found in SAP. If a paper copy of the SDS is needed, a non-network printer is connected to the Control Room back up computer.

6 Procedure No.: PA Page: 6 of Adding New Chemicals to the Site If you are responsible for adding needed chemicals to the site, please follow the proper steps to ensure new chemicals are safe to use and their presence is communicated to affected personnel Management of Change (MOC) Chemical Additions When adding new chemicals to the site, please ensure a Management of Change (MOC) has been created for the addition. A. MOC Action Items to Assign Include the following action item in the MOC. Item Assigned To MOC Form Add SDS to Non-BASF Products EHS Administrative Associate Pre-Startup Checklist Database. Attach an electronic copy of the SDS to the MOC. Include where the chemical will be located (see categories below) and the date expected on site: CRACKER Hot Section Maintenance Cold Section Other Utilities Section Pygas C4 INALK/Selop Maintenance BD Other OCU OSBL (C4)

7 Procedure No.: PA Page: 7 of Removing Chemicals from the Site If you are responsible for removing chemicals from the site, please follow the proper steps to ensure all resource listings are updated to reflect this change including procedures, etc Management of Change (MOC) Chemical Removals When removing chemicals from the site, please ensure a Management of Change (MOC) has been completed for this change. A. MOC SDS Removal Action Item When assigning action items in the MOC process, assign an action item to the EHS Administrative Associate and include the following information: chemical name, area the chemical is located (see area categories below), and date of expected removal from the site. RESPONSIBILITIES Site Chemical Vendor Contacts If you are a Site contact for a chemical vendor and receive paper copies of SDS for existing chemicals in the mail, please forward the SDS to the EHS Administrative Associate. Please be sure to write the area the SDS resides on the front page of the SDS (see listing above) Site Employees It is the responsibility of the all site employees to complete the 3E Online General User Training. It is the responsibility of site employees to be aware of how to access or obtain site SDS Contract Supervisors It is the responsibility of all Contract Maintenance Supervisors to ensure they have completed the 3E Online General User Training and communicate to their employees the proper action to take to request a copy of an SDS. SDS should be provided to employees promptly at their request EHS Administrative Associate It is the responsibility of the EHS Administrative Associate to: Create backup CDs, each quarter, for the site SDS Reference Guide located in the Control Room Update this procedure as needed.

Operations Personnel Operations personnel responsible for coordinating the addition/removal of chemicals at the site should ensure: Plant Documentation is updated to reflect the change A Management of Change (MOC) is created and ensure the appropriate personnel review and are aware of the change. 6.
