2 Why traffic management systems? The goals of traffic policy Traffic should flow as smoothly as possible, traffic space should be optimally utilized, and unnecessary traffic should be avoided. Parking Urban traffic Road works Events The current situation Today, traffic systems for road traffic in the cities and on highways, for the parking traffic and for public transport are being managed by separate control centers that individually perform their management tasks on the basis of their own data that has been acquired for this specific purpose only. Information Traffic Management System The idea By consolidating the information from the individual traffic systems in a central traffic management system and by making it available, in an adequate format, to travelers, to traffic control systems and to traffic planners, it would be possible to optimize the traffic flows. At the same time, planning data for improved traffic management would be made available in concentrated form in one location. This would result in a synchronized, i. e. balanced traffic management. 3 The benefit Of course, the benefit to be expected from a traffic management system depends on how many and which of the individual systems can be integrated more traffic subsystems mean more information and thus more benefit. Many of the numerous benefit aspects of a traffic management system are related to traffic control, including the Optimization of traffic control and guidance Optimization of traffic control becomes possible through the exchange of information between the control centers of inner-city traffic control, the highway guidance systems, the parking guidance systems, and the guidance systems for public transport. The examples below are grouped by the traffic subsystems involved in which the benefit is realized. Urban traffic control Traffic data from the urban highway sections: This enables the inner-city traffic computer to adjust the signal programs to the inbound traffic. Information about roadworks and events: This enables the inner-city traffic computer to select the appropriate signal programs. Delay information from the puplic transport control computer: This enables the urban traffic computer to adjust the relationship of private traffic and puplic transport, for example, by synchronizing traffic lights. Highway traffic-computer center Congestion reports from the inner-city area (either from separate detectors or from the connected urban traffic computers): This enables the highway traffic computer center to appropriately reroute the inbound traffic. Information from parking guidance systems about parking space shortages in the city: This enables the highway traffic computer center to signal this situation to the inbound traffic via dynamic information signs and, if necessary, redirect the traffic to special parking lots through variable direction signs, e. g. during trade shows. Information about roadworks in the city: This enables the highway traffic computer center to display corresponding information on information panels or to set the variable direction signs accordingly. Parking guidance computers Information about roadworks and events: This enables the parking guidance computer to set the parking routes accordingly. puplic transport control computer Information about roadworks and events: This enables the puplic transport control computer to schedule complementary traffic and any necessary route changes. Other benefit aspects The remaining benefit opportunities of a traffic management system cover a broad field and apply partly to the community and partly directly to the traveler (see sidebar on the right). Benefit for the community Optimization of operations through: Overview of critical information of all carriers Control of the connected centers from one central location (e. g. at night or at weekends when low traffic volumes can be expected) Input of similar information such as roadworks, incidents, events, holidays etc. only once, with forwarding to the connected systems Central acquisition of operational messages from all traffic engineering systems Image improvement through the comprehensive and timely provision of traffic information for citizens Improved planning data for future traffic planning because the traffic management system provides more output options and the use of more strategic detectors. Benefit for travelers Improved, up-to-the-minute information about the traffic in different locations, collective and individual, pretrip and on-trip: Statements on information signs and media about the situation of private traffic, events, roadworks and parking situation, connections to puplic transport and service intervals Provision of this information on Internet portals Coordinated information from a single source

4 The technology In the current version of the SITRAFFIC CONCERT traffic management system, the following systems can be integrated as standard: Parking guidance systems from different manufacturers Controller SITRAFFIC Central and VSR M Service platforms from different manufacturers Control centers for Parking pay & display machines Roadwork management systems from different manufacturers Variable direction sign system Variable message signs (LED technology) Internet servers Detectors of the type Traffic Eye Universal Collective information can be published via variable message signs or distributed to the media via fax and . An additional open interface is available to enable the acquisition or transfer of data from/to other systems, such as information for a Website. The possibility of directly connecting Traffic Eye Universal detectors allows the acquisition of traffic data with SITRAFFIC CONCERT independent of the existence of infrastructure in all traffic-relevant locations. SITRAFFIC CONCERT is PC-based and uses Web-based user interfaces. Depending on the overall size of the system, CONCERT consists of several servers and as many workstations (clients) as the customer requires. 5 The traffic situation at a glance User interface of SITRAFFIC CONCERT The most obvious part of the SITRAFFIC CONCERT user interface is the geographic representation of the city to be monitored. In this display, all objects can be visualized in the same manner: with the status of the object - OK or faulty with updated measurements, such as the current occupancy of multey-story car parks or the current traffic situation at measurement points or routes. Of course, the user can choose which objects to view at a given time because with a simultaneous display of all objects, the completeness of information could be at the expense of clarity. This is the reason why the objects are grouped in different layers. Detailed information about each object can be obtained by performing a mouse click on the object. In addition to the geographic vector map, the function tree is displayed on the left side, and the menu box for the operational message archive appears at the bottom of the screen. Zoomed-in section The function tree allows access to the individual functions for which boxes will appear above the digital map. The operational message archive box will always display the latest operational messages.

