4 Overview The sole purpose of the Request for Proposal (RFP) issued by the Academics Plus Charter School (APCS) District is to provide interested parties with information enabling them to prepare and submit bids for the n etw ork infrastructure, necessary to support new c lassrooms resulting from construction of the new Maumelle Charter High School and Middle School. This school will support K6 through K12. A proposal providing a comprehensive solution that includes hardware, software, installation, and related services for the APCS District is preferred. All services are to be completed within the guidelines and regulations for local, state and the federal E-Rate Program. However, vendor can bid on individual pieces of the project. While the ideal proposal would be all encompassing; separate proposals for the wiring, wireless, and switches, as well as other infrastructure items needed for the new building are acceptable. All equipment included in vendor s proposal must be new equipment, purchased from authorize d seller. No grey market, third party, or used equipment will be considered. Purchased equipment must be compatible with existing network equipment and should not increase complexity or cost of management. This proposed request is for services to be subsidized under the Universal Services E-Rate Program for Schools and Libraries. No purchase order will be issued, no installation will occur and no services will be provided until approval of the form 471 application. The APCS D istrict reserves the right to accept or reject all proposals or sections there of when the rejection is in the best interest of the school district. The APCS D istrict reserves the right to award without further discussion (See the section titled Right to Reject). 5 1. DESCRIPTION OF PROJECT 1.1 APCS District is seeking a solution for a high capacity wireless network for a new three story high school/middle school constructed in the middle of the campus. The switching, racking, wiring, and additional networking components required to support network connectivity are an integral part of this solution. Bidding collectively on the entire project or on separate portions of the project is acceptable. This new construction will tie back via Single Mode Fiber to the MDF located in our existing Elementary building. The building contractor will install the conduit between buildings. Installation of conduit between buildings will not be part of this project. 1.2 APCS District is seeking proposals to complete this work. 1.3 This Request for Proposal (RFP) is issued to invite vendors to submit information and/or proposal(s). Issuance of this RFP in no way constitutes a commitment by APCS District to select a v endor and/or reward a contract. The A P C S District reserves the right to accept or reject any or all proposals submitted. 1.4 Wireless connectivity must provide the density to support 1:1 wireless classroom coverage. It should provide for all students viewing a 2 4 minute online video in HD once every hour. Vendors can assume A P C S District has sufficient Internet bandwidth. 1.5 The primary objective is to ensure that bottlenecks do not occur at the wireless access point. The network should be able to support simultaneously connected devices in classrooms, auditoriums, libraries, fine art rooms, cafeteria, offices and common areas. Classrooms must be able to support the usage of up to 30 wireless devices each. 1.6 Clients (Faculty and Students) must be able to roam throughout the facility without needing to refresh DHCP. Should any Vendor propose a solution that does not meet the requirements listed below, the Vendor must provide sufficient documentation that APCS District s primary objective will be met with their solution. 6 1.7 Additional requirements are as follows: APCS currently has a centralized method of managing existing Aerohive wireless access points. Proposals should interact easily with the existing solution and should not result in the district incurring additional cost beyond the scope of this project. Proposals should include isolation of the student wireless network from the internal private network and provide an enterprise class solution. Proposals should include the ability to throttle student wireless bandwidth as needed. Proposals should include a realistic assessment of actual access points, as well as, cabling and other equipment necessary to support the wireless needs outlined above. Technical specifications of equipment and a network diagram should be provided with the proposal. The proposal must guarantee performance sufficient to fulfill the needs of the district as requested within the RFP. After implementation of the successful Vendor's proposal, if additional equipment, cabling or labor is needed, the Vendor will bear all costs necessary to satisfy the requirements of this RFP. 1.8 It is the Vendor's responsibility to ensure that the equipment proposed meets the performance specifications of the manufacturer and the previously stated requirements. A P C S District will not release the Vendor from the performance guarantee required above, resulting from malfunctions or defects in equipment due to manufacturer error or flaws in the equipment or design. 