1 Brewster School District Request For Proposals For E-Rate Category 2 Internal Connections Overview Dates 1. Introduction: Brewster School District #111 is located in Brewster, WA. Facilities consist of 4 primary buildings (elementary, high school, alternative high school, transportation building) and numerous portables. We have a total of 65 classrooms serving a student population of about 1000 students. We have over 600 computers in a mixed platform environment mostly PC connected via Ethernet and six carts of Chromebooks, six carts of PC notebooks and one cart of ipads. During the summer of 2005 we completed a network upgrade from our router to classroom switches. All of the equipment installed at that time was from Cisco with a Gigabit fiber backbone, Gigabit copper to most classrooms and a district wide wireless network. We use this network to power our hosted Cisco VoIP telephone system. Most of our switches at the MDF and IDF level are maximized and do not have any open ports. They have also entered End of Life status. We need to upgrade our equipment as it is aging and the demand for bandwidth is increasing rapidly. To be able to move to a one-to-one or even a BYOD requires a strong wireless network. Our current network is being taxed by teachers streaming content for their classrooms, our IP video camera system and the move from paper to electronic testing. Before we can upgrade our wireless network we need to have a physical network capable of supporting the required services.. 2. Purpose of RFP: To upgrade the backbone to 20GB and switching equipment to match continued increased network usage to prepare for the upgrade of our wireless system. Specific details are listing current equipment, desired equipment, Evaluation rubric are attached. 3. 3 Or ed to: 2. For submitting a complete RFP, Contractor's Qualifications and Insurance/Warranties should include: a. Description of company's services, organization structure and experience. b. Name and qualification of individuals who will support contract. c. At least 3 references of a similar size and scope who are using services described in this RFP. d. Identification of financial stability to supply, install and support the services specified. e. Insurance coverage providing: (1) Statutory Worker's Compensation (2) Contractor's Public Liability Insurance (a) Bodily Injury (b) Property Damage 3. A complete RFP should also identify Contractor's previous Installation Practices experience including: a. Project Management b. Installation c. Testing d. Acceptance e. Documentation 4. Maintenance and Support: Any other statements that will insure that the installed equipment and service provided will be covered under a full parts/labor warranty for 1 year should be stated here. 5. Costs/Prices

4 a. Signature of the individual who is legally authorized to make the product, service, performance and pricing commitments in the response to the Request for Proposal. b. Describe costs for services requested under Description of Services. c. Describe any other costs associated with the successful installation and implementation of all the services requested under this RFP. d. Include any Certificates of Compliance (containing any statutory compliance programs, i.e., Employee Equal Opportunity and Affirmative Action, Statement of Intent to Pay Prevailing Wage, etc.) 6. Authorization: Submitted RFPs must be signed in ink by an individual authorized to legally bind the entity submitting the proposal. If sent electronically, the following statement can be used: This document, sent electronically from my Internet address, serves as my signature, verifies that I have read, understood and have responded to all the requirements of the proposal process. 7. Required Information: All sections of the RFP must be submitted; no sections can be left blank unless you are only applying for one or more sub-sections of the RFP. Rules/Conditions for modifications, withdrawal or cancellation 1. Selection process: All RFPs submitted by due date will be reviewed by a school district appointed committee using the Rubric. 2. Contractor Responsibilities: If RFP submitted in its entirety, contractor will be the Prime Contractor and shall be responsible, in total, for all work of subcontractors. All subcontractors must be listed in the proposal. a. Costs for developing and delivering responses to this RFP, and any subsequent presentations, are entirely the responsibility of the contractor. b. All materials submitted in response to this RFP become the property of the school district upon delivery and will be incorporated in the contract. c. The contractor shall keep themselves informed of, and shall comply with all applicable laws, ordinances, rules, regulations and orders of the City of Brewster, Okanogan County, Washington State, Federal or public bodies having jurisdiction affecting any work to be done to provide the

5 services required. The contractor shall provide all necessary safeguards for safety and protection, as set forth by the US Department of Labor, Occupational Safety and Health Administration (OSHA) as well as by any applicable state and local laws. d. The contractor shall pay for all applicable taxes, royalties and license fees. The contractor shall defend all suits or claims for infringement or any patent rights and hold the entity harmless from loss when a particular process, design, or the product of a particular manufacturer(s) is specified. e. Certifies the prices included in this proposal are no higher than the lowest price it charges to similarly situated non-residential customers for similar services (lowest corresponding price). 3. Contract Provisions and Terms: a. Successful awarding of this RFP is contingent upon full approval of Federal matching E-Rate funds as identified in Form 471. b. Brewster Alternative High School resides in the district office / alternative high school building. Brewster High School and part of Brewster Middle School (grades 7 & 8) reside in the high school building and the Brewster Elementary School and grade 6 of the middle school reside in the elementary school building. Our connection with Okanogan County PUD fiber is in the MDF at the high school. 9 Brewster School District Requested equipment is listed by building and location. The following equipment listed is all Cisco as that is what our network environment is based on. It also may not be the latest models so bids may quote the latest models or equivalent non Cisco gear that would work in our environment with our Cisco 5508 wireless controller Cisco APs and our Cisco VoIP phone system. The list may not be totally inclusive as some components like power supplies, connecting cables, patch cables are not listed. The plan is to use our existing 62.5/125 Multi Mode fiber to create a twin 10GB backbone. Currently fiber from the elementary MDF is terminated in portable 3 where there is a WS C3508 XL that is connected to the MDF and to some of the portables. Some of the portables connect back to the MDF. I would like to replace it with a switch that can be part of the new 20GB backbone and then distribute the a 1GB signal out to the portables and supply copper RJ45 connectivity to portable 3 where it is located.
