1 William T. Welch William Welch is a certified professional constructor, chartered construction manager, and project navigator who has contributed to projects in more than 20 states. For the last 20 years, he has worked primarily in Northern and Western Colorado and Southern Wyoming. His service offering to clients includes all aspects of project development, preconstruction services, risk management, and project delivery. Also provided management of entitlements, coordination and negotiation with Woodward and all City of Fort Collins departments. Orthopaedic & Spine Center of the Rockies Campus Loveland, CO - Owner s project manager for development and construction of 36,000sf orthopaedic clinic. Currently developing 65,000 sf ambulatory surgery and recovery center on same campus. Total development cost $45 million. Public Works & Parks Service Center Project Windsor, CO - Owner s program manager and representative for new seven (7) structure public works campus on 24 acres. Facility includes significant off-site infrastructure improvements, administration building, heated and unheated storage buildings, ten (10) bay mechanics shop with wash bay, and facilities department maintenance shops. Development cost of $16,000,000 Food Bank for Larimer County Food Share Project Loveland, CO - Program manager for conversion of 10,000 sf automotive body shop into food share pantry. Services included entitlements, designer and constructor procurement and contract administration. High Country Beverage Distribution Facility Johnstown, CO - Program manager for 130,000 sf beverage distribution facility with 30,000 sf office, 100,000 sf warehouse including sixteen (16) truck dock positions, and master plan for additional 150,000sf of warehouse space. Avery Brewing Company Project Boulder, CO - Program manager for green-grass craft brewery within the City of Boulder. 72,000 sf of intensive production space and commercial kitchens. Boyd Lake Village Medical Office Building Loveland, CO - Program manager for shell and core medical office building plus tenant improvements for three (3) tenants: oral-facial surgery, orthodontist and urology clinic. All spaces included high-end finishes and significant medical equipment procurement and installation. Added cell tower on roof facility after occupancy. Total development cost $15 million.

2 Stuart Lumsden, LEED AP Stuart Lumsden has 18 years of experience in a diverse range of projects including commercial, hospitality, technology, research and development, healthcare, commercial and higher education. He has provided executive support for high profile International clients including managing the Gleeds quantity surveying team on a confidential data center program totaling over 2 million SF. Stuart has extensive experience in various procurement routes, including traditional, design, bid, build; design build & construction management. He is familiar with all aspects of pre and post contract work, from feasibility studies to the agreement of final accounts. He is a strong advocate of pro-active cost planning and value management and has broad expertise in all facets of quantity surveying. The project is valued at $30 million. Embarcadero Square San Francisco, CA Conceptual cost estimating for the renovation of mixed use development at Sydney Walton Square that included renovation of common areas, storefront replacement, Title 24 lighting upgrades, hardscape enhancements, retail pavilions, landscaping, ADA upgrades and signage. Avago Technologies San Jose, CA Project and cost management services for the 80,000 SF tenant improvement project for Avago Technologies, a semi-conductor manufacturer in Silicon Valley. The new facility at Avago s US headquarters will include design labs, office space and clean rooms. Augusta University J. Harold Harrison M.D. Education Commons Augusta, GA Project Director of project and cost management services for a new $76.5 million, 175,000 SF education facility. The three story building includes two 300- seat auditoriums, a 40,000 SF inter-professional simulation center, 13 learning communities, 13 small group classrooms and office space. Augusta University College of Dental Medicine Augusta, GA Program Director for the new $112 million, 269,000 SF facility that houses all clinical and instructional functions in addition to dental clinics and other patient services. Kennesaw State University Expansion Kennesaw, GA Pre-construction planning, construction and close-out for a $109 million multi-project expansion that included construction of the 2,750-Space Parking Deck, 196,000 SF Health Sciences Facility, and 50,000 SF Food Court. Colorado Department of Transportation Denver, CO Owner s representation for process and oversight review for all project plans, documents and team structure. The project scope was to ensure that the Colorado Department of Transportation has addressed and planned for all potential risks to budget, schedule and execution of their new office site.