1.9 It is important that Vendors meet the expectations as set forth in this RFP; especially the requirements for high density wireless access that provides the potential for 1 to 1 wireless coverage in the classrooms Because of the diversity of possible solutions, the Vendor will provide detailed proposals to accomplish the task. Specifications in this RFP are general and minimal to allow proposals to be as innovative as possible., 1.11 APCS District is requesting a solution to include all shipping costs, installation of equipment, configuration, cabling, warranties and technical support, training and represent complete installation and integration with the existing network where necessary. While an all-inclusive solutions is preferred, Vendors can bid on separate portions of the work. These separate bids will be considered along with all inclusive bides. The submission of separate bids supporting new construction wiring, racking, etc., as indicated in Appendix C New Building Wiring Plans and Specifications, is acceptable. 7 2. SCOPE OF THE PROJECT 2.1 Vendors are required to submit a proposal detailing their project plan based on the specifications, and information addressed in this RFP, attachments and information provided at the campus meeting. The preferred bid would be an all-inclusive and 100% "Turnkey solution. However, separate bids on wiring, MDF connectivity, wireless, switching and UPS will be accepted for consideration. 2.2 While a high capacity wireless infrastructure is needed, the project also includes the POE switches, wiring, racks and MPF connectivity. The district will select the most cost effective proposal(s) to accomplish the goals as set forth in the RFP. The scope of this project will not change, but the number of drops required could decrease, which will in turn decrease the amount of equipment needed to support wireless and network connectivity for this new facility. 3. SPECIFICATION OF WIRELESS AND NEW BUILDING INFRASTRUCTURE: Recommendations and best practices provided by the Vendor are encouraged. 3.1 For wireless access points and infrastructure to support 1:1 coverage for a three story high school consisting of 34 classrooms, a gymnasium, offices and cafeteria. 3.2 Provide Advanced RF and radio resource management 3.3 Support Multicast video delivery across WLAN 3.4 Support I s o l a t e d Guest a n d S t u d e n t access 3.5 Must support hardware-based feature provisioning 3.6 Must include a management system with the access points capable of ac powered via 802.3af PoE 3.7 Capable of connecting to wired network via 10/100/1000BASE-T RJ Compatible with existing Aerohive wireless access points and management software. 8 4. ACCESS POINTS-REQUIREMENTS Requirements may change based on feedback from Vendors. 4.1 Must support a/g/n/ac clients. 4.2 Access points shall have a minimum three transmitters, three receivers, and three ac spatial streams (3x3:3 MIMO). 4.3 Each access point should have at least one gigabit uplink port, preferably two. 4.4 Access points shall support rogue access point and RF interference detection 4.5 All access points shall support dual-band, two-radio operation such that 2.4 GHz and 5 GHz operations are supported concurrently. 4.6 The installed solution shall support load balancing wireless clients across multiple radios. 4.7 Powered via 802.3af PoE 4.8 Classroom management capability for teachers. 4.9 Provide cabling for Access Points 4.10 Compatible with existing Aerohive wireless access points Fiber from MDF to IDF and from IDF to data closets should be Single Mode Fiber 5. CONTROLLER REQUIREMENTS 5.1 The solution shall be centrally managed. Compatible with existing Aerohive management solution. 5.2 The solution shall be fully IPv4 and IPv6 compatible. SYSTEM MANAGEMENT 6.1 The installed system shall provide a management application that allows a single point of configuration for the entire solution, and the ability for a single point of configuration per site. It must integrate seamlessly with existing campus wireless management. 6.2 System must support centrally deployed configurations and upgrades. 6.3 Must provide the capability to ensure equal airtime for all clients in environments where there is a mix of ac, n, and a/b/g clients. 6.4 Must describe Authentication and Accounting options example active directory support. 6.5 Describe the warranty offered for all devices and management system in this proposal. 6.6 Must provide access to live support calls. 