Introduction Tender Documents For Upgradation of Wireless Network of Hostels of Tezpur University Tezpur University is a Central Govt. funded University established by an Act of Parliament in the Year It is situated at Napaam in the Sonitpur District of central Assam. It is 12 Km. from Tezpur township. It has a well-developed LAN infrastructure. It is planned to upgrade the existing wireless network of eight hostels viz.(i) Subansiri, (ii) Bordoichila, (iii) Pragjyotika, (iv) Dhansiri, (v) Kanchenjungha, (vi) Nilachal, (vii) Charaideo and (viii) Brahmaputra or part thereof depending on the solution outcome. It may also so happen that the implementation of the proposed upgradation of wireless network may be taken up in phased manner. Therefore, proposals are invited from OEMs/ Dealers/ Firms/ System Integrators, we call it as Vendors, having good experience and knowledge in commissioning Wireless Networks of similar nature in the North-East India. 2. About Existing Network The existing wireless network devices are unmanaged and technologically obsolete, based on 54 Mbps 2.4 GHz standalone Indoor Access Points, and are presently inadequate to cater current user needs. However, all the hostels have good 1Gbps OFC connectivity with the Computer Centre (Core Switch). This OFC connectivity made operational as a part of MHRD s NMEICT scheme of LAN Setup. Each of the mentioned hostels have 24-Port Gigabit L2 Manageable Switches with 20 Nos. of Information Outlets placed strategically at various corridors of the hostel building and can be used for Wireless Access Points. Scope of Work Proposals are invited to provide a turnkey solution for upgradation of existing wireless network with technologically advanced devices which include supply, installation &commissioning and integration with the University s existing wired network. The solution should be Controller based and designed in such a way that every user in the hostel buildings get an assured bandwidth of not less than 2Mbps during peak time. There should be a provision of Network Management System (NMS) to manage the wireless network and devices. Since 1Gbps OFC connectivity to each hostel building is already operational, therefore, it should be skipped from the proposal, however, the current capacity of switches in the hostels, which is 24 port, may need to be increased as per the design proposed by the Vendor. The present switches can be at most loaded up to 23 ports excluding the active fiber port. There are 20 I/O ports already available, wired with CAT6, and are strategically placed in the hostel corridors. Moreover, the existing switches are IEEE 802.3af PoE capable without PoE license. The Vendor must include the cost of license activation of the switches in the proposal. The proposed solution must support all application software, system software and network protocols and must be easily upgradable. 4. Specification of Proposed Wireless Network Access-point-based wireless network infrastructure must be accomplished through centralized controller/switch architecture. The solution should be able to cover all the hostels with stable signal strength, of not less than 50%, at any point in the hostel building and the users must be able to get at least 2 Mbps of data rate during peak hours. The vendors must design the Wireless Network in such a way that it effectively load-balances during peak /off-peak hours with easy manageability Access Point (AP) The Wireless Access Point must have dual band single radio or dual radio and must able to operate in 2.4GHz and 5GHz frequency band so as to provide effective throughput and scalability in high density environment. Should support Data Rates of up to 300 Mbps per Radio and 600 Mbps for dual radio based Access Points. The Access Point should ensure simple, secure interoperability with other devices and should be Wi-Fi n certified. The AP should have enterprise-grade capabilities such as AP auto discovery, 802.1X authentication, role- and device-based policy enforcement, rogue AP detection and RF Management and Failover The AP Should Support WPA-2 Enterprise class security interoperable with devices supporting - o WPA Enterprise o Both (WPA-2 & WPA) o Dynamic WEP with 802.1x Supports up to 12/24 non-overlapping Channels for Single/Dual radio. Should have provision for external antenna connectors supporting MIMO Technology. Should have 10/100/1000BASE-T autosensing (RJ-45) Ethernet Port and Management console port The Access Points should be powered using PoE 802.3af standard over Cat 6 cable. The APs may have the feature of a controller in a no controller based small wireless network deployments. 2 P a g e

Management and Security The Management System should have the capability of automatic wireless AP configuration and management functions. It should have the control, security, redundancy and reliability needed to cost-effectively scale and manage the wireless network easily. Wireless security must be able to monitor the RF environment to detect and locate unauthorized wireless activity, including rogue access points and RF denial of service (DoS) attacks. Vendors must include NMS to manage entire proposed Wireless Networks for the hostels. APs in a centralized controller architecture must provide wireless intrusion protection and powerful spectrum analysis capabilities. Inventory reports for wireless equipment deployed within the network (APs, Management Controllers, etc.). Reports should include the hardware type, software version/ revision and location. Performance Monitor like memory and CPU usage must be tracked and reported at configurable intervals. Coverage hole alarms can be generated to provide a better view of the coverage hole problems experienced by client devices. Security information can be downloaded as a report and the number of rogue devices detected by each access point can be automatically listed on the summary report. Clients Reports on the roaming history of all clients, the busiest clients and a list of unique clients that accessed the wireless network in a specific area for a specified duration of time can be generated. 3 P a g e

