2 BACKGROUND The first works aimed to set up I3TO were initiated by Decision No 213 of the Ministry of National Defence in July The Inspectorate reached full operational readiness in September 2014 and as the institution is subordinated to the Minister of National Defence and directly supervised by the Secretary of State. 2
3 MISSION Implementation of innovative defence technologies into the armaments and military equipment to be acquired for the Polish Armed Forces 3
4 GOALS Identification and monitoring of innovative technology development in order to implement it into the military armament and equipment Supervision of R&D projects aimed at application of new technological solutions into the armed forces to increase their operational capabilities 4

7 MAIN TASKS MILITARY EQUIPMENT ACQUISITION SYSTEM Involvement in the Polish Armed Forces Development Programming in the field of defining operational requirements in terms of ability of applying modern defence technologies IDENTIFICATION PHASE Participation in the military equipment acquisition process in terms of ability of applying modern defence technologies, as well as assessment of tasks resulting from the Polish Armed Forces Technical Modernization Plan with respect to Fundamental Interest of National Security ANALYTICAL AND CONCEPTUAL PHASE 7
8 MAIN TASKS RESEARCH & DEVELOPMENT Submitting proposals of tasks to the plan of scientific research on innovative defence technologies Supervision of selected projects related to the state defence and security, carried out off the Ministry of National Defence, aimed at increasing the Polish Armed Forces operational capabilities Developing a plan of action stimulating domestic defence industry companies to apply desired technologies to products dedicated to the Polish Armed Forces 8
9 MAIN TASKS INVOLVEMENT IN EXTERNAL PROGRAMS, COOPERATION Involvement in work of task groups within the programs of space research and exploitation Developing recommendations for the Ministry of National Defence in the field of effective exploitation of space and satellite technologies for the needs of the Polish Armed Forces Reviewing execution of EDA s selected research programs and projects Involvement in developing proposals for activities which enable the State Treasury, represented by the Ministry of National Defence, to obtain exclusive rights to inventions, utility models and industrial designs with regard to the projects financed from the state budget 9

11 CONCLUSIONS I3TO: does not have tools to stimulate interdisciplinary research (basic) and develop innovative technologies does not conduct research / does not have budget to finance projects of innovative technologies development does not have tools (financial resources as well) to promote technologies and defence industry achievements does not control execution of projects and does not assess rules of distribution of financial resources for technologies development (has no impact on these matters) 11
12 CONCLUSIONS I3TO participant of the military equipment acquisition system coordinator of implementation of identified innovative technologies and results of R&D recommended for the Polish Armed Forces coordinator of the Ministry of National Defence activities with regard to space technology partner for bodies of the Ministry of National Defence in the field of recommendation and cooperation aimed to modernize the military equipment partner for the bodies of the Ministry of National Defence as well as other institutions in terms of regulation of industrial property rights 12