6.7 Centralized Network Management Solution that meets the requirements provided below: Management application must include: Dashboards with drill down ability Customized reporting for historical and real-time data Interactive topology maps Device views Events logs Device search functionality Ability to throttle Student bandwidth if required Must provide the capabilities to modify, filter and create your own flexible views of the network. Must provide a tool to find the physical location of systems and end users, and where they are connected, quickly and easily. Must allow scheduled events or tasks that the user can perform behind the scenes or schedule an event for another time in the future. Must be able to deploy policies network wide, wired and wireless. 10 7. PROJECT PLAN MANAGEMENT 7.1 Contractor shall provide, at a minimum, the following project management which addresses Items 8-11 below. 8. PROVIDE PROJECT WORK PLAN 8.1 Contractor shall develop and maintain a Project Work Plan which breaks down the work to be performed into manageable phases, activities and tasks as appropriate. The work plan will provide approximate expected start and completion dates. 9. WIRING, SWITCHES, PATCH PANELS, RACKS AND INSTALLATION 9.1 All cables, fiber jumpers, patch cords, patch panels, racks, connectors etc. shall be provided as required to connect all installed equipment. 9.2 Additional managed, Layer 3 PoE switches will be required to support the wireless infrastructure. All switches must be scalable to 10 Gigabit, and PoE Any power injector used by the vendor in their solution must meet the standards of the Access Point manufacture for the Access Point being powered. 9.4 Vendors must supply and install a factory patch cable to a patch panel and supply and install patch panels specific to the certified structured connectivity solution if required. All cables must terminate directly back to a distribution closet. 9.5 All network wire needs to be Category 6 rated or better with compliant Category 6 accessories used, i.e. all patch panels are Category 6 rated and the RJ45 termination ends should be Category 6 rated. Cabling must be properly labeled and installed with an end to end solution and have as a minimum 6e for data, as it applied to the environment and the structure solution selected. 9.6 Vendor will be responsible for labeling and testing all connections and providing a document showing all drop locations as well as test results. A labeled jack must match a labeled port on the patch panel. 9.7 All wiring must be concealed either in wall or conduit. No exposed cable runs will be allowed. 9.8 All current equipment will remain the property of the APCS District regardless of its use or non-use in the successful proposal. 11 9.9 The APCS District network is made up of HP P ro c ure switches. Any switches added MUST be able to connect and work seamlessly with our existing campus H P s w i t c h e s and HP network management software The APCS District is currently using Aerohive Wireless access points for wireless campus connectivity. Any access points or wireless equipment added must be able to work seamlessly with the existing wireless equipment and management software The APCS District will break ground on 1 June 2016 on a new three story high school/middle school. This new construction is due for completion in the summer of This new addition will contain three floors with 7 classrooms and 9 offices on first floor, 13 classrooms on the 2 nd floor on the second floor and 13 classrooms on the third floor. A gymnasium will be attached to the high school and a cafeteria will be connected to the first floor. All new classrooms need to support wireless one to one coverage. Cat 6 wiring, switches, wireless, racks and other network infrastructure as needed are part of the bidding process. A portion of the classrooms on the second and third level will be wired to support 1:1 student access in each classroom. (Appendix C provides floor plans and wiring specifications for the new building) 10. EQUIPMENT INSTALLATION, CONFIGURATION, AND TESTING 10.1 Wiring installation will include all project equipment and cables, but not limited to, mounting racks, UPS s, switches, fiber extenders, power cords, fiber panels, jumpers,, face plates, cabling connectors, copper patch panels, patch cords, power cords, etc 10.2 APCS District will work closely with the provider to ensure all configurations meet the needs of the district All equipment shall be fully installed and tested /48 managed POE, Layer 3 switches are required to power the equipment. 