2 What is the County Campus Redevelopment Plan? Six individual construction projects in downtown Norristown Completed through 2025 Projects will address: Service, operational, and energy inefficiencies Worsening safety risks Increasingly inadequate office and parking space And will: Prepare and modernize County buildings to serve current and future residents of Montgomery County Help to catalyze development in Norristown
3 Why is the County Campus Redevelopment Plan needed? Court and County administration operations are inefficiently distributed across campus and satellite facilities, and additions to historical Courthouse have complicated circulation. Court-related operations are in different facilities, housed both in Court buildings and OMP Within the Courthouse building complex (including the historic courthouse, courthouse annex, and base floor addition), no secure circulation route for judges or detainees is available Available courtroom and hearing room space is inflexible, and many rooms are incorrectly configured per modern justice facility design principles Space limitations dictate that the County incurs lease costs for departmental locations that could otherwise be centrally consolidated in owned space Coordinated security measures (such as access control) that would assure staff and visitor safety are neither present nor possible based on current configuration
4 Why is the County Campus Redevelopment Plan needed? County court and office buildings are plagued by age, poor initial design, and compromised integrity, resulting in inefficient systems and safety issues. Years of water and air infiltration through One Montgomery Plaza envelope cause a threat to public safety as failing infrastructural systems can result in exterior bricks falling off the building Sidewalk scaffolding and building fabric were put up as protective measure Water and air continually infiltrates through deficient roofing and façade Courthouse parking garage has experienced structural failure in certain locations, rendering portions of the garage unusable Constant water infiltration through Court building envelope necessitates ongoing major repair efforts and relocation of staff into inadequate space
5 Why is the County Campus Redevelopment Plan needed? Hancock Square park is an inhospitable and underutilized public space. Hampered by current configuration and the fortress-like presence of the Main Street Courthouse entrance, the corner bound by Swede and Main streets is perceived to have hampered retail and residential development in Norristown.
6 Why is the County Campus Redevelopment Plan needed? Minimum repairs and renovations would require major capital investment with no provision for the future of Montgomery County or Norristown. Minimum effort would require an estimated $180 million, would not address any space consolidation, parking, or public space issues, and would do no planning for future Montgomery County needs
7 What will the County Campus Plan achieve? Successful execution will: Plan for the next 100 years, and build facilities to support that plan Revise the campus to serve as a public destination place for the County Reflect, through design and construction, the greatness and diversity of the County Help catalyze other development in Norristown Provide modern, accessible facilities for the people of Montgomery County Promote responsible development and design practices Balance security and accessibility

OMP s entire exterior will be removed and replaced with a modern, energy-efficient skin that will eliminate the need to have protective scaffolding on the ground level Approved Current Estimated Budget Construction Schedule $25 million Fall 2017 Winter 2019

Approved Current Estimated Budget Construction Schedule $33 million Fall 2023 Spring 2025

