1 REQUIREMENTS FOR THE OCCUPATIONAL COMPETENCE OF EXTERNAL QUALITY ASSURERS (EQAs) OCR 2017 Version 11 December 2017
2 This booklet contains the occupational competence criteria for the following qualification suites: ADVICE AND GUIDANCE BUSINESS AND ADMINISTRATION BUSINESS ENTERPRISE CAREER GUIDANCE CREATIVE AND DIGITAL MEDIA COMPETENCE CUSTOMER SERVICE HEALTH AND SOCIAL CARE SECTOR HEALTH AND SOCIAL CARE SECTOR - LEADERSHIP IT PROFESSIONAL COMPETENCE (Level 4 only) LANGUAGE QUALIFICATIONS LEARNING AND DEVELOPMENT MANAGEMENT RETAIL SKILLS SUPPORTING TEACHING AND LEARNING IN SCHOOLS TEACHING/ASSESSING LEARNERS WITH SPECIFIC LEARNING DIFFICULTIES TEACHING IN THE LIFELONG LEARNING SECTOR (2011 STANDARDS)
3 CONTINUING PROFESSIONAL DEVELOPMENT (CPD) To maintain your occupational competence to undertake the task of external verifying you must ensure that your occupational expertise is up to date. This requirement is not only from OCR but is part of the qualification requirements and accreditation conditions. You must provide OCR with evidence of your continuing professional development on an annual basis. This evidence must include the development of knowledge and skills in your vocational area. It is important that you collect evidence of your continuing professional development. A useful way of demonstrating this is to build a portfolio of evidence for the activities you have undertaken. Evidence of continuing professional development can be generated from a range of sources, including: working in the sector volunteering in the sector undertaking work placements undertaking work shadowing managing staff or projects in the relevant environment internally assessing/verifying in the relevant environment undertaking professional training participating in relevant conferences and seminars (this can be online eg via a webinar) reading relevant professional journals (supports, however, not sole evidence of CPD). Evidence may take the form of: job description contract of employment witness testimony certificates for professional qualifications published research papers/contribution to journals. If you are employed within the vocational area for which you undertake the task of external verifying, your employer may provide development opportunities. During each agreement period, you will be asked to submit to OCR a record of your CPD for each qualification suite for which you undertake the task of external verifying. You must give details of your CPD on the Ongoing CPD Occupational Competence Template - provided by OCR. These must be submitted to the EV CPD mailbox evcpd@ocr.org.uk when requested. You must complete one Section 2 CPD template for each of the qualification suites for which you undertake the task of external verifying. Each Section 2 CPD template must be specific to the qualification suite. Undertaking the task of external verifying (including standardisation) of these qualifications is not in itself sufficient evidence as proof of CPD. Please refer to the individual subject specific occupational competence requirements in this document.
4 Advice and Guidance ADVICE AND GUIDANCE Scheme Codes: OCR Level 3 NVQ Certificate in Advice and Guidance (31/12/2022) OCR Level 4 NVQ Diploma in Advice and Guidance (31/12/2022) In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35 New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role have relevant current industry experience and competence in the occupational working area at, or above, the level being assessed. This may be evidenced through CV and references, possession of a relevant Advice and Guidance qualification, appropriate membership of a relevant professional body or CPD have a sound understanding of the National Occupational Standards for Advice and Guidance have direct or related relevant experience in assessment and internal quality assurance be committed to further training and development.