11. TRAINING 11.1 Training shall be provided to A P C S District technical staff on all installed equipment and software The cost for training shall be included in the total cost of the proposal The Vendor shall provide knowledge transfer to A P C S District technology staff on all installed hardware/software solutions provided. ATTEND MANDATORY WALK- THROUGH 12.1 Vendors meetings are available on March 28, March 31, April 4 or April 7at the APCS Administration building located at 900 Edgewood Drive, Maumelle, AR at 10AM CST. Please call Johnny Haley at to confirm your attendance. Proposals submitted by Vendors not attending a scheduled session may not be considered. 13. ON-SITE REQUIREMENTS 13.1 Site credentials should be worn to identifying worker as a contractor or contractor and will be required to be displayed at all times All fire and electrical codes will be followed. 14. INTERACTION WITH STUDENTS 14.1 ANY INTERACTION WITH STUDENTS BY THE PROVIDER AND/OR ANY REPRESENTATIVE IS STRICTLY PROHIBITED The provider is expected to supervise and exercise control over any employee or subcontractor employed, and shall be held responsible for the actions and activities of both employees and subcontractors The installers need to have complete knowledge and possess skills to complete the project without learning on the job. 15. REFERENCES 15.1 Provide a list, containing a minimum of three references that include: company name, type of business (preferably a K-12 school), address, contact info, phone, number, address and the scope of work provided References will be contacted to confirm the bidder s abilities and qualifications as stated in the bidder s response. The department may deem the bidder s response, unresponsive if a reference cannot be contacted from a listed reference after reasonable attempts. VENDOR QUALIFICATIONS 16.1 APCS District may make such investigations as deemed necessary to determine the ability of the vendor or subcontractors or suppliers to perform the work, and the vendor shall furnish to the AP CS District all such information and data for this purpose as the APCS District may request APCS District reserves the right to reject any bid if the evidence submitted by or investigation of such Vendor fails to the satisfy the A P C S District that such vendor is properly qualified to carry out the obligations of the contract and/or to complete the work contemplated therein within the time required The vendor is specifically advised that any person, firm or other party to whom it proposes to award a subcontract or purchase order under this contract must be acceptable to the APCS District The vendor (contractor) must have a qualified engineer to perform all configurations of access points and management software The vendor must have the eligibility to participate as a service provider in the E-Rate program and provide the APCS School District with their SPIN. The provider must be able to support SPIN payment and bill APCS only for their portion of the service, while billing USAC for the remainder of the approved cost share The vendor must have the authority to do business in the State of Arkansas The vendor must accept complete responsibility for the installation, acceptance testing, and certification of the System. 17. RIGHT TO REJECT 17.1 APCS District reserves the right to accept or reject all proposals or sections thereof when the rejection is in the best interest of the school district. APSC District reserves the right to award without further discussion. Therefore, responses should be submitted initially with the most favorable terms the Vendor proposes. AP CS District reserves the right to reject the proposal of a vendor who has previously failed to perform properly or completed on time contracts and to reject the proposal of any vendor who in the opinion of APCS District, is not in a position to adequately perform the contract. APCS District reserves the right to reject any and all proposals, any part or parts of a proposal, waive any requirements in the RFP for good cause. 18. RIGHT TO DISQUALIFY APCS District reserves the right to award to other than the lowest cost vendor when, in the judgment of the district administration, it is in the best interest of the district to do so. A vendor may be disqualified for any of the following reasons: 18.2 Vendor s failure to comply with requirements regarding Certificate of Responsibility APCS District RFP: Category 2 -- Wireless, Switching and New Construction Page 13

