6 Background 6 More and more countries require that incoming international parcels are accompanied by electronic pre-advice data (or ITMATT' data). This includes information on the sender, the recipient and parcel contents Customers will need to provide this data, in the correct format, to meet these new customs requirements and ensure continued shipping of overseas parcels without restriction Brexit and specifically a no deal Brexit has added further impetus to this requirement

7 Current regime trading goods with the EU 7 Businesses can currently move goods freely between EU member states For customs, this means that businesses trading with the rest of the EU do not have to make any customs import or export declarations and their trade with the EU is not subject to VAT and/or import duty at the point of delivery Some goods are subject to excise duty. This is a tax charged on the importation of goods such as alcohol, tobacco and oils. However, these goods are currently free to move between the UK and the rest of the EU with excise duty able to be suspended as long as certain controls and conditions are in place

8 No Deal Brexit summary 8 Should the UK leave the EU on 29 th March 2019 without a deal the likely impacts of this would be: UK leaving the Customs Union UK trading on World Trade Organisation (WTO) terms Requirement for Customs Declarations (CN23s), Commercial Invoices and electronic pre-advice data for all EU traffic VAT and duties payable on goods entering UK from EU

9 Our strategy 9 While the Government is confident of striking a deal, we are nevertheless contingency planning for a no deal Brexit scenario. This includes four key priorities: 1) Speed Efficient E2E transit of your items 2) Customs Preventing delays for customs clearance 3) Costs Minimising any financial impact 4) Data Gathering data and charges smoothly

10 Why electronic data is important 10 Electronic pre-advice data is the key customer requirement to improve customs clearance processes and prepare for a no deal Brexit. It includes information on the sender, the recipient and the parcel s contents You will need to provide this data in the correct format. Beyond Brexit, more and more countries are also beginning to require incoming international parcels to be accompanied by electronic pre-advice data The US reserves the right to refuse items without electronic data, Brazil are already applying fees for manual processing costs, and China and Russia are prioritising electronically preadvised items

11 Standard electronic data requirements 11 If you are exporting goods outside the EU, you should already be capturing this data via your shipping solution. You will also need to collect this for all EU exports in the event of a no deal Brexit scenario Basic info Customs info Extra recipient details Sender details (Name, address) Recipient details (Name, address including destination country) Sender telephone number and Item details (description, quantity, weight and value of contents) Country of origin of contents Postage & insurance costs Trade Tariff (Harmonised System or HS) code Recipient telephone number and Basic info details of sender and recipient Customs info various fields to provide information on the contents and value of your parcels to ensure a speedy customs clearance process Trade Tariff code An 8 (EU) or 6 (RoW) digit code to ensure goods are correctly classified. 12 Additional electronic data requirements 12 If you export to businesses in the EU you may also need to supply the following data electronically in a no deal scenario Additional requirements Basic info Customs info Importer details Exporter EORI number Importer EORI number At Parcelforce, we are making the necessary changes to WDMO & ExpressLink to accommodate these additional fields before 29 th March If you are using a using a different shipping solution, please speak to your supplier. Importer details address and contact details of any 3 rd party importer (if applicable). This is typically either a bulk importer of items, a subsidiary of the shipper/recipient or a fiscal representative (see the FAQs for more details) EORI numbers - the Economic Operators Registration and Identification System (EORI) number acts as a unique identification and will likely be mandatory to export items into the EU Post-Brexit (see the FAQs for more details). You can apply for an EORI number here, or validate and importer s EORI here

13 What happens if no data is provided? 13 Basic info Customs info Providing electronic data means delays and penalty charges are avoided, and ensures a smoother customs clearance and import process Why this is important Sender details (Name, address) Recipient details (Name, address including destination country) Importer details (if applicable) Sender telephone number and Item details (Description, quantity, weight and value of contents) Country of origin of contents EORI & insurance costs (if applicable) Basic info So parcels can be delivered to the correct person and returned if required Customs info So receiving post can contact the sender if there are issues with customs/delivery, and apply correct charges. Failure to provide this info could lead to items being delayed or destroyed Tariff code If not provided, parcels could be stopped, delayed or refused entry Extra recipient details Trade Tariff (Harmonised System or HS) code Recipient telephone number and Extra recipient details To ensure recipients are able to receive notifications
