1 ETSI-PLUGTEST LIVORNO NOVEMBER 2016 In the continuous effort to support rapid ITS deployment and to validate the ETSI ITS Release 1 standards, a fifth Plugtest was organized from 9th to 18th November 2016 focusing on co-operative mobile systems standards from ETSI, CEN and ISO and to test the interoperability of ITS equipment from all key vendors. ETSI, in partnership with ERTICO, invited to the fifth C- ITS Plugtests event which was hosted by CNIT and the Livorno Port Authority at the Port of Livorno, Tuscany, Italy. This activity was supported by the European Commission. Figure 1: Testsite at the Livorno harbour Similar to past events, interoperability and conformance tests were conducted, for the first time not only in the lab but also with use cases in realistic outdoor scenarios at the harbour area and on the highway: With the support of infrastructure vendors, the lab testbed was extended with traffic management components in order to enable end-to-end interoperability scenarios, while testing ITS protocols at the air interface between OBUs and RSUs. The ETSI Conformance Validation Framework was used to pre-qualify implementations and also for the reporting of the test results during the Plugtest. With the support of Regione Toscana, AVR, Autostrade Tech, Telecom Italia and ITRI access to the Port and the Florence-Livorno highway was provided. As important ITS infrastructure vendor SWARCO had the opportunity to deploy one RSU at the Port as well as one along the highway, to connect both RSUs to the AVR highway control center and through a VPN tunnel to STS Germany and the C-ITS-S of SWARCO Mizar in Torino.

2 Figure 3: RSUs installed at the highway The scope of the event for SWARCO was to test and present the base standards conformity of our SWARCO C2X module developed in the last year from the colleagues at STS in Unterensingen. This SWARCO C2X module is based on hardware from the Australian company Cohda Wireless and Figure 2: RSUs installed at the harbour communicates wirelessly with vehicles on a frequency of 5.9 GHz, specially therefore reserved worldwide. Because there is a largely different kind of addressing needed for mobile communication compared to the already existing standard internet protocols, there was a bunch of new standards defined at ETSI where we needed to present our conformance for the roll out to the market. On top of the ETSI Standards 1 for us as provider of traffic light controllers also the additional standards ISO TS and SAE J2735 are relevant, as they are the base for the SPAT and MAP information that is necessary for signalling and topology of intersections. Together with SWARCO Mizar and the partners in the Austrian ECo-AT project we submitted the infrastructure related use cases. In the preparation of the Plugtest the use cases were discussed and interoperability tests were developed. 4 As a result of the whole bench of scenarios we tested our road side unit (RSU) in six use cases against ten different vendors of on board units (OBU) and got formal feedback that every use case was successfully approved at least from a minimum of two OBU vendors. For SWARCO Oleg Chtchoupak, Jürgen Eder and Jürgen Weingart participated at the test in Livorno and were successful in the following use cases: UC1 RWW Road works warning, where DENM about closed lanes were sent UC3-1 Time to Green UC3-2 Traffic light violation Send out of traffic light signalling information as SPAT and MAP Send out of traffic light signalling information as SPAT and MAP UC4 Data Aggregation Receive, calculate and forward vehicle moving data out of CAM UC5 IVI Send out traffic sign information of VMS by IVI UC9 Mitigation Send out mitigation information about tolling infrastructure by CAM Before and after every session the problems at the tests and the announcement of the new tests were discussed in a debriefing and the test schedule was adjusted to the needs.
