1 TCIL TENDER NO. : TCIL /51/170/2018/KAHRAMMA_QATAR EOI for Selection of Partner for Supply, Design and System Integration Services for Kahramaa tender ( Tender No. GTC/883/2017 ), Qatar Telecommunications Consultants India Ltd (TCIL) is a premier organization under Ministry of Communication, Govt. of India with its average annual turnover of more than USD 150 million over last several years and having formed many Joint Venture Companies. TCIL has executed turnkey projects in all spheres of Telecommunication & IT in India and more than 50 countries abroad. For a detailed account of TCIL's credentials, kindly do take a minute to visit its website TCIL intends to participate in Tender floated by Qatar General Electricity and Water Corporation for up gradation of Kahramaa Telecommunications Networks. Tender document has been purchased by our local agent in Qatar who will be the lead bidder and TCIL shall form a consortium with partners. Kahramaa has divided the operation of the electricity network between Transmission and Distribution. Currently Kahramaa operates the Transmission System (voltage level of 33 kv and above) from the National Control Centre (NCC) and Doha Grid Control Centre (DGCC), with the backup centre for NCC in case of emergency or disaster from Emergency National Control Centre (ENCC). Kahramaa operates the Distribution System (voltage level of 22 kv, 11 kv and below) from the Distribution Control Centre (DCC). At present KAHRAMAA has, three control centers for the Power Grid and two for the Water Network: - National Control Centre (NCC/DGCC) located at Thumama area. - Distribution Control Centre (DCC) located at Naeeja area. - Emergency National Control Centre (ENCC) located inside DCC building. - National Water Control Center (NWCC) located at Thumama area. - Emergency National Water Control Center (ENWCC) to be established in one of the existing RPS in another project. EOI has been called for works divided into two categories : 1) Supply and installation of equipment as required to make the network completely operational included warranty and AMC support (FIRST CATEOGRY) 2) Service Partner who will perform survey, design, installation,testing and commissioning, warranty and Annual Maintenance services. Service partner may also quote product / installation material if available. (SECOND CATEGORY) Note : If any overlapping is found between the supply and services offered by the vendors in both category then discretion of selection of item lies with TCIL. Bidders are free to quote for first Category or second Category or both depending upon the eligibility criteria. Eligibility Criteria ( First Category ) 1. Bidder should be an OEM / Gold partner / authorized dealer for the main product ( IP / MPLS ). Authorisation from an OEM must be submitted with the bid. 2. Average Financial Turnover during the last 3 years ending 31 st March of the previous financial year should be at least 50% of the quoted value. 3. Three similar jobs carried out as the main EPC contractor in last 3-5 years i.e. Supply, installation and commissioning of IP/MPLS equipment for SCADA applications. 1

2 4. Bidder should be willing to come as a consortium partner with TCIL and its local partner who purchased the tender document. 5. Equipment Requirement a. Equipment proposed must be type tested and certified for operation in similar scenarios ( Power utilities sector ) b. Equipment must meet the electromagnetic compatibility requirement as per tender conditions. c. Warranty should be guaranteed for three years from the date of final acceptance. 6. A five (5) years operation in Utilities for SCADA applications shall be required for the proposed IP/MPLS network and products. 7. The solution shall be design and delivered by professional network architect engineers, having a minimum of 5-year experience in designing IP/MPLS network. 8. Product certified / trained will be available and stationed in Qatar during design, commissioning, training, etc of new MPLS network and NMS. 9. All equipment quoted shall be supported with Type Test Certificate Eligibility Criteria ( Second Category ) 1. Bidders can be either a proprietorship firm, Limited Company/Private Limited Company Partnership or LLP (Limited Liability Partnerships) / or a registered business entity in India or outside India and in order to support this suitable certification must be submitted in the bid. 2. Bidders should have turnover/ order booking of minimum Rs.10 Cr. from projects involving implementation and Operation & Management of IP/MPLS network consisting of Core switching/ Routing/ IP Telephony/ Voice Gateway/ Security/ EMS/ Application Management in India/Abroad. 