Plan projects are complex: Each of the six projects individually represents the largest projects undertaken by Montgomery County Plan will be executed in occupied buildings, amidst government services that must be publicly accessible throughout the duration of the project Focus on maximizing return on investment while recognizing many opportunities for budget and schedule overruns
18 How will Montgomery County manage the work the County Campus Plan Involves? Learning from neighboring counties, precedent within our own county, and from industry best practices, the County has implemented management measures to deliver project, focused on three requirements: 1. Adhere to project budget and schedule 2. Incorporate input from all applicable stakeholders 3. Ensure transparency and communication throughout all phases
19 How will Montgomery County manage the work the County Campus Plan Involves? Role Key Benefits County Governance (Board of Commissioners, Executive leadership) Capital Projects Program Director (County staff person) Project Team Project Manager (consultant) Architect and Engineer (consultant) Construction Manager (consultant) Trades Contractors (construction contractor) Specialty Contractors (Includes Third Party Review, Commissioning, Geotechnical, technology, for example) Reviews and executes final decisions regarding overall direction, budget, and contracts, and participates as stakeholders in design process Serves as primary single point of contact for project, coordinator across County, project team, all stakeholders to ensure clear project direction to project team. Responsible for ensuring county priorities are met and that County Governance decisions are implemented. Administers project team and sub-contractors, including facilitating design process and schedule according to County direction, oversees Lean project measures, assists with overall project procurement Designs project according to operational and technical needs of County Provides cost and constructability review during design, provides ongoing review of building while designs are being formulated, leads field coordination during construction executes construction plan managed by CM, constructions building according to AE design Provides County control mechanism, ensures correct and high quality delivery of project. Elucidates County vision Manages budget, monitors schedule, ensures full realization of stakeholder input, primary communication conduit ensuring clear implementation of County priorities Technical construction industry expertise to help formulate budgets and manage costs, constant reconciliation of AE and CM work during design to ensure compliance with budget, experienced assist to County in review of cost and schedule issues Expertise required to realize County Campus Plan in compliance with all three parameters: program, budget, schedule Enables informed design by AE to ensure final result will be within County budget, shows impact of design decisions before they create cost or schedule issues, directly manages trades contractors to mitigate construction issues, reduces possibility of change orders through review of designs With tight management by CM and tight AE plans, delivers buildings within parameters Third Party Review of design vastly reduces possibility of change orders, reducing cost. Commissioning ensures that systems as built work as intended, reducing County maintenance possibility post completion.
20 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Montgomery County recently completed two Request for Proposals processes for services relating to the next phase of the County Campus Plan. The RFP process included: 1. Review of written technical and cost proposal documents, 2. Interviews and rating of top proposing firms, 3. Cost leveling and best and final offer discussions
21 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Proposal reviews and interviews were completed by a seven-member panel: 1. Michael Kehs, Montgomery County District Court Administrator 2. Jody Holton, Director, Montgomery County Planning Commission 3. Lauren Lambrugo, Montgomery County Chief Operating Officer 4. Tom Bonner, Montgomery County Capital Projects Program Director 5. Alan Razak, Athenian Razak 6. Sylvia Kline, Athenian Razak 7. Chris Strom, Athenian Razak
22 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Architecture and Engineering Services RFP is for Architecture and Engineering (AE) professional services for full analysis, planning, design, and construction administration for the Justice Center project, which comprises three individual projects: construction of a new justice center facility, renovation of existing court buildings, renovation and expansion of Hancock Square. The County received 11 responses to RFP 16-54, and interviewed 7 firms.
23 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Architecture and Engineering Services Reviews led to a narrowing of the field to 2 (Ballinger and SOM), and then to refining of the proposed costs by both firms, with best and final offers submitted and leveled. SOM was considered the best proposal after interviews were completed and proposals rated. 24 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Architecture and Engineering Services As the highest rated proposer, SOM s scope of services represents maximum value for the County and affords increased analysis and planning relating to the final project. These services, not represented to the same degree in any of the received proposals, include: Master Planning Urban Design Workshop with Planning Officials Because the Justice Center project incorporates three linked construction projects aimed at creating a campus destination, capable, dedicated urban design effort is a critical asset to its success. Development of Space Standards Space standards based on the extensive analysis work completed during project design will inform future County development, standardizing operational calculations and space needs. Utilization of advanced three dimensional techniques, including 3D printing Clearly understood visualization will be essential for achieving stakeholder consensus and meeting stated program needs. In addition to these added value services, SOM has distinguished experience with major urban redevelopment projects, brings more in-house (i.e. non-subcontracted) resources than any proposing firm (thus employing a deeper expertise on the multiple disciplines involved), and is an industry leader in employing Lean / Target Value Design projects.
25 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Construction Manager Services RFP is for Construction Manager (CM) professional services for preconstruction estimating and constructability review, and for construction management for the same three-part Justice Center project. The County received 2 responses to RFP 16-59, and interviewed both: Recommendation to award: Contract Cost: $5,184,796 Skanska USA Building With subcontractors: D Huy Engineering, Inc.
26 Recommendation to Award: Justice Center Architect Engineer and Construction Manager Contracts Construction Manager Services As the most highly rated proposer, Skanska is recommended for award for overall qualifications, and specifically: Extensive experience managing Pennsylvania Separations Act work Industry leading expertise in Lean construction management Skanska has incorporated Lean techniques and training curriculums into its central corporate culture Comprehensive approach to management of Justice Center project Skanska s approach to managing the project and the resources they included reflects the complexity of the project
