2 INTRODUCTION Global climate change concerns have focused attention on strategies to reduce CO2 emissions from power generation facilities to help limit global warming to 2 0 C. These strategies incorporate zero or low carbon power generation technologies as among the more attractive options. The Malaysian government announced recently its plans to defer the proposed nuclear power plant (NPP) development under the ETP (in 2010) to A significant portion of current power generation is based on the on-going development of coal fired power plants. At the same time renewable energy (RE) development may not be entirely in accordance with the initial Renewable Energy Policy and Action Plan (REPAP). Malaysia hosted an International OTEC (Ocean Thermal Energy Conversion) Symposium in September 2015 at UTM (University Technology Malaysia). OTEC promises the possibility of Base Load power generation as an option to coal fired or NPPs. These developments warrant revisiting the national plans for optimum primary energy mix for power generation to ensure unrestricted economic development for the country. The IEM workshop proposes to provide a platform for competent techno-economic assessment of the various alternative options available for the national policy makers to have reliable and competent evidence to make the necessary power demand and supply development decisions for national economic development. IEM and Energy Commission believe that these issues should be professionally deliberated and widely disseminated for public awareness to present unbiased and professionally competent technoeconomic perspectives on the matter to counter potentially biased and emotional statements, whether for or against, the development of nuclear power for electricity generation in Malaysia. IEM and Energy Commission therefore open the workshop for public participation. Speakers and Moderator Portfolio: Datuk Ir. Ahmad Fauzi Bin Hasan, CEO of Energy Commission Datuk Ir. Ahmad Fauzi Bin Hasan is the Chief Executive Officer of the Energy Commission. Prior to his appointment as the Chief Executive Officer on 1 April 2010, he was the Chief Operating Officer of the Energy Commission from 1 January 2008, the Deputy Chief Executive Officer, Supply and Safety, from 2005 until 2007 and the Director, Gas Supply and Safety, from 2002 until Apart from the Energy Commission, he has also served in various government agencies such as the Department of Electricity and Gas Supply, Department of Occupational Safety and Health as well as the Factories and Machinery Department. He is a professional engineer with over 31 years of regulatory experience. His area of experience includes technical, economic and safety regulation of the gas and electricity supply industries. He also sits on advisory committees of several bodies and institutions responsible for the development of policies, technical standards, educational and promotional programmes, as well as research projects related to the country s energy supply and utilisation. Datuk Ir. Ahmad Fauzi received his Bachelor s Degree in Mechanical Engineering from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom, and his Master s Degree from the University of Michigan, United States of America. Mr Jamal Khaer Ibrahim, Director MNPC Jamal Khaer Ibrahim is a nuclear engineer with over 30 years of professional experience with the Malaysian Nuclear Agency (Nuclear Malaysia), before assuming his current position as the Director for Nuclear Power Programme Development at the Malaysia Nuclear Power Corporation (MNPC) in He graduated from the University of London, with M.Sc. degree in Nuclear Reactor Science and Engineering from Queen Mary College in 1981, and also B.Sc.(Eng) Hons. Degree in Mechanical Engineering from King s College in 1979.

3 Dato Ir. Prof. Dr. Abu Bakar Jaafar, Co-Chair UTM OTEC Dato Ir. Prof. Dr. A Bakar Jaafar, aged 65, graduated with a Bachelor Degree (Honours) in Mechanical Engineering from the University of Newcastle, Australia in He obtained a Masters Degree in Environmental Science in 1976 from Miami University at Ohio, US and a Doctor of Philosophy ( PhD ) Degree in (Marine) Geography in 1984 from the University of Hawaii at Manoa, US. Currently, he is Co-Chair, UTM Ocean Thermal Energy Centre and Professor, UTM Perdana School of Science, Technology, Innovation and Policy. Dr. Wei-nee Chen Chief Corporate Officer, Sustainable Energy Development Authority, Malaysia Dr. Wei-nee Chen holds a Bachelor Degree in Computer Science from the University of Canterbury, Christchurch, New Zealand, a Master of Business Administration from Universiti Tun Abdul Razak, and a Doctor of Business Administration from Universiti Kebangsaan Malaysia. Prior to returning to Malaysia, Dr. Wei-nee was in New Zealand for 14 years serving in the banking, insurance, freezing, and health industries in various cities in New Zealand. From , Dr. Wei-nee served in the capacity of a Technical Advisor in the Malaysia Building Integrated Photovoltaic (MBIPV) Project; a project administered by the Ministry of Energy, Green Technology and Water Malaysia with support from Global Environment Facility through United Nations Development Program. Her role in the MBIPV project was to spearhead the awareness and capacity development of grid-connected solar PV systems in the country. From January 2011 to September 2011, Dr. Wei-nee was a member of interim SEDA under the same Ministry. Dr Wei-nee was involved in the development of subsidiary legislations under the Renewable Energy Act 2011 [Act 725], the ICT framework of the e-fit online system, and strategizing the communications on the Feed-in Tariff. She is also the Malaysian representative for Task 1 of the International Energy Agency Photovoltaic Power Systems Programme (IEA PVPS). Puan Sri Maimon Arif Patail, FMM Council Member & Chairman FMM YBhg. Puan Sri Maimon Arif Patail is the Corporate Social Responsibility (CSR) Director of Hap Seng Consolidated Berhad. She is also a board member of Malaysian Mosaics Sdn Bhd. Being in the corporate sector for over three decades, Puan Sri Maimon possesses a wealth of experience and skills-set across business segments and focus areas. Her career began as a Food Technologist with the Sabah Food Corporation. She then took on the role as a Property Manager in Syarikat Fajar Sdn Bhd prior to joining Malaysian Mosaics in At Malaysian Mosaics, Puan Sri Maimon led various operational divisions that included, amongst others, Marketing Services, Marketing Communications, Interior Design, New Product Development, Technical Research & Development as well as Quality Assurance. In addition to her corporate roles, Puan Sri Maimon is a Council Member of the Federation of Malaysian Manufacturers (FMM) and a member of the Board of Trustees of Institute Jantung Negara Foundation.
