Engineering (847) Department Fax (847) DATE: September 9, 2016 TO: FROM: Timothy J. Frenzer, Village Manager Brigitte Berger, P.E., Director of Engineering and Public Works SUBJECT: Supporting Materials for the September 12, 2016 Committee of the Whole Meeting At the Village President s request, attached are a spreadsheet and corresponding map of pavement condition indexes (PCI s ) for all streets in the Village, except brick streets. It is important to note that the Section ID (far left column) does not necessarily correspond to a typical block. Rather, the ID references roadway sections with similar pavement characteristics, such as pavement type, condition and construction date. To accurately locate the PCI for a specific street, refer to the location map first and then look for the corresponding Section ID on the spreadsheet.

New asset management plan (AMP) 6 The purpose is to create strategies, recommend actions and quantify resources for future capital planning Also, to mitigate the risk of failure of assets in the most costeffective manner To establish this plan, developed an assessment methodology based on the risk to level of service in order to evaluate, prioritize and support project decision making. This would create criteria for projects planning and assets performance as a condition of funding. A condition assessment and inventory study of assets was conducted in

Projects with Highest Risk Ratings and Cost 7 Electrical Improvements Project Phase I: No. of Projects (3) Tier 5 Estimated Cost: $7.7M Water Intake Improvements Project: No. of Projects (2) Tier 4 Estimated Cost: $14M Treatment Process Improvements Program Phase I & II: No. of Projects (7) Tier 4 Estimated Cost: $4.4M

Electrical Improvements Project Phase I 8 Proposed for FY at an estimated cost of $7.7M It will replace 2 backup generators, the main switch gear of the water plant, multiple MCCs, and small addition to the plant to accommodate equipment This is the highest risk rated project as a tier 5 identified in the condition assessment study Challenges in the project include limited space at the water plant, operational challenges to keep the plant running during the replacement project, long lead time and limited options due to impact to the neighborhood A follow-up study was conducted to look at possible options

Electrical Improvements Cont. 9 Risk Score Tier 5 Justification Condition Rating 4/5 Catastrophic severity level impact including potential violation of regulations. Less than 25% of useful life left or exceeded its useful life, signs of corrosion, many historical maintenance needs Criticality Rating 4/5 Will cause complete plant shutdown, long lead time The addition of North Main Utility will significantly increase the plant s daily pumpage. It is advisable to perform this project prior to the commencement of service to reduce the impact on operations.

Water Intake Improvements Project 12 Proposed for FY at an estimated cost of $14 M. To replace the original raw water intake installed in 1933, the zebra mussels control lines as well as any possible options to minimize the potential of icing in the winter. Currently, the 1933 intake supports the daily demand of the water plant 3 months out of 12. It is used to complement the 1971 intake. This will be reduced in 2020 with the addition of North Maine. Risk Score Tier 4 Justification Condition Rating Criticality Rating 3 3 The pipe condition appears to be in fair condition with minimal issues but it is reaching the end of its useful life and it will be 100 years old in The 1933 intake can t support the demand of the facility if the 1971 intake is unavailable. Long lead time for construction

21 Discussion of Road Program

Road Program Village Board Decision Points What is the goal for Wilmette s roads? Next five years? Ten years? Twenty years? 2. How much will it cost to achieve that goal? Road rehabilitation Maintenance Engineering costs 3. How to fund the road program?

Road Program Overview 23 PAVER software for asset management How Streets are Evaluated Example Defects Current Pavement Conditions Trends Define a goal Prediction Models

Road Program In 2012, EPW began using PAVER as its Asset Management Software 24 Developed in 1970s by Army Corps of Engineers Became standard in 1999 for roads Predicts optimal allocation of investment dollars to keep pavements above critical conditions Currently in use by over 400 agencies

Road Program How does PAVER work? 25 Roadways are broken down into a network of branches, sections, and sampling units. Engineering interns inspect 1/4 of Village streets on an annual basis. Deficiency ratings are determined based on visual inspection of the pavements. Results are logged into the software database.

Budget Request Construction Costs

Road Program Construction vs. Engineering Costs 47 Since 2013, due to reduced staffing level, and large grant projects requiring consulting design services, engineering has been paid for out of the road program budget Engineering for Locust and Central have significantly reduced the dollars available for construction Other costs impacting the road budget include survey and materials testing The result is only $.75 of every $1 budgeted was used to build roads in the past several years

Road Program What is the optimal time to rehabilitate? Resurface before street drops to fair/poor 48 Rehabilitation Costs vs Reconstruction Cost

Road Program What is the optimal time to rehabilitate? Resurface before street drops to fair/poor 49 Example: If annual budget is $2 million: PCI s Strategy Road Program (Length) Less than 60 (poor and very poor) Total or partial reconstruct 6,800 feet 60 or greater Resurfacing 16,500 feet Based on 22 wide pavement

Road Program Maintenance and Rehabilitation Strategies 50 PCI Range Maintenance and Repair Category Condition / Ideal Strategy Wilmette s Strategy Do Nothing Excellent Condition; no maintenance required Routine Maintenance Good Condition; crack sealing or Preventative Maintenance patching Fair Condition; surface sealing or thin overlay Structural Improvement Poor Condition; surface rehabilitation 59-0 Base Rehabilitation Failed Condition; full reconstruction Same Same additional funds requested in CIP Not part of current maintenance strategy Same Typically partial base patching is necessary

Road Program What is the Village Board s Goal? 51 Maintain average PCI good or better (Target 70)? Maintain average PCI fair or better (Target 65)? 80% of streets in good or better condition? Maintain current condition (25%) of streets in poor and very poor condition?

Authorize Water Plant Electrical Improvements 3. Debt issuance for facility repairs in Acceptable PCI for road program and long term funding plan 5. Impact of any of the above projects on the $77 million storm water plan to be discussed on Sept. 19
