1 The Corporation of the TOWN OF MILTON Report to: From: Chair & Members of the Community Services Standing Committee Jennifer Reynolds, Director, Community Services Date: March 7, 2011 Report No. COMS Subject: Fire Station #3 Headquarters: Concept Design RECOMMENDATION: THAT Staff Report COMS regarding the concept design plan for Fire Headquarters - Station #3 be approved and that the Architect be authorized to proceed with final design and construction tendering; AND THAT staff continue to assess the opportunity for a Solar installation in conjunction with Milton Hydro at this location and report back to Council regarding any project impacts. Executive Summary The purpose of this report is to present the recommended concept and design plan for the new Headquarters - Fire Station #3 to be located at 610 Savoline Blvd at Derry Road as one of the approval steps in the process to continue on with the development of the station. Representatives from Panici Architects will be in attendance to make a brief presentation on the design.

2 The Corporation of the TOWN OF MILTON Report No.COMS Page No. 2 REPORT Background Panici Architects was awarded the contract for a Multi-Disciplinary Design team, CORS , following a Request for Proposal process in the summer of Since the award to Panici Architects, staff and representatives of the Fire Department have been working closely with Panici to develop the program to meet the needs of the new Headquarters and fire fighting operations. The new Headquarters will see the relocation of fire administration staff to this location as well as fire fighting operations from the existing Derry Road Fire Station. Renovation of (Station 1) Central Station on Steeles Avenue will follow, to develop a Training Centre. Discussion Staff in the Fire Department have reviewed their operational needs and facility plan in relation to the Fire Services Master Plan, and re-developed the facility planning program to respond to growth related needs and maximize existing resources. As part of this exercise, it was determined that the Fire Administration staff will move to the new location on Derry Road, along with fire fighting operations from the existing Derry Road Station (station # 3). This site will then become surplus to Town needs. The existing Central station on Steeles Ave will be redeveloped as a satellite station/training facility. To prepare for the coordination of these projects, Panici has worked with staff to develop the concept. Preliminary design concepts were developed to meet the needs of fire administration, 24 hour dispatch operations as well as fire fighting operations. The concept was presented at a public information session on Tuesday February 1, 2011, at the Milton Sports Centre. The information session was attended by 24 people including several local Members of Council. The building concept and exterior elevations were well received by all in attendance and feedback was very complimentary about the integration and use of the stone/masonry construction façade in relation to the neighbourhood design. Questions were asked about the potential noise due to sirens and frequency. Other general operational concerns were addressed by the Fire Chief.

The Station was originally intended to provide as an alternate EOC however due to redesign and budget considerations, it has been eliminated from this immediate construction program. Staff is also working with Milton Hydro and their consultant to assess the potential for solar installation at this location. If additional approvals are required to facilitate this aspect of the project staff will report back to Milton Council. Capital funding for the construction of the station is allocated in the approved 2011 and 2012 Capital Budgets.
