4 Logging In R-Comm: Reliability Communication Tool User Guide 1. Go to 2. Select Markets and Operations 3. Select Marketplace Portal 4. Select Certificate 5. Click Sign In 6. 5 Communication Page After signing into the R-Comm tool, users will land on the Communication page (Homepage). Users can also navigate to the Communication page by clicking the SPP icon in the top left corner of the user interface or the Communication tab in the upper-right portion of the user interface. The Communication page includes a list of Communications on the left side of the page, and a Preview Pane on the right side of the page, as well as links to the tool s Flowgates page and Reports page. The Communication page allows users to view communications originated by others and is organized much like an client with an Inbox, Sent box, and Deleted box. Each box includes slightly different functionality that is covered in this user guide. Reliability Communication Tool User Guide Page 4

6 The Inbox includes seven columns. Acknowledgements The presence of a yellow flag in the Acknowledgement column (first column) indicates a requirement to acknowledge the associated communication. Once the user has acknowledged the message, the flag will turn green. Entry Status The presence of an icon in the Entry Status column (second column) indicates the status of required user fields. o A purple clipboard indicates required user fields have not been populated by the recipient of the communication. o A light blue clipboard indicates required user fields have not been populated by another user. Priority The presence of a red exclamation point in the Priority column (third column) indicates a high or critical priority communication. o High priority communications will include a red exclamation point in the Priority column, but message text will remain white or light blue depending on communication type. o Critical communications will include a red exclamation point in the Priority column and the message text will appear in red font. Communications with a Critical priority will also include an audible alarm. From Desk The From Desk column (fourth column) identifies the originator of the communication. Time The Time column (fifth column) provides a date and time stamp of the origination of the communication. Reliability Communication Tool User Guide Page 5

7 Subject The Subject column (sixth column) is selected by the originator of the communication to provide a canned summary of the communication type. Available subject options include the following: o Conservative Operations o EEA o Evacuation o General/Informational o Geomagnetic Disturbance o Sabotage (Cyber or Physical) o Systems/Data Outage o Time Error Correction o Weather Message The Message column (seventh and final column) contains the core of the communication. Additional information will populate in the Preview Pane for selected communications. The information will vary by communication type. For communications requiring an acknowledgement, an Acknowledge button will appear in the bottom left corner of the pane. Reliability Communication Tool User Guide Page 6

8 Create New Communication To create a new communication, click the New button in the upper left portion of the Inbox window. After clicking the New button, a communication box will appear as a pop-up on the screen. Select the appropriate information in the Recipient (To), Subject, and Importance (Normal, High, or Critical) fields. Reliability Communication Tool User Guide Page 7

9 As a general guideline, select the appropriate Importance option based on the following criteria: Normal (Default selection for all new communications) Used for general communications that do not impact real-time operations or require action be taken. (Example: Planned RTU maintenance) High Used for communications that impact real-time operations but do not rise to the level of Critical and do not require immediate action be taken. (Example: Planned ICCP outage) Critical Used for communications that have a significant impact on real-time operations and/or require immediate action be taken. (Example: EMS outage) Finally, enter relevant information in the Message Text field and click the Send button in the bottom left corner of the pop-up window. Requiring an Acknowledgement: For communications that require an acknowledgement, check the Acknowledge Required button in the bottom left corner of the pop-up window. 10 To check the acknowledgement status of a sent communication, navigate to the Inbox and change the Inbox selection to Sent. A yellow flag in the first column indicates communications requiring an acknowledgement. A green flag indicates the communication has been acknowledged by all recipients. A light blue flag indicates acknowledgements are outstanding. To identify recipients who have not acknowledged a communication, click the communication in the Sent box. 11 This will display the Preview Pane on the right side of the user interface. Communication recipients will display near the top of the Preview Pane. Those appearing in green have acknowledged the communication, while those appearing in yellow have yet to acknowledge the communication. *Note: Users may not acknowledge communications sent by themselves. 12 Responding to Required Fields: Certain communication types require that the recipient reply with specific information. Required fields are identified with an asterisk and/or purple text in the Preview Pane when a communication is selected. After populating the required field, click Submit to complete the communication. Reliability Communication Tool User Guide Page 11

13 Flowgates The Flowgates page is an informational, read-only page designed to provide the following flowgate information: Flowgate (Flowgate name) IDC (Interchange Distribution Calculator Identifier) TOP (Transmission Operator that owns the flowgate) Rating In Use (Currently used Facility Rating provided by the TOP) PCtg Flow (Post-contingent MW flow across the flowgate) LODF (Line Outage Distribution Factor calculated for the flowgate) o Blank for Power Transfer Distribution Factor Flowgates % PCLoading (Percentage of post-contingent loading on the flowgate) Current Status o CME Activate o CME Monitor o Deactivated o M2M Activated Market State o ACTIVATED o MONITORED o BREACHED o Blank Last Status Change (Date and Time Stamp) Monitored Element (All flowgates) Contingent Element o Populated for Outage Transfer Distribution Factor Flowgates o Blank for Power Transfer Distribution Factor Flowgates Users may sort flowgate information by hovering over the header for any column and clicking the arrow that displays. Users can also navigate through the list of flowgates by clicking the blue navigation arrows in the bottom right corner of the Flowgate page. Users can filter Flowgates by clicking Search in the upper-right corner of the Flowgate page. The search feature will return records from fields containing your search criteria. 14 Reports Users can run a variety of reports by clicking the Reports tab in the top-right corner of the tool. To run a report, select the desired report from the Report dropdown menu. Next, enter the desired Start Date and End Date and CSV or HTML format. CSV will download the file as.csv to your computer. HTML will open a new window or tab with the HTML report in it. 15 Selecting the Transposed option will cause report data to display in columns. Not selecting the Transpose option will cause report data to display in rows. Reliability Communication Tool User Guide Page 14

16 Contact Groups The Contact Group manager is available to users who are admins for their company. To navigate to this page, click the Gear icon in the top right corner of the tool, then select Contact Groups from the dropdown menu. Contact Groups allow the admin to create a group and work similarly to distribution lists. Only contact groups made by your company will be available. To view an existing contact group, select it from the dropdown menu. Reliability Communication Tool User Guide Page 15

17 To edit an existing contact group, select it from the dropdown menu, then click Edit. Select or deselect the desk (if Desks is selected at the top) or group (if Groups is selected at the top) to add or remove it from that contact group. Reliability Communication Tool User Guide Page 16

18 To create a new group, click the New button and type a name in the Group Name field, then click the Save button. To add desks or groups to it, click the Edit button. Reliability Communication Tool User Guide Page 17

19 Member Status Users can identify other users currently online through the Member Status page. Click the Gear icon, then select Member Status from the dropdown menu. After selecting Member Status, the Member Status page will display with a green dot in the first column indicating those users who are currently connected to the tool. The Member Status page defaults to Operators to filter out back-office users and limit the data to users who have Operator in their role. Reliability Communication Tool User Guide Page 18