14 18.3 Vendor having defaulted on a previous contract 18.4 Vendor having performed unsatisfactorily on a previous contract 18.5 Vendor s failure to include documentation for required certifications and authorizations 18.6 Vendor s failure to provide a minimum of three references (preferably educational Arkansas setting) for projects of similar size and complexity 19. PRICING OPTIONS REQUESTED 19.1 APCS District seeks a Not-To-Exceed cost on the response. APCS District understands the challenge of this request and will try to provide as much information as possible The submitted quotes must include all items outlined and detailed by line in the Proposal Price Format requirement on page Vendors are asked to use this RFP and scheduled visits and subsequent quotes as a basis to develop the required Not-To-Exceed Cost APCS District shall have the right to approve a quote or ask for refinement as needed prior to the start of any installation All pricing options shall include maintenance, support, training, and licenses as required. 20. E-RATE The RFP is requesting Category 2 equipment and services to be subsidized under the Universal Services E Rate Program for Schools and Libraries. No purchase order will be issued, no installation will occur and no services will be provided until approval of the Form 471 application that is issued as a result of the proposals being submitted in response to this request. No administrative charges related to the USAC method for invoicing (SPI or BEAR) will be accepted. This project is subject to funding availability and may be contingent upon E- Rate funding commitment All Vendors must be eligible to participate in the E-Rate Program, have or apply for a service provider identification agree to obtain or have a current Service Provider Annual Certification Form (SPAC) on file with the SLD, and comply with all SLD service provider requirements. 15 21. PROPOSAL RESPONSE FORMAT Proposals should b e submitted i n letter-size (8-1/2 x 11 ) format. Proposals should follow the format and order of presentation described below: 21.1 Cover Page Appendix A must be included with all proposals Introduction (Cover Letter) 21.2 Proposal 21.3 Proposal must include: A brief statement regarding the Vendor s understanding of the scope of the work to be performed 21.4 Provide an executive summary of the Proposer s proposed plan as well as its area(s) of expertise and resource capabilities it believes highlight its firm as superior or unique in addressing the needs of APCS District as described in the RFP This section shall also serve to introduce the purpose and scope of the proposal. It shall include a stipulation that the proposal is valid for a time period of one (1) year from the date of submission. The section shall also include a summary of the proposer s qualifications and ability to meet the overall requirements Company Qualifications and Experience 21.7 Proposed Project Personnel List that will be involved with the project 21.8 The vendor should provide detailed information about the experience and qualifications of the proposer s assigned personnel considered key to the success of the project The installation of any products shall be performed by certified employees of the vendor, if applicable Installations and testing shall be performed or supervised by personnel qualified to install and test the System, in accordance with the manufacturer requirements. The supervisor(s) shall have successfully completed the installation training provided by the manufacturer First year maintenance and support must be included in the proposal cost (Eligible for E-Rate funding). Year two and three maintenance and support should be listed as an optional purchase (Ineligible for E-Rate funding support Vendors are required to breakdown the purchases by floor and building as outlined in the table in Appendix B. 16 21.13 Contracts will be awarded only after receiving a funding commitment and decision letter from S c hool a n d L i b r a ry D iv is io n ( SL D) or agreed upon by the district. This RFP will automatically become part of any contract awarded to a vendor. 22. EVALUATION FOR R A N K I N G VENDORS 22.1 Procedures for Evaluation 22.2 APCS District will utilize, but is not be limited to, the following criteria in reviewing and scoring the bids. Weighted Evaluation Scale 22.3 Proposals will be objectively evaluated as to compliance by a qualified team. Price and alternate criteria will be evaluated The APCS District has the right to request clarification or additional information from the vendor Written or oral discussions/presentations for further clarification may be required of some or all vendors A best and final offer may be requested from some or all vendors. This will be the only opportunity offered to make changes in the proposal Final scoring will be based on a predefined method and the proposal with the highest score will be selected for award, pending final negotiations. Price has the highest point value (per (SLD) rules for evaluating RFPs for e-rate funding), but will not be the sole criteria when selecting the vendor. See scoring criteria in the attached Appendix B The APCS District will notify all vendors that submitted a proposal in writing when a vendor has been selected The APCS District reserves the right to accept any or all parts of a proposal, reject any or all parts of a proposal, or to cancel this RFP if it is in the best interest of the AP C S D istrict to do so. 23. PROPOSED PLAN 23.1 Proposals should include any resources for project implementation or deployment. Present creative solution or innovative concepts to meet the needs of the district for consideration. 24. PROJECT SHEDULE 24.1 Delivery is a critical factor with this project. A project timeline must be submitted reflecting milestones and durations for each task to be completed to successfully implement the proposed solution. A final schedule of these tasks will be mutually agreed upon after a Vendor is selected. APCS District RFP: Category 2 -- Wireless, Switching and New Construction Page 16