3. Bidder s project team should have experience in planning, designing, solution, implementation, integration, validation, testing, commissioning and operation of Enterprise / Telecom network comprising of similar product as mentioned in the tender. It will be desirable if bidder is a listed partner of reputed network and security OEMs who have implemented global projects in this area 4. If a bidder is quoting for any product then it should be supported with authorization letter from the OEM. However bidder is also required to submit authorization letter authorizing TCIL to quote the product for the subject tender. 5. Experience and credentials shall be clearly detailed. 6. Sub-contractor is subject to client review and approval. 7. All equipment quoted shall be supported with Type Test Certificate BID VALIDITY : 150 days from the date of bid submission PERFOMANCE BANK GUARANTEE: After award of work vendor is required to submit PBG equivalent to 10% of the value of order awarded. CURRENCY OF BIDDING : US DOLLAR 2

3 PRICE SCHEDULE : Price quoted shall be inclusive of all applicable taxes and duties. Detailed BOQ AND Price Schedule is available in the main tender document. Bidders are required to quote on CIF Qatar basis.price to be quoted strictly as per Price Schedule. PAYMENT TERMS : Payment terms shall be on back to back basis after receipt from the client as per main tender clauses LIQUIDATED DAMAGES : LD shall be deducted equivalent to the amount deducted by client. Detail may be seen in the main tender document. INTEGRITY PACT : Bidders are required to sign integrity pact on award of contract. 4 PROJECT DETAIL: The Contractor shall provide an IP/MPLS based architectural design which delivers an economically viable system today and a migration path allowing gradual and interruption less network evolution. The project shall be executed as Turn Key Contract. The works and services to be performed by the Contractor shall comprise the design, manufacture, shop tests, packing, transport, insurance, and charges incurred up to delivery to the port of entry in Qatar, landing charges, customs, transport to site, insurance, site clearing, etc., construction works, erection of equipment, site testing, submission of documentation, commissioning, training of Kahramaa s staff, delivery of spare parts and tools, warranty and everything necessary to leave the plant complete and in full working order at the expiration of the warranty period in accordance with the provisions of the Contract. The Contractor is bound to provide all parts of the work and services to be completed in every respect for commercial operation and to Kahramaa s requirements notwithstanding that any details, accessories, etc. required for the complete installation and satisfactory operation of the system are not specifically mentioned in the Specification. The scope of work of the Telecom Contractor is establishment of the o MPLS nodes (Core & Access) o Control Centers o Redundant NMS o IP PBX o FOTPs (for new sites) o cyber security o GPS Clock o Training and Documentation as per the details provided in the tender. SCOPE OF EQUIPMENT SUPPLIER NEW IP/MPLS NETWORK (GENERAL) New telecommunication equipment shall be provided for establishing a new IP/MPLS network for connection of new and refurbished stations as well as existing ones including all necessary works to connect these stations to NCC/ENCC, DCC, NWCC/ENWCC and other various locations. All the proposed products shall be based on recognized international ITU-T standards. The component sub-systems of the IP/MPLS including software, to be supplied shall meet the requirements set out in tender documents and shall be based on mature and proven products that have evolved and field proven in power utility environment and comparable projects. The bidder shall provide information on Power Utility customer using the proposed IP/MPLS Routers, especially for mission critical applications with verifiable references available to countercheck actual performance from existing users. A five (5) years operation in Utilities for SCADA applications shall be required for the proposed IP/MPLS network and products. The solution shall be design and delivered by professional network architect engineers, having a minimum of 5-year experience in designing IP/MPLS network. 4