New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role have credible expertise in Business and administration relevant to the level(s) of the qualifications they are seeking to externally verify keep themselves up-to-date with developments in Business and Administration practice have a thorough understanding of the NOS for Business and Administration at the level(s) of the qualifications they are seeking to externally verify. demonstrate administration occupational knowledge in all the mandatory units and a significant proportion of the optional units, together with an industry awareness of, and familiarity with, the remaining optional units, including the specialist units. The occupational knowledge must have been gained in a real work administrative job role demonstrate the currency of their occupational knowledge and expertise. Evidence regarding the appropriate occupational knowledge and continuous professional development might include: the provision of CVs and/or written statements records of personal interviews - 'development interview' identification of relevant qualifications identification of relevant and suitable work experience benchmarking of current skills/practice to Business & Administration standards the provision of a continuous professional development log that demonstrates how occupational competence is maintained over time.
6 Business Enterprise BUSINESS ENTERPRISE Scheme Codes: Level 2 Award in Business Enterprise (30/04/2018) Level 3 Award in Business Enterprise (30/04/2018) In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35. New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role. have enough appropriate experience and occupational competence to enable them to make a valid judgement about a demonstration of competence in the area they will be verifying All EQAs should have at least one of the following types of experience: entrepreneurial experience in a small business or social enterprise or as a charity trustee with direct financial responsibility; senior management experience in a small business or social enterprise or charity, with financial responsibility; or experience at senior level in a specialised business profession directly related to business management over a wide field of businesses, including small and start-up businesses and social enterprises and charities as appropriate Evidence regarding the appropriate occupational competence and continuous professional development might include: the provision of CVs and/or written statements identification of relevant business experience running own business.
7 Career Guidance CAREER GUIDANCE Scheme codes: OCR Level 6 Diploma in Career Guidance and Development (31/12/2022) OCR Level 4 Diploma in Career Information and Advice (31/12/2022) In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35. New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role be occupationally knowledgeable across the range of units for which they are responsible prior to commencing the role Please note that for the career guidance theory unit, internal verifiers must hold either the QCG, DipCG, QCG Development, Level 4 LDSS NVQ or Level 4 Advice and Guidance NVQ. For internal verifiers who have achieved either the LDSS or Advice and Guidance NVQs, career guidance must have been studied and applied as part of the qualification. maintain their occupational knowledge by actively engaging in continuous professional development activities in order to keep up-to-date with developments relating to the sector.
8 Creative and Digital Media Competence CREATIVE AND DIGITAL MEDIA COMPETENCE Scheme code: OCR Level 3 Diploma in Creative and Digital Media Competence (31/12/2020) In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35. New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role have the relevant experience of working in the sector with occupational competence to enable them to make a valid judgement about a demonstration of competence in this area, normally through demonstrating that their own practice meets the National Occupational Standards. They must: have competence in the use of digital media capture equipment (eg D-SLR cameras, HD video cameras, audio recorders and a range of supporting accessories) use software applications to create digital media solutions and products have competence in creating digital media that is fit for purpose in a commercial context understand the commercial requirements and processes when working in the sector for which they are acting as an external verifier ensure occupational competence reflects up-to-date practices in the workplace ensure that their occupational knowledge is maintained through ongoing Continued Professional Development (CPD) which must include a range of activities such as: working in the sector, volunteering in the sector or job shadowing in the sector attending relevant training, conferences, seminars keeping up-to-date with developments in the sector through reading professional journals/sector websites etc. have knowledge of the requirements of the qualification and associated National Occupational Standards have knowledge of the OCR systems, processes and quality assurance procedures and related regulatory requirements Please note, external verification of these qualifications is not in itself sufficient evidence that these criteria are being met as proof of CPD.

11 The EQA working at Level 1, 2, 3 or 4 must have: A thorough understanding of the National Occupational Standards in Customer Service, 1. at the relevant level 1, 2, 3 or 4, with the ability to interpret them within the environments and sectors they are working in. Knowledge of current practice and emerging issues and 2. changes in the VQ area across the UK Knowledge of current practice and emerging issues and changes in Customer Service across organisations and industries. Experience and working knowledge of the operational, assessment and verification processes specifically for the relevant level of Customer Service NVQ Level 1, 2, 3 or 4. Sufficient, relevant and credible Customer Service experience across the level and breadth of the Standards and NVQs at the relevant Level 1, 2, 3 or 4. Appropriate A and V Units according to their role within 12 months for EQAs. Demonstrated high levels of communication and interpersonal skills. Suggestions of ways this can be evidenced by (these are not compulsory, just a guide): gathering feedback from a variety of centres explaining and putting the National Occupational Standards into the contexts they are working in taking active participation in consultations and briefings with Awarding Organisations/Bodies, UKCES, Accreditation Bodies and the CfA explaining the differences between the 4 UK Countries gathering feedback from a variety of employers and centres attending conferences or workshops where trends and developments in Customer Service are on the agenda reading Customer Service publications and articles regularly looking at the CfA Website for new developments keeping up to date with media news regarding Customer Service joining the CfA having a successful track record of assessing or verifying the current Standards across a variety of organisations achieving or be working towards the Level 2, 3 or 4 Customer Service NVQ gathering feedback from a variety of employers and centres curriculum vitae and references/testimonies producing certificates or evidence of working towards these units or by taking part in a Employer Direct Model in partnership with an Awarding Organisation/Body gathering feedback from candidates, employers or peers