Keeping Power Accessible and Affordable For nearly 45 years, Platte River Power Authority has consistently delivered reliable, affordable electricity to Fort Collins, Longmont, Loveland, and Estes Park. In recent decades, multiple factors have influenced our operations, including: Considerable growth in retail customers and the resulting need for more energy Dramatic advances in energy production and transmission technology Significant changes in power industry regulatory requirements To keep pace with advancements in our industry and to provide significant improvements to the community, we propose to construct a modern new headquarters building on a redesigned campus. It will be a home that consolidates currently separated work groups within a building that can accommodate future growth and technologies while at the same time providing the community with an amenity that more accurately reflects its values. This project will ensure that we can capitalize on new technology and provide Platte River staff the resources they need to operate efficiently for decades to come. Platte River currently provides power to its municipal utilities at the lowest wholesale rates in Colorado and factored costs for the new headquarters campus into its long-range infrastructure planning models. The models call for a forecasted annual rate increase of two percent through 2025, maintaining Platte River s low-cost profile.

5 New HQ Campus Facility Critical Reasons to Build Background Platte River Power Authority (Platte River) has identified numerous reasons behind the need to build a new headquarters campus at its current Horsetooth and Timberline location. The basis for a new facility has been narrowed to the following elemental explanations and supporting commentary. Key Reasons We need a modern campus to better manage the next generation of technologies behind a secure and robust electrical grid and the critical infrastructure necessary to power and protect our way of life. Built in the 1970s, our current headquarters campus was not designed to efficiently manage the advanced technology necessary to balance energy produced from renewable and traditional resources along with the demands posed by a regional transmission organization. Our professional staff needs a work environment that will maximize the benefits of emerging technologies and the collaborative efficiencies within an increasingly complex energy industry. We need a campus that provides the community with better access to our region s energy experts and the policy leaders who will guide our cleaner and more diverse energy future. The current headquarters campus does not meet modern building codes or requirements by the Americans with Disabilities Act (ADA). o We want to accommodate the diverse needs of the community and that of our workforce. We want to provide the community with a campus that offers sufficient meeting areas to better welcome individuals and groups for a variety of purposes, including: o Energy Efficiency programs o Information sharing o Professional training o Planning and collaboration Platte River currently provides power to its municipal utilities at the lowest wholesale rates in Colorado and those rates will remain the lowest after the new headquarters building is completed. Platte River factored costs for the new headquarters campus into its long-range infrastructure planning models, which will require a forecasted two-percent annual wholesale rate increase through Municipal electricity rates will remain among the lowest in Colorado.

6 New HQ Campus Facility Frequently Asked Questions Background Founded in 1973, Platte River is the sole wholesale electric supplier for Estes Park, Fort Collins, Loveland and Longmont Colorado and is jointly owned by these municipalities. The headquarters campus, located on the northwest corner of Horsetooth and Timberline Roads, was constructed in The following services are provided on site: Electric operations Transmission system maintenance Administrative functions Safety and physical security Board meetings Engineering Energy Efficiency Resource planning Electrical generation occurs at the Rawhide Energy Station (25 miles north of Fort Collins), the Craig Station (near Craig, CO) and several other sites around the region (hydropower and wind facilities). What s wrong with what you have now? Our current facilities were built in the 1970s and do not meet modern building codes or requirements by the Americans with Disabilities Act (ADA). That means: Employees are forced to work in less efficient environments and cannot take full advantage of the advanced technologies used to operate a modern generation and transmission organization. Federal regulatory standards concerning transmission grid management require highly sophisticated security systems that weren t envisioned when our current campus was built. Modifications to our current building could actually end up costing more and not function as well compared to the cost and functionality of a new, specifically-designed building. It cannot fully accommodate the diverse needs of the community or our workforce. What will this cost me? It s important to know that Platte River Power Authority currently provides power to its municipal utilities at the lowest wholesale rates in Colorado and those rates will remain the lowest even after the new headquarters building is completed. We estimate the cost to build the new facility will be approximately $40 to $45 million paid for through a tax-exempt bond issue. Platte River factored costs for the new headquarters campus into its longrange infrastructure planning models, which will require a forecasted two-percent annual wholesale rate increase. Are you expanding your workforce? The number of retail customers served by Platte River s municipal owners has more than doubled over the past 30 years and continues to grow significantly. Our current headquarters building cannot meet the needs of an increasingly diverse workforce nor can it accommodate future growth. A new 1