6 Signs to inform travelers In order to inform travelers about the current traffic situation in their city unexpected congestion, roadworks or events variable message signs in the traffic space are the medium of choice. An advantage are information panels that are capable of displaying color symbols in addition to text. The SITRAFFIC CONCERT sign control allows you to control user-programmable LED signs and even conveniently create the layout for the display texts and images. The signs can be controlled manually, time-driven or event-driven, e. g. based on a change in the traffic situation. The road works manager Major determinants of the traffic flow are roadworks, traffic disturbances such as accidents, congestions or events. On the one side, travelers want to be informed about such events as well and as soon as possible. On the other side, however, it is also required to reroute the traffic accordingly, either by offering alternative routes on signs or by selecting different signal programs. The integration of such events into the traffic management system is the task of the message manager. Handling is essentially similar for the different types of events. The events can either be input manually via a SITRAFFIC CONCERT user interface, or they can be automatically accepted from a roadworks management system via an external interface. The media manager A system that collects such an amount of different information must also be able to automatically forward this information in different ways. In addition to providing the possibility of making information available to other systems via the open interface, the media manager can forward the information time-driven or event-driven via fax or . Of course, this will require the appropriate presets. Example of a user-programmable information sign. CONCERT STRAMO, the tool for the traffic engineer It is the task of the traffic engineer to combine individual information entering the traffic management system to form concentrated overall information, as well as to define actions based on this information. For this task, he can rely on a software tool that allows him to establish virtually any logical combinations of measurements and results of upstream logic operations in the form of decision tables. The definition of logic operations and testing can be performed off-line, with the results being translated into an executable program in a fully automatic manner and transferred into the system. The results of the logic operations can e. g. be used to visualize traffic situations on the map or in the Internet or to control information panels. Examples: A newspaper needs information about the scheduled events of the next few days only once a day. A radio station continuously broadcasts traffic information and thus needs continuously updated information about the current traffic situation. It needs to be notified immediately about extraordinary events such as road accidents. The media manager acknowledges these different needs. The type and frequency of transmission can be selected, it may be cyclic or event-driven. Using predefined textblocks, the variable data such as location, time etc. are entered and sent to the recipient, also in predefined forms if required.

7 Measurement archive and statistics The multitude of measuring data that are generated in the system are necessary input for traffic planners. For this reason, a measurement archive is made available that can accommodate the data of all objects that occur in the system. In order to be able to leverage this data later on, all descriptive data are included in the archive, i. e. not only the name and ID of a measurement point but also its location, type, the number of lanes etc. The user can configure which data shall be stored. A statistics software is offered for the analysis of this archive, which offers various options and can also be used offline, independent of the entire SITRAFFIC CONCERT system. The operational message archive assistance for maintenance All important events in the traffic management system are written into the operational message archive. This includes fault messages of equipment as well as interventions by maintenance personnel, the output of positioning commands to signs or the generation of fax or messages to media. All incoming operational messages are immediately displayed in a separate window on the screen. The stored files are documents, they cannot be altered or deleted by the user. Each message is characterized by a type and stored with the date and time of its occurrence, the designation of the object to which it refers and additional information in as much detail as possible. Filter functions can be used to determine which message types will appear in the on-line window and which messages shall be directly forwarded via SMS to maintenance personnel. Additional functions Of course, SITRAFFIC CONCERT also offers a user administration feature and multiple system overviews, e. g. overview lists of the connected detectors. CONCERT is customizable SITRAFFIC CONCERT is a modular system. The system can be ordered with components that are tailored to a specific application and upgraded later. The ongoing system development will yield more new components.
