1 Activities of ALOS Application to Disaster Management in Japan The 3 rd Sentinel Asia JPT Meeting March 2007, Singapore Taichi Nakamura Office of Space Applications Japan Aerospace Exploration Agency (JAXA) 1

2 ALOS Daichi Demonstration on Disaster Management Application Disaster monitoring is one of the most important mission of ALOS satellite. JAXA/MEXT have been talking with ministries and agencies that are responsible for disater management and operation, over the application of satellite data. To investigate such possibility, six demonstration activities were determined and some of them started from

3 ALOS Daichi Demonstration on Disaster Management Application Activities Theme Disaster Organization Member 1 Satellite image map -Preparation of common geographical information based on the standard maps and satellite images, in conjunction with the needs of disaster-operation organizations. -Utilization in case of disaster, by those organizations. 2 Volcanic activity monitoring 3 Earthquake monitoring 4 ALOS data utilization on RAS 5 Sea and Coastal disaster monitoring -Investigation of satellite data applicability on valcano surveillance, through ALOS observation of Japanese major volcanos. -Inclusion of satellite data as one of the standard measures of regular volcano surveillance. -Investigation of satellite data applicability on ground distortion monitoring before and /or after earthquake. - ALOS data utilization on Real damage information Analysis System(RAS) of the Cabinet Office. - Investigation of ALOS data utilization for sea and coastal disaster (oil spill, etc.). NPA(Police), FDMA(Fire), MOD(Defense), GSI(Map), NIED, CCPVE (Coordinating Committee for Prediction of Volcanic Eruptions) Hq for Earthquake Research, GSI, AIST, NIED, ERI Cabinet Office, NIED, RESTEC JCG 6 Landslide monitoring - Investigation of landslide monitoring. 4 What is Satellite image map? A combined product of standard map and satellite image, i.e.; Topographical standard maps issued by GSI* with full coverage of the national land. Japan Aerospace Exploration Agency ALOS pansharpen image with shorter update cycle *Geographical Survey Institute Prepared as latest and most realistic land status before disaster. 8 Lessons from the Activity Major landmarks, roads, evacuation places, etc., have been identified as necessary common information, as well as the importance of display. Talks over the latest satellite map, among the members across different organization, seems important and necessary to be kept. In view of each agency s own mission, overlay/remove function is also required. 8

10 Next Steps Feedbacks from the field-works like disaster drills, evacuation rehearsals, etc. are to be reflected. -> Early utilization at government level In the next stage, information sharing with local administrations, which are responsible for the security of residents, will be of important issue. -> Cooperation and coordination with advanced GIS-related activities. 10