17 25. PRICING FORMAT 25.1 All Vendors must submit a separate pricing quote of each school location. The attached Bid Proposal Cover Sheet (Appendix A) shall be included with all proposals. 26. 20 Appendix B Evaluation Factors for Awarding Contract APCS Public Schools E-Rate: Category 2Wireless System Category 2 New Building Infrastructure Build Out Any award to be made pursuant to this RFP will be based upon the proposal with appropriate consideration given to operational, technical, and cost requirements. Evaluations of offers will be based upon the vendor s responsiveness to the RFP and the total price quoted for all the items covered by the RFP. The following elements will be the primary considerations in evaluating all submitted proposals and in the selection of a Vendor. 1. Cost of eligible equipment and/or eligible services points A vendor s cost of E-Rate Eligible products and services, including unit prices, labor rates, travel/trip charges, etc. (PRIMARY FACTOR). The total long-term cost to the District to acquire the goods and services which includes licenses and yearly charges. 2. Reputation of Vendor...15 points The reputation of the vendor and of the vendor s goods and services. Personnel qualifications, vendor s experience with overall installation, integration and maintenance capabilities based upon performance record and availability of sufficient high quality vendor personnel with the required skills and experience for the specific approach. References will be contacted and points awarded according to their responses. 3. Features included...10 points All documented features of the device in the RFP will be evaluated and points awarded as such. 4. Hardware Support...10 points Technical support will be contacted and will be evaluated on its technical knowledge, English as the primary language, and ease of use. 5. Reliability of the device recommended by the vendor points Quality of devices recommended by vendor speak with other users of the same devices. 6. Interface...10 points The user interface of the access point control center will be evaluated and points awarded on the ease of use and the completeness of the interface according to this RFP. 7. 21 Appendix C New Building Plans New Building Plans Supporting the New High School/Middle School Facility This new construction is in the center of our campus. It will consist of a three story high school/middle school, with attached gymnasium and cafeteria. The main IDF will be on the first floor, with a data closets each located on the 2 nd and 3 rd floors. Single Mode Fiber is required from the existing campus MDF to this new first floor IDF. Separate Single Mode Fiber connectivity will be required from the first floor IDF to data rooms on 2 nd and third floors. Switches from these rooms will feed each floor. As an alternative to this solution we will lean on the vendors to bid proposals that provide the most cost effective solution for delivering network connectivity. A1.2 - First Floor: 7 Classrooms/Offices/Cafeteria. This level consist of a reception area requiring 2 dual cat 6 jacks, 11 offices requiring a dual cat 6 jack, 5 classrooms requiring 3 dual cat 6 jacks and a cafeteria requiring 5 dual cat 6 jacks. 10 dual cat 6 jacks will be required for 10 wireless access points. A work room containing 1 dual cat 6 jack and a fax line. The main IDF is contained in this diagram. A total of 76 network drops and 1 fax line are required. A1.3 - First Floor/Gymnasium (Connected to HS/MS) This level will require 15 network drops A1.4 - Second Floor: 14 Classrooms and Office/work room This level consist of 14 classrooms with 3 dual cat jacks each. One of the classrooms will be wired for 35 computers, and two for 30 each. 13 dual cat 6 jacks will be required for 13 wireless access points. An office and work room on this floor will each have dual cat 6 jacks. A total of 209 network drops are required. A1.5 Second Floor/Gymnasium (Connected to HS/MS) This level will require 10 network drops. A1.6 Third Floor/Offices The level consist of 13 classrooms with 3 dual cat 6 jacks each. One of the classrooms will be wired for 35 computers and two for 30 each. 13 dual cat jacks will be required for 13 wireless access points.
