Thompson Center, University of Texas, Austin Getting the Most Out of your WWTP: An Uprating Case Study for the Waco MARSS Central WWTP The Waco Metropolitan Area Regional Sewerage System s (WMARSS) Central Wastewater Treatment Plant (WWTP) serves approximately 175,000 people living in six separate customer cities. The Central WWTP was originally commissioned as a trickling filter plant in the 1970 s and then expanded to an activated sludge plant in the 1980 s. The last expansion, in 1995, upgraded the plant to provide single stage nitrification and treat the plant s current permitted annual average flow of 37.8 million gallons per day (MGD). When the City of Lorena and other new service area was added to the system, the WMARSS system undertook a major expansion program. A new interceptor sewer was designed to bring flows from the additional service area to the Central WWTP. The Central WWTP needed to be upgraded and its capacity expanded to treat the anticipated additional flows. HDR Engineering, Inc. (HDR) worked with the plant operations staff to develop an expansion program to provide treatment for the anticipated flows. HDR evaluated the treatment capacity of both the activated sludge aeration system and the secondary clarifiers and developed improvement recommendations to increase the permitted treatment capacity by 7.2 MGD (to 45.0 MGD annual average capacity with 10 BOD/15 TSS/3 NH3 limits) without the addition of any aeration tank volume or additional clarifiers. The project design also included improvements to allow the plant to handle a 2-hour peak flow of 84 MGD and provided approximately 20 million gallons of peak flow storage. John Marler is a Project Manager in the water design group in HDR s Austin office. John is a Texas PE, has a BS and MS in Civil Engineering from UT Austin, is an Associate with HDR and has been with HDR in Austin for over 8 years. John s experience includes a wide variety of engineering projects, including water and wastewater treatment plants, pump stations, pipelines, hydraulics and other civil engineering applications. 3 WEFTEC OCTOBER 2011 Members of the WEAT Central Section attended the annual WEFTEC Conference in Los Angeles from October th. Technical workshops started during the weekend and the remainder of the conference exhibits and technical sessions were facilitated during the week. WEAT had its annual Board meeting at WEFTEC discussing the broad range of WEAT topics and the latest messages from WEF. In addition, WEAT members cheered on our local Austin Water Utility Dillo Express in the Operations Challenge. The Dillo Express Team performed well in the highly competitive Division I by winning first place in the Wilo maintenance event. In addition, WEAT members sported Operations Challenge shirts showing respect for the late Joe King, a passionate supporter of the Operations Challenge and also Past-President and volunteer in our WEAT Organization. WEAT/AWWA HAPPY HOUR OCTOBER 2011 The Young Professionals coordinated a happy hour at Hula Hut on October 20th. Thank you to Hartwell Environmental ( for sponsoring the October YP event.
