4 A History of Portable Buildings in Dallas ISD Portable Buildings were first introduced in Dallas ISD in the early 1900s. Twentyeight were in service in The cost to develop standard portable classrooms (22 X 30 ) was $ each. Based on cost data from 2003, the price was approximately $50,000 each (including delivery and installation). Dallas ISD Portable Asset *Stiegel, Walter, Ed. 5 Dallas ISD Policy Justifying Portable Building Usage CT(REGULATION) USE OF PORTABLE CLASSROOMS Portable classrooms are necessary to handle the shifting demographics of urban schools and are a temporary solution that should be used in relatively small numbers. As additions and modifications are made, classroom portables will be evaluated and eliminated, retained, or transferred depending on their condition. The District will give priority to replacing older wooden portables with newer portable classrooms that are in good condition. Early Childhood classes should be housed as much as possible in main buildings. Principals should move 5th and 6th grades classes to portables before moving early childhood classes. 5

6 Policy CT (REGULATION) Request for a Portable Classroom CT(REGULATION) REQUEST FOR A PORTABLE CLASSROOM Before a request for a portable is made, a room utilization study must be conducted and classroom space in the building must be utilized for instructional space 85 percent of the school day. Portable classroom buildings may be requested as a result of: 1. Increased enrollment on a campus; 2. Program-driven requests resulting from centrally approved or recommended programs and/or initiatives; Portable classroom buildings may not be requested or approved for: 1. Office space; 2. Storage space; 3. Additional classrooms for Adult Basic Education programs. 6

7 Process for Requesting Portable Classrooms Maintenance Services coordinates with Administrative Operations and Support Executive Director or designee to conduct a room usage analysis to determine feasibility of portable request. Principal requests for portable classrooms shall include: o The number of classrooms requested and purpose; o Learning Community Senior Executive Director approval (based on evidence of increased enrollment, additional teacher allocations, centrally approved programs, and centrally approved initiatives); o Administrative Operations and Support approval; o A room usage analysis to verify requestor's building capacity/ utilization and validation of 7 request.

10 Portable Use and Infrastructure Assessment Program The Dallas ISD Maintenance Services Department has implemented an ongoing strategy designed to facilitate the evaluation of all portable facilities in terms of condition, use, and compliance. The district has partnered with the Texas Real Estate Commission(TREC) to refine this strategy through the following: Developing a process by which each portable building is assessed and categorized; Refining the process by which portable buildings are requested; Implementing a process for the decommissioning and removing portables. Updating CT REGULATION clarifying acceptable portable usage. 10

11 Impact of the 2008 Bond Program on Portable Decommissioning and Removal Bond Funds may be used to move, relocate or demolish a Dallas ISD Portable Classroom (s) Building if its removal is related to the Scope of Work within the 2008 Bond Program. Examples include: o o o Expansion or addition to permanent building; For use as swing space; or Building is located in a necessary staging area. Construction Services has demolished approximately 86 portable buildings as part of the 2008 Bond Program. o Number of district portable buildings removed from inventory to date? 111 (including those removed by Maintenance Services). 11