5 Trends in client counts can be displayed in a graph Access points Traffic stream metrics for access points can be generated as a report or a graph. Access points can be reported by their location or SSID and the status of each access point by its profile listing can be reported. Software upgrades should be done centrally to the Access Points and Controllers 4.4 Documentation The vendor shall supply the following documents at the time of Acceptance Test: Complete set of Technical/Operation Manual. An inventory of items delivered. Comprehensive inventory report. Node & connectivity details. Access Points, Controller and other equipment installation Report. Network Diagram. Certification details of Access Points, Controller and other equipment. 4.5 Compliance and Regulatory Certificates UL/IEC/EN UL 2043 FCC EN / / MIC/VCCI (Japan) EN EMC requirements for the Medical Directive 93/42/EEC R&TTE Directive 1995/5/EC 72/23/EEC IEEE n Certified The bidder shall furnish a complete list of all standards and codes under which his equipment is designed, manufactured and assembled along with the bids. 5. Technical Terms & Conditions (i) The Vendors are requested to do a site survey of the proposed locations and if required may consult Technical In-charge of the University about any clarification before bidding. (ii) The Vendors are also requested to quote wireless devices per hostel basis so as to plan as per fund availability. (iii) Any UTP cabling work in excess of existing must be done in strict accordance with the CAT-6 TIA/EIA-568-B standard and have to be done through PVC (Cap-on-Casing) conduits/channels within buildings. The cabling work should be neatly done and properly &adequately documented on the Information Outlets, Jack-Panels, Racks, etc. (iv) All Passive components should carry a performance warranty for 20(Twenty) years. (v) All access points should be neatly and firmly mounted with its mounting hardware. (vi) The equipment's to be supplied shall operate without any deviation in quality or degradation of system performance and all the parameters detailed in these specifications shall be guaranteed over the following environmental conditions- Operating Temperature: 0 to 45 o C. 6 (vii) Any other item not mentioned anywhere but required for successful commissioning of the proposed network must be specified in the bid. Hence, request for last moment amendments in the PO will not be entertained. (viii) All the wireless solution products viz. Access Points / Antennas / RF Cables /Controller/ NMS etc. should be all from the same OEM. (ix) The vendor, if necessary, must obtain clearance from Govt. or Regulatory Authority to deploy wireless devices in TU campus to operate in the specified 2.4/5.0 GHz frequency band. (x) Proposed Wireless infrastructure should be able to deliver not less than 50% of stable signal strength at any point in the hostel buildings and minimum client bandwidth not less than 2Megabit per second. (xi) Any accidental damage occurring out of installation work in the hostel buildings shall have to be repaired by the vendor at its own cost. (xii) Onsite hands-on training on product configuration and management for at least two people must be provided. (xiii) Any products which are nearing End of Sale or already announced End of Sale must not be quoted in the solution. To ensure a Certificate in this regard must be obtained from the OEM stating that the product quoted will be in Sale for at least next 3 years; and spares &updates will be available for next 5 years. (xiv) All quoted rates should be valid for at least six months from the date of bid and may be extended up to one year so that any additional work, if any, can be processed on Pro-Rata basis. (xv) All the quoted items must have a comprehensive warranty of one year from date of installation. (xvi) Extended Warranty for 2nd & 3rd year must be specified separately. (xvii) Performance Bank Guarantee (BG) of 10% of the ordered value of products must be provided for one year. (xviii) Any Subscription/time based licenses are not acceptable in any form for the proposed solution. However, license fees for wireless devices should be included in the solution itself with lifetime validity. 6. Tender Terms and Conditions:- 1. Non Refundable Tender Fee of ` (Five Thousand) in the form of DD payable at Tezpur favouring Registrar-Tezpur University. No Cheque payment is acceptable. 2. Refundable Earnest Money Deposit (EMD): EMD of ` (Twenty Five Thousand) in the form of DD/ Banker s Cheque have to be deposited in favour of Registrar, Tezpur University. 3. Prices to be quoted F.O.R. Tezpur University. 4. Taxes and other levies (if any) must be shown separately. 5. Tezpur University is exempted from paying Custom & Excise Duties. 6. Price Validity: Rates must be valid for at least One Year. 5 P a g e

7 7. Warranty: All active products should carry a comprehensive warranty of one year from date of installation & commissioning. 8. Time of Completion: All Supply, Delivery & Commissioning will have to be completed within 6 Weeks from the date of issue of the Order. 9. Performance Guarantee: The successful bidder shall be required to furnish Performance Guarantee for an amount equal to 10% of the contract value in the form of Bank Guarantee (BG). The validity period of the performance BG shall be one year from the date of actual completion of work. 10. Procedure of Bidding: Quotations must be submitted in two properly sealed envelopes marked as: (a) Part1: Technical Bid, and (b) Part2: Price Bid And, both the envelopes must be sealed inside a third envelope. The Tender Details like Tender No., Title of the Tender and Address of the Bidder must be clearly written on each of the three envelopes. The bidder should submit their bid documents within the stipulated due date & time as published in the University website. In any case, no bids will be accepted after the due date and will be returned back to the bidder without opening the envelopes. The bids will be opened in presence of Committee members and Bidders or their representatives on the date and time announced. Only Technically Qualified bidders will be eligible for the price bid evaluation and other technically un-qualified bidders will be returned back their sealed price bid envelopes. The University reserves the right not to award work orders on the basis of mere fulfilling of the lowest bid criteria. 10. The bidder shall provide the following documents along with the Technical Bid: a: Up-to-date VAT clearance certificates. b: Copy of incorporation of the Firm / Company/ S.I. c: Copy of PAN Card. d: Copies of two work orders of Wireless Networking of value more than `. 25 lakhs each executed with in the North-East India. e: Copies of the last three FY s audited Balance Sheets. f: A Letter of Authorization Certificate from the OEM. g: Obsolescence Certificate of the offered products for at least 5 years. h: A list of customer bases in North-East India. i: A list of Service Centres located in North-East India. j: A list of Service Personnel in North-East India with location details. k: Standard Technical literature of the offered products 6 P a g e

8 l: Copy of the Price Bid without the prices. 11. The bidder shall provide only the pricing information in the Price Bid Envelope. 12.
