2 The purpose of standards? 1. Interoperability: Specification of interfaces allowing equipment and software from different vendors working together as intended. 2. Portability: Related to software being capable to run on different platforms. 3. Functionality / performance: Specification of minimum required functional behavior and performance. Specification of station-internal functionality (typically optional / conditional requirements) C-ITS standards 2

3 Who produces C-ITS standards? 1. ISO TC204 "Intelligent Transport Systems" is THE standard producer for ITS since the term ITS exists (1992). 2. CEN TC278, in cooperation with ISO TC204 (Vienna Agreement) 3. IEEE, especially the 1609 WG, for which the IEEE p was promoted first. 4. ETSI TC ITS (since December 2007), founded by members of ISO TC204 WG SAE USA in the area of data specifications (Message Sets). 6. ITU tries to "jump on this train" Harmonisation of national, regional and international interests is a painful, long-lasting process! C-ITS standards 3

5 C-ITS Paradigms What ist C-ITS? 1. Sharing of data between stations, i.e. communications between stations. 2. Usage of the ETSI ITS-G5 system. 3. Sharing of data between different applications, application of hybrid communications between ITS station units operated as Bounded Secured Managed Entities, thus creating a network of trust C-ITS standards 5

6 "Big Boss" Paradigms Whose wishes for C-ITS standards get priority? 1. "We OEMs build cars.thus road operators need to follow our voice". 2. "We road operators and authorities build and maintain roads, on which OEMs' cars want to drive. Thus OEMs must follow our voice". 3. We mobile network operators build and maintain communication networks, this OEMs and road operators / authorities need to follow our voice" C-ITS standards 6

7 Purpose Paradigms What is C-ITS good for? 1. Significant improvement of road safety achieved by car-to-car communications. 2. Improvement of traffic management, traffic flow, and road safety by roadside-vehicle communications. 3. Many other purposes, including commercial services C-ITS standards 7

8 Business Model Paradigms How is C-ITS financed? 1. By operating C-ITS the same way a cellular network is operated. 2. Payment of ITS station units (e.g. in cars) by the user - communications is free of charge, except for cellular networks. 3. By taxes, as C-ITS solves problems of the Government. 4. By fees for pre-processed probe data; probe data that are transmitted to the OEMs' clouds, preprocessed there, and finally sold to commercial service providers C-ITS standards 8

9 Requirements on C-ITS standards 1. (Day-1) use cases: top-down approach! First C-ITS applications (day 1 use-cases) were unknown when C-ITS standardization started! Standardization of technologies started on the basis of assumed use-cases C-ITS standards 9

10 Requirements on C-ITS standards 2. Secured ITS station units, and secured, prioritized communications. 3. Remotely managed (wireless links) ITS station units (Updates of software, protocols, parameters and data). 4. Secure access from ITS station units on data (sensor) networks (e.g. CAN bus in cars). 5. Portable applications that are abstracted from communications, i.e. only know about functional requirements on communications. 6. Highly precise and fast position, speed and location services. 7. Means to distribute data inside ITS station units, e.g. Local Dynamic Map (electronic horizon) and "publish / subscribe" real time processes C-ITS standards 10

11 Requirements on C-ITS standards 8. Geo-dissemination of data. 9. Hybrid communications that is managed, such that new access technologies don't require a redesign of the ITS station. "Decentralized", with highly efficient protocols directed communications (e.g GHz or Infrared Light) Short range communications (e.g. 5,9 GHz) Mobil IPv6 via multiple access technologies "Centralized", i.e. cellular networks Wired communications C-ITS standards 11

12 Sets of C-ITS standards Release 1 (Test-Release): ETSI and CEN presented a set of "Release 1" standards under the EC Mandate M/453. Many projects ignore the CEN Release 1 set almost completely. Release 1 is not a release in the strict meaning, as known e.g. from 3GPP. Release 1 neither is complete nor consistent. Release 2 (First release for series production): Has to reflect the needs of all stake-holders, especially including those from infrastructure operators and vendors, thus considering standards from all SDOs, especially CEN/ISO. Must be consistent and allow for interoperable implementations C-ITS standards 12

16 Examples of relevant standards Security: ETSI TS : Stage 3 mapping for IEEE and other ETSI TSs... The least developed part. A lot is missing, especially an approach to secure an ITS station unit. Isn't it that the discussion on privacy is just still performed in order to avoid introduction of C-ITS with p? C-ITS standards 16