14 IT Professional Competence IT PROFESSIONAL COMPETENCE (Level 4 only) Scheme code: OCR Level 4 Diploma in Professional Competence for IT and Telecoms Professionals (31/12/2019) In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35. New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role have the relevant IT Practitioner/Professional experience and occupational competence to enable them to make a valid judgement about a demonstration of competence in this area, normally through demonstrating that their own practice meets the National Occupational Standards. They must: have competence in the use of technologies to communicate construct/update and modify hardware across a range of areas on a regular basis to include CPU's, installation of new drives, peripherals, etc work with network (whether home or commercial) have competence in developing software and recognising components and be comfortable working in the environment. ensure their occupational competence reflects up to date practices in the workplace have knowledge of the requirements of the qualification and associated National Occupational Standards up to an including level 4 understand QCF qualifications and the use of the command verbs at the appropriate level have knowledge of the OCR systems, processes and quality assurance procedures and related regulatory requirements

16 Languages In order to be appointed and retained for the level of NVQ they wish to verify, EQAs must: or unit D35. New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role skills to at least QCF level 4 in a language other than English. When they do not have skills in a particular language being assessed, they may appoint an expert witness who has these skills, to advise on questions relating to language competence sufficient expertise to enable them to verify assessment decisions and advise assessors, internal verifiers and centres on the quality and consistency of assessment and verification systems and practices up-to-date knowledge of verification practice, demonstrated by a record of continuous professional development reviewed on at least an annual basis knowledge and understanding of the qualification they are verifying in-depth knowledge of the UK Occupational Language Standards in-depth knowledge of the awarding body s quality assurance procedures. If the EV is not fully competent in the language being assessed an expert witness should be appointed, if necessary, to advise on issues related to levels of language competence Languages EVs must constantly practise and update their competence in the languages s/he verifies. This can be achieved by visits to the countries concerned, attendance at languages seminars, conferences and language shows, watching foreign language cultural productions on global television, following current events on-line, reading foreign language literature and articles in the press medium and listening to live or recorded radio broadcasts.

If the EQA is no longer a current practitioner in the area of assessment and quality assurance, in Learning and Development, they will need to outline how they are still up to date with best practice. hold one of the following assessor qualifications or their recognised equivalent: - Level 3 Award in Assessing Competence in the Work Environment or - Level 3 Certificate in Assessing Vocational Achievement, or - A1 Assess candidate performance using a range of methods, or - D32 Assess candidate performance and D33 Assess candidate using differing sources of evidence. hold one of the following external quality assurance qualifications or their recognised equivalent: - Level 4 Award in Externally Assuring the Quality of Assessment Processes and Practice, or - Level 4 Certificate in Leading the External Quality Assurance of Assessment Processes and Practice, or - V2 Conduct external quality assurance of the assessment process, or - D35 Externally verify the assessment process show current evidence of continuing professional development in assessment and quality assurance. Best practice would suggest that external quality assurance staff should also hold an appropriate internal quality assurance qualification, either: Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practice, or Level 4 Certificate in Leading the Internal Quality Assurance of Assessment Processes and Practice, or V1 Conduct internal quality assurance of the assessment process, or D34 Internally verify the assessment process.
18 Learning and Development EQAs must also have: OR held posts of responsibility involving the monitoring and review of the occupational competence of others; been responsible for internal verification and assessment of national occupational standards; AND FOR BOTH OF THE ABOVE: demonstrated updating and continuing competence within the last year involving at least two of the following activities: attending at least one relevant external verifier induction/training event run by an Awarding Organisation, this can be online, or for example, via a webinar. shadowing an experienced external verifier on centre visits collaborative working with Awarding Organisations such as redevelopment of external monitoring systems study related to a job role, this can be in various different ways, for example: reading related literature watching or listening to relevant radio and/or television programmes attending or taking part in relevant courses taking relevant qualifications taking part in relevant on-line webinars attending relevant employer based events. All EQAs will have a sound working knowledge and experience of vocational assessment. They must also be familiar with internal as well as external verification procedures as defined in the national standards for external quality assurance. They must also demonstrate competence in the particular external verification procedures set down by the Awarding Body for the qualification (including appeals and complaints procedures). The following requirements apply to the units developed by the Management Standards Centre and now overseen by the Council for Administration (coded MSC). EQAs must demonstrate that they: have credible expertise in management and leadership relevant to the level(s)/unit(s) they are verifying keep themselves up-to-date with developments in management and leadership practice; and have a thorough understanding of the National Occupational Standards for management and leadership at the unit(s)/level(s) they are verifying.

New EQAs should be given a clear action plan for achieving the appropriate qualification(s) within 12 months of commencing the role have credible expertise in management and leadership relevant to the level(s) of the qualifications they are seeking to externally verify demonstrate administration occupational knowledge in all the mandatory units and a significant proportion of the optional units, together with an industry awareness of, and familiarity with, the remaining optional units, including the specialist units.
