2 Statement and Statistics President Gail O. Mellow LaGuardia Community College s mission is to educate and graduate one of the more diverse student populations in the country to become critical thinkers and socially responsible citizens who help shape a rapidly evolving society. Since 1971, students, faculty and staff embraced the founding values: open the doors of higher education to all, ensuring access to underserved and underprepared populations. The college offers over 60 Associate degree programs in Business, English Literature, Health Sciences, Humanities, Liberal Arts, Social Sciences, and Science, Technology, Engineering, and Mathematics (STEM). According to research from Stanford University, LaGuardia graduates socioeconomic mobility rate is 41st in the nation, out of 2,187 colleges. Among all community colleges, LaGuardia ranks fifth in the nation. LaGuardia s Division of Adult and Continuing Education is among the most comprehensive in the country, serving 30,000 students annually through certificate programs and other professional development courses. Workforce training programs give students skills and experience to enter high demand industries. With the largest English as a Second Language (ESL) program in New York City, we teach English to thousands yearly. Innovative pre-college programs prepare thousands to earn high school equivalency diplomas, get into college, and enter a vibrant career path. LaGuardia s business services boost the local economy by helping businesses grow. As the first community college chosen in 2010 by Goldman Sachs to launch 10,000 Small Businesses, an initiative developed to help small businesses across the U.S. grow and create jobs, LaGuardia helped more than 710 businesses in creating new jobs, securing loans, and negotiating new contracts. Six months after graduation, 68% of the businesses increased their revenue and 49% created jobs. In 2014, Goldman Sachs gave the college a $2 million unrestricted donation. In 2017, the college will complete construction of an on-campus Business Education Center for the program. The 10,000-square foot space received $5 million in grant funding from NY-CUNY 2020 and features views of Manhattan, meeting rooms, a business center, and new offices. The college celebrated the expansion of the library to nearly 60,000 square feet a 60% increase of the previous space, including a 75% increase in seating with wired group and individual study rooms and public computers. The renovation of the 100-year-old C-building currently underway includes a critically needed façade renovation that will result in improved energy performance, a lobby upgrade, enhanced outdoor lighting and redevelopment of the rear south lot encompassing installation of a grass courtyard and the planting of 28 new trees. Since the 2008 inception of CUNY s annual Productivity Awards, LaGuardia has won for best practices and reduction of the college s carbon footprint on campus. In 2017, LaGuardia received $4 million in grant funding for STEM CONNECT: Building A Guided Pathway to STEM Success. The grant is funded by the U.S. Department of Education through For 2017, LaGuardia received $3 million in city funding to build a Center for Career and Employment Training for students to connect to a wide network of employers and access real-time labor market data in their respective industries. The project will install infrastructure for central cooling/heating systems that will allow for future development of the vacated upper floors in the building. Also, this project will install five new elevators to accommodate the increased building occupancy due to planned program and space expansion, including the relocation of groups from leased space in the B Building to Center 3. November 2020 (B) Center 3 Eighth Floor Upgrades This project will continue implementation of the phased development and renovation of Center 3, the nine-story, 883,000-square-foot, 100-year-old former industrial building. This project will develop the vacant eighth floor. The renovations will provide spaces for several academic departments and programs as well as instructional and support spaces, and labs including Business and Technology, Education and Language Acquisition, Photography, Advising, Tutoring Center, etc. Academic departments planned to be moved to floor are as per the college s 2007 physical master plan. 5 (B) Replace Boilers in Shenker Hall As per the recommendations of a recent feasibility study, new boilers and hot-water heaters will be installed in the Shenker Hall Building to replace failing, older boilers. Boilers in the E Building are in good condition and will remain. This configuration will maximize energy savings potential while maintaining a high level of system reliability and robustness for optimal operations. December 2019 (B) Centralization of E Bldg./Shenker Hall Chiller As per the recommendations of a recent energy feasibility study, this project will consolidate the cooling systems of the E Building and Shenker Hall. New chillers will be added to the E Building to provide enough capacity to support both buildings. The failing chillers in the M Building will be removed, and the M Building will be connected to E via piping. This configuration will maximize energy savings potential while maintaining a high level of system reliability and robustness for optimal operations. January 2021 (B) HVAC Upgrades in Shenker Hall This project will replace HVAC systems in the 280,000-square-foot Shenker Hall that is more than 40 years old. Their poor condition was documented in the college's recent Master Plan as well as various condition assessment surveys. Shenker Hall is served by two large air handlers and three smaller units. The original variable air volume (VAV) boxes and controls for the building are non-operable, and as a result, the system is running on manual mode with VAV boxes fixed at the fully open position. This project will replace the five air-handling units with variable flow drives, replace the VAV boxes, install a new building automation system and upgrade the air distribution system to provide adequate/balanced ventilation and conditioned air to the VAV boxes. November 2021 (B) Façade Upgrades to E Building and Shenker Hall This project will address New York City's Local Law 11 issues on the facades of E Building and Shenker Hall. The facades are exhibiting signs of stress through fissure cracks, spalling, cracking at window jambs and visible efflorescence. The control joints have exceeded their useful life and are separating from the brick masonry. Timely facade repairs are critical to maintaining the integrity of the buildings. This project will remove deteriorated sealant, install new backer rods, repoint joints in Shenker Hall and replace the cracking composite building panels in the E Building. The single-pane windows in Shenker Hall will be replaced with double-glazed, energy-efficient windows. 6 City Reso-A Requests FY 2019 (City Council and Borough Presidents) In priority order / costs in $ thousands Student Success Center: Tutoring Hub The proposed 10,000-square-foot, centralized tutoring hub on the fifth floor of C building will consolidate operations of several tutoring labs on campus, including: Math, Accounting, English, Writing and Natural Sciences. The hub will play a crucial role in the college s efforts to increase student retention and graduation through efficient delivery of high-level personalized and group tutoring services. It will reduce redundant administrative intake processes currently in place at multiple locations and shift those resources to hire additional qualified tutors and to extend the operational hours of the tutoring services. Pool Facility Renovations February 2020 Phase: The project will provide upgrades to the college's deteriorated swimming pool facility that opened in It has experienced roof leaks and moisture infiltration through the walls and ceiling cavities and has poor air circulation. Work will include demolition and reconstruction of walls, ceiling and roof, upgrading of the ventilation system and replacement of the lighting system. The project will address safety issues and improvements identified in a recent condition assessment report. The renovation will enable the college to fully utilize the facility and continue to provide services to students, faculty and the community.