5 OEM engineers will be available and stationed in Qatar during design, commissioning, training, etc of new MPLS network and NMS. The IP/MPLS network shall offer: Reliability and Network resilience: The IP/MPLS network shall offer a high availability with nonstop services, pseudo-wire redundancy, sub-50ms resiliency mechanisms and advanced Operations, Administration and Maintenance (OA&M). Bandwidth Management and Quality of Service (QoS): The QoS mechanisms shall allow convergence of multiple services. It shall enable the network to discriminate among various types of traffic and prioritize the transmission of higher-priority traffic. Topology and Media Technology: The IP/MPLS network shall be able to support varying types of topology (full mesh, dual attachments, rings, rings of rings, aggregation) and media (optical fiber, copper...). Scalable support Network connectivity models: The IP/MPLS network shall be capable of providing support to Layer 2 point to point and point to multi-point connectivity as well as Layer 3 VPN with the support of point to multi-point and multi-cast transport. It shall also be capable to handle legacy services such like FXS/FXO, E1. V24, V35, STM-1 etc. Cyber security: the IP/MPLS network shall offer technological tools as intrusion detection and prevention, encryption of data, protection of the control processor and protocols. The system Architecture shall comply with Q-CERT and NERC CIP v5 requirement. Clock Synchronization for the IP/MPLS backbone and for the SDH/PDH networks when Existing Latency/Jitter performance for all present and future applications (Tele control via IEC and 104 protocols, Teleprotection, VoIP, CCTV,... The SCADA traffic being near real-time, the transmission time shall be deterministic and kept as minimum. Contractor shall detail in his offer how the same is achieved. The proposed equipment shall comply with IP/MPLS Network specification. The brief scope includes the following: Provision of OTP/FOPP for termination of new fiber optic cables for different Cable, Substation and OHL Contractors mostly at new stations for connection of new Fiber optic cables. Provision and installation of new telecommunication equipment at new stations and wherever it is required as per approved design. Connection of station to Kahramaa telecom network. Telephone works consisting in connecting new analog phones to the new IP PABX via VOIP Gateway and IP/MPLS. Type-2 E: Existing Substation connected with existing Fiber optic cable These are existing Substations in which New IP/MPLS Equipment shall be provided in new IP/MPLS cabinets without additional Fiber Optic Cables to be terminated. The brief scope includes the following: Provision and installation of new telecommunication equipment at existing stations and wherever it is required as per approved design. Connection of station to Kahramaa telecom network. Telephone works consisting in connecting existing analog phones to the new IP PABX via VOIP Gateway and IP/MPLS. Type-2 W: RPS connected with existing Fiber optic cable These are existing Substations and water sites in which New IP/MPLS Equipment shall be provided in new IP/MPLS cabinets without additional Fiber Optic Cables to be terminated. The brief scope includes the following: Provision and installation of new telecommunication equipment at existing stations and wherever it is required as per approved design. Connection of station to Kahramaa telecom network. Telephone work for 2 new analog phones and associated sockets and cabling and connection to the new IP PABX via VOIP Gateway and IP/MPLS. Type-3: Existing stations connected with existing Fiber optic cable and equipment installed in free space in existing Telecom cabinet 6

7 These are existing Substations in which New IP/MPLS Equipment shall be provided and installed in existing Telecom cabinets. The brief scope includes the following: Provision and installation of new telecommunication equipment at existing stations and wherever it is required as per approved design. Connection of station to Kahramaa telecom network. Telephone works consisting in connecting existing analog phones to the new IP PABX via VOIP Gateway and IP/MPLS. Type-4: Electricity Substations connected with pilot copper cables These are electricity sites, which are connected with existing pilot copper cables using HDSL links. This type of stations is applicable for 7 (seven) electricity substations: 1. Asmakh 2. Old Ghanim 3. KSSS 4. Race Course 5. Feriq Al Murrah 6. Luqtah South 7. Maamoura South 7

