2 January 9, 2019 Pasco County/Florida s Turnpike Enterprise Ridge Road Extension Monthly Status Report December 2018 PURPOSE Provide a report on the status of the Ridge Road Extension (RRE) Clean Water Act (CWA) Section 404 permit application being processed by the U.S. Army Corps of Engineers (USACE). BACKGROUND Pasco County and the Florida s Turnpike Enterprise (FTE) are co-applicants for a Section 404 permit from USACE. The purpose of the RRE project is to construct a four-lane divided highway that improves traffic mobility and provides an additional hurricane evacuation route for the County s coastal residents. In April 2015, the co-applicants filed a comprehensive alternatives analysis comparing parameters for 17 alternatives. In April 2017 USACE made a preliminary determination that the Least Environmentally Damaging Practicable Alternative (LEDPA) is modified Alternative 7, the co-applicants revised preferred alternative. Given this preliminary determination, the co-applicants have developed a detailed project management plan for completing the remaining requirements for USACE to conclude its review and reach a final permit decision. This report provides an up to date status of the activities conducted by the co-applicants, USACE, and others to complete those requirements. COORDINATION Representatives of Pasco County, FTE, NV5 (RRE engineer of record) and Dawson and Associates (D&A--Pasco County s USACE Section 404 Permitting Consultant) conduct regular conference calls and electronic communications with USACE to coordinate activities to fulfill USACE s CWA 404 permit review requirements. USACE tracks the overall CWA 404 process for the co-application using a summary flow chart. The current version of the USACE Flow Chart dated September 5, 2018 is enclosed. The co-applicants follow a detailed RRE Design and Permitting Schedule. This schedule, which is based on the project management Critical Path Method (CPM), breaks down the major tasks in the USACE flow chart by relating the interdependencies of each activity to another. The January 4, 2019 update to the CPM schedule is enclosed. 1
3 January 9, 2017 DECEMBER 2018 STATUS In anticipation of a request from USACE related to the modified permit application, the County has completed preliminary work to address any changes in the Phase II cumulative and indirect impact assessment. This draft is currently being reviewed internally. The draft revised Biological Assessment (BA) has also been completed and is undergoing an internal team review. The updated cumulative and indirect impact assessment and revised BA will be submitted to USACE for its review in early Once these documents are completed the co-applicants will be able to submit a formal reply to the May 11, 2017 USACE RAI. USACE acknowledges that the standard 45-day deadline contained in the RAI is not relevant in this case, and that the co-applicants are demonstrating suitable progress toward completing the information requested in the RAI through these periodic reports, conference call discussions, and the incremental submittal of information that is outlined in the RAI. Feedback from USACE is pending regarding comments received from the recent Public Notice, UMAM and FTE Mitigation Plan. The CPM has been updated based on assumptions for the upcoming activities. Progress on January 4, 2019 RRE Design and Permitting Schedule activities are noted below. - Activity 24 USACE Review FTE Mitigation Plan Ongoing, initial USACE comments expected soon - Activity 26 USACE Review Prelim UMAM Completed - Activity 27 Prepare Final UMAM Completed - Activity 29 USACE Review and Approve Final UMAM Underway - Activity 33 USACE Reviews and Compiles Comments Ongoing - Activity 35 Draft Update Cumulative and Indirect Impacts Additional internal team review and updates ongoing - Activity 36 - Draft Update BA Additional internal team review updates ongoing - Activity 52 SWFWMD CRI Responses Underway - Activity 70 90% Roadway and LA Plans Ongoing - Activity 71-90% Bridge Plans - Ongoing The revised RRE Design and Permitting Schedule currently indicates a permit decision by USACE mid-september 2019 (unchanged from the November 2018 report). 2
4 January 9, RECAP Several important activities took place in 2018 which affected the RRE/Suncoast Parkway interchange Section 404 permit application. Most importantly, Pasco County conducted an indepth re-evaluation of the design intent of the Phase II portion of the RRE. This re-evaluation was prompted by the change in ownership of a large track of property east of the Suncoast interchange. After conducting a traffic and hurricane evacuation analysis of a few design options, the original single access design for Phase II was found lacking when compared to a more straightforward arterial roadway design. On August 13, 2018, the County formally submitted to USACE a request to modify the Phase II design approach for Modified Alternative 7 of the 2015 alternatives analysis. USACE published a new Public Notice on September 25, 2018 to solicit public comments regarding the permit application modification. The County awaits input from USACE regarding the nature of the public comments. Other important activities conducted in 2018 follow: - On March 5, 2018 County representatives briefed HQUSACE leaders on the status of the RRE permit application. - County and FTE representatives met with USACE Jacksonville District regulatory members on July 15 and November 29 to review matters related to the permit application. - UMAM analysis was conducted for the entire RRE/Interchange project and submitted to USACE for its review. USACE comments have been addressed and expecting concurrence in early Proposed compensatory mitigation plans were submitted to USACE by the County and FTE. NEXT STEPS The co-applicants will submit their revised Cumulative and Indirect Impact Reports and updated BA in January Once USACE has evaluated comments from the new Public Notice, USACE may request further analysis and data from the co-applicants. The USACE review of the FTE compensatory Mitigation proposal is also expected in January The co-applicants will complete their detailed work to respond to the USACE May 11, 2017 RAI. The co-applicants will forward a letter to USACE providing the status of their activities. Weekly conference calls with USACE will continue. 3
