2 Concept of Sentinel Asia Step-2 system 2 Sentinel Asia Step-2 system has designed and developed based on the findings from Step-1 phase operation. New system applies the communication satellite WINDS and secure access control mechanism. Also new system achieves more friendly UI and high reliability. 3 Overview 3 Overview of Sentinel Asia Step-2 system is in order to deliver disaster information, such as earth observation satellite data, to each country / organization who needs information by WINDS and Internet.
4 From Sharing to Dissemination 4 In Step-1 all users have to access Japan Central Server to use Sentinel Asia (use WebGIS, download data, etc). STEP1 Central Server Some of members face narrow-band problem
5 From Sharing to Dissemination 5 In order to solve this problem, Sentinel Asia Step-2 system adopts idea of local mirroring, and provides functions to transfer the data permitted by data providers to users as local mirror. STEP2 WINDS Users can access data locally and quickly Central Server
6 From Sharing to Dissemination 6 Sentinel Asia Step-2 system provides the 2 types of local mirror, called Regional Server & Client Terminal. Client Terminal Regional Server Management Functions Data Request & Transfer, etc... User Service Functions Web Page, WebGIS, etc... (same as Japan Central Server)

10 Utilization of WINDS 10 In order to solve narrow-band problem in our region, Regional Server and Client Terminal can equip WINDS ground station and transfer data via WINDS. WINDS High speed communication ~155Mbps (shared by users) Central Server
11 Utilization of WINDS 11 Sentinel Asia uses WINDS in 2 phases. One is the Emergecny Phase when disaster occurred in our region, and the other is the Usual Phase when there are no disaster. Timing of WINDS utilization Data transferred via WINDS Emergency Phase According to satellite observation Satellite data Satellite imagery Analysis result Usual Phase Daily, Midnight MTSAT data Hotspot data Rainfall data
12 Utilization of WINDS 12 When disaster occurred and emergency observation was requested by users, Sentinel Asia will coordinate and assign the WINDS resources. Then, the satellite data, imagery, the results of analysis, etc are transferred to users via WINDS. WINDS bandwidth concentrated in 1 country Share data, Share Web-GIS, Provide analysis result, etc WINDS Emergency Phase Data Imagery Analysis Related Organizations Regional Server Client Terminal Central Server
13 Utilization of WINDS 13 In addition to the Emergency Phase, Sentinel Asia transfers MTSAT data, Hotspot data, Rainfall data, etc by using free resources of WINDS in Usual Phase. The time when Sentinel Asia can use WINDS depends on the schedule of WINDS experiments, basically Sentinel Asia can use WINDS during late night (e.g. 22~07). WINDS bandwidth shared by several countries Share data, Share Web-GIS, Provide analysis result, etc WINDS Usual Phase MTSAT Hotspot Rainfall etc Related Organizations Regional Server Client Terminal Central Server
14 Secure Access Control In data mirroring, access control mehcansm is applied. Only data permitted by data provider are transferred to Regional Server and Client Terminal. WINDS A A A B C A B A B A B Central Server A B C to Public to Specified users to DAN 14

16 Thailand RS 16 In the Thailand, Regional Server and WINDS ground station are located at GISTDA, and data & information are shared by AIT & GISTDA. System construction at GISTDA from 6th to 10th July 2009.
17 Philippines RS 17 In the Philippines, Regional Server and WINDS ground station are located at ASTI, and data & information are shared by MGB, NAMRIA, OCD-NDCC, PAGASA and PHIVOLCS. System construction at ASTI from 27th to 31th July 2009.
18 18 Taiwan RS & India CT In the Taiwan, Regional Server is located at NSPO / NARL, and system construction was done at NSPO / NARL from 19th to 23th June And in the India. Client Terminal is located at ISRO, and system construction at ISRO was done at ISRO in June ISRO and NSPO / NARL use their Regional Server and Client Terminal also for providing their satellite data.
19 Example of Utilization of RS & WINDS in EO 19 Example of utilization of RS & WINDS in EO is the case of the eruption of Mt. Mayon, Philippines. Based on the request from Philippines, Sentinel Asia observed Mt. Mayon on 25 th Dec 2009 and transferred observation data (GeoTiff) to Philippines via WINDS immediately after observation.
20 2010 Plan of Local Mirroring In addition to the current Regional Server & Client Terminal, Sentinel Asia plans to install more 7 Regional Servers with WINDS ground station in this year. 21 21 Sentinel Asia System Operation Training In order to diffuse how to operate Sentinel Asia system & how to utilize earth observation satellite data, JAXA has held the Sentinel Asia System Operation Training 5 times until now. Especially for new Step-2 system, 5th training was held at Colombo, Sri Lanka during 22th - 26th February 2010 in cooperation with MoDMHR, and 6th training will be held at Bangkok, Thailand during 19th - 23th July 2010 in cooperation with GISTDA. In these trainings JAXA makes the lecture for how to use new Step- 2 system including the activation of EO. In addition the lecture & hands-on for the utilization of earth observation satellite data is made by the lecturer from Data Provider Nodes & Data Analysis Nodes.
22 5th Sentinel Asia System Operation Training 22 5th Sentinel Asia System Operation Training was held at Colombo, Sri Lanka during 22th - 26th February 2010 in cooperation with MoDMHR. 20 trainees from 12 foreign countries & dozen of trainees from Sri Lanka participated in this training.