8 SCOPE OF SERVICE PARTNER The brief scope includes the following: Provision and installation of new telecommunication equipment at existing stations and wherever it is required as per approved design. Contractor to provide adequate interfaces for IP/MPLS communication through pilot copper cables or propose alternative solution. Connection of station to Kahramaa telecom network. Telephone works consisting in connecting existing analog phones to the new IP PABX via VOIP Gateway and IP/MPLS. 9 Scope of Work: Site survey The Contractor shall undertake a complete survey of existing facilities and documentations to ensure that any additional telecom equipment provided under the scope of this package provides a seamless interface to all the substations. Contractor shall submit a comprehensive site survey report with findings and resolution wherever required. This report shall be detailed for each location with regards to, but not limited to, interface possibility, space and UPS available for potential installation of new equipment, test and measurement on existing equipment or media (e.g. pilot cable),... In addition to this, contractor shall visit all the location where it is intended to have new equipment installed or an existing one modified. Works for Fiber Optical Indoor cables Works for fiber optic indoor cables (patch cord) to connect optical transmission equipment to optical termination Panel (FOPP/OTP/OTB) at all stations and control centers. The cost of this item shall be included in IP/MPLS equipment price item. [Responsibility of OEM] Works for optical termination equipment (applicable for Type-1 Station connected with Fiber optic cables) Optical Terminal Boxes (OTB), Fiber Optic Patch Panels (FOPP) and Optical Termination Panel Cubicle (OTP) required for Cables as well as to be installed at stations and control centers shall be supplied by Contractor. Works for laying, splicing, termination and End to End testing will be carried by Cable or OHL Contractors/Supplier. It is foreseen that average to be considered is one OTP panel with 4 FOPPs in new station and 2 FOPPs at remote end station. The same shall be used as a guideline for tendering purpose only, and price schedule is understood to include full works regardless the exact final configurations. FOPP s and its accessories (cables management etc..) shall be delivered as loose supply and to be distributed within frames as required depending on the station requirements, and the exact FOPP s distribution within station shall defined during detailed designed and informed when the frame is awarded. Works for pilot copper cables The following is provided for connection of Pilot copper cable with Telecommunication equipment: 2MHz Barrier Transformers for connection to HDSL equipment. Terminal Box for installation of above barrier transformers and copper cable for connection of Barrier Transformers Terminal Box and Pilot Copper Cable Terminal Box. Screened twisted pairs copper cable for connection of barrier transformers and telecom cabinet (HDSL equipment). Contractor shall modify subject connection to provide adequate connection of IP/MPLS equipment to telecom network or to provide alternative solution. 9

10 Detailed Scope The Service partner is bound to provide all parts of IP services for the supplied equipment by TCIL to be completed in every respect for commercial operation and to Kahramaa s requirements for satisfactory operation of the system. Kahramaa intend to do full migration to IP/MPLS network and that Service Partner shall Survey, Design, Install and provide Warranty and Maintenance Support of the new backbone (including IP equipment s in control centers, phase 13 substations, Mega Reservoirs sites, and other existing sites) and also new IP/MPLS Edge/Access equipment for other sites. The Scope of Services shall include but not limited to the following: 1. Checking of IP/MPLS, IP Telephony, Security, etc bill of material quoted by TCIL in accordance to the detailed specification for each piece of the equipment as per RFP to the satisfaction of Kahramaa before delivery of equipment to customer. 2. Establishment of the project administration and installation procedures as detailed in the RFP Specification 3. Coordination with TCIL project team for Project site organization at Doha and site offices, stores, local transport etc. which is taken care by TCIL 4. Detailed site survey at the approved locations 5. Conducting the Customer Requirement detail workshop 6. Preparation of High Level Design document 7. Installation of the supplied IP equipment by own competent personnel through active direct supervision to ensure highest levels of quality and good engineering practice. [Installation and commissioning may be done by OEM also.] 8. Coordination for factory acceptance tests along with TCIL team with respective OEMS. 9. Coordination with TCIL team for packing of site wise equipment. 10. Interfaces with other Contractors for Equipment replacement and Technical Support for the equipment supplied by TCIL. 11. Interfaces with other Contractors for Equipment already working in the existing system. 12. Testing & Commissioning 13. Integration with the existing system. 14. Training of Kahramaa s staff. 15.